The action was requested by Presi­ dent Truman when he asked the Sec­ retary to take comparable action to that being carried on by other Gov­ ernment agencies in the urban hous­ ing field. From now on a farm building loan will be approved only when the amount of the loan plus any other indebtedness on the farm does not create a total debt in excess of 95 percent of the appraised value of the farm. Previously a borrower’s real estate debt could be as high as 100 percent of the value of the farm. To prevent government loans from being used to pay inflated prices for labor or building materials, all loans in the future will be limited to 95 per­ cent of the building costs estimated as of July 1, 1950. To meet higher costs the borrower must use personal funds or materials he already has on hand. This is the first time a re­ striction of this type has been used. The farm housing loan program started last November under author­ ization of the Housing Act of 1949. As of June 30, about 4,000 loans totaling $18,000,000 00 had been closed.
