It is reported that he haa been recently asked to resume the presi dency of the OCR. It is a fact that English, Scotch and German capital ists who own the road began disputing and Villard was then in no health to undertake the settlement of the con flicting interests. He comes now in the interest of a syndicate of German banks and capitalists, which propose, it is said, to invest large sums of money in American enterprises.
