H embree , Sec, Local anil General Ccuixcil Meeting. Tuesday evening the council assem bled at tlie council chamber for tlie pur pose of determining the qualifications of H. L. Heath. Mayor Jones lieing absent Councilman Palmer wa» placed in tlie cliair. The report of the special committee, appointed for this purpose, was read and adopted. It being unfa vorable to Mr. Heath he requested that the council act immediately upon the matter. After some hesitation Coun cilman Evenden moved tliat tlie office be declared vacant. This motion was seconded and carried. A petition remonstrating against the placing of drain tile on Third street, and praying for a sewer system signed by nearly all tlie property owners on Third street, was read. Chas. Grissen and J. W. Cowls talked to some effect against drain tile in our streets and cited several places where the effects of tile draining of streets could lie seen. An ordinance amending the former or dinance so far as it effected Third street was drawn and passed. The petition for liquor license of G. Lewenberg was granted. On motion the election of a new councilman to take the place of Coun cilman Heath was proceeded with. The first ballot stood E. Wright 3, W. Campbell, 1 and was not an election, one councilman not voting. The next ballot Mr. Wright was elected he hav ing four votes, Mr. Campbell one. There was considerable discussion on the tile and sewer question and it was thoroughly demonstrated that the tile drains were not equal to the demands that would lie made upon it and would not in fact take surface water from streets where there was much travel. The property owners on streets where this tiling is to be put in should remon strate against it immediately as the contracts will be let on the 18th. There is not a minute to lose if the property owners want to save the cost of this tiling prompt action will defeat tlie ex periment. J. W. Cowls stated at the meeting, that lie had placed tile in his barn lot in the hopes of keeping it dry. At the present time water is standing from 2 to 12 inches deep immediately over tlie tile. Cowls, has sent in the annual report of the financial condition of the city. It was prepared by E. C. Apperson, under the super vision of Mr. Cowls and is the best made report ever turned in to the council. The transaction of city busi ness by tlie council for the year past has been done in a satisfactory man ner and there is not much to criticise. We notice however, that the light and water fund has been paying for the opening of the street north of J. C. Cooper’s property. This should come from the general fund and can be rem edied by placing $44 10 to the water fund from the general fund. The water and electric light plant Is owned by the city and the city is bonded to the extent of $20,000 for the same. The reason of the city owning the plant is to give the-citizens of the city a lower water and light rate. The water and light takers should not be made to pay the indebtedness incurred by the en tire city fot the construction of this plant, therefore we object to taking $1101 50 from the amount earned by the plants and applying it toward the payment of interest upon the bonds. Every citizen enjoys the privilege of a low rate and if he is not taking lights anil water it is his own fault. If he is not he is benefitted by the increased valuation of his property and he should be liable for his amount of the whole indebtedness. Should the income of the plant increase during the next year over tlie past year as the year ’91 has increased over the year ’90, tlie water and electric light plant will be making a handsome profit, enough probably to make all tlie payments on the bonds. If this money was so spent in time the water and light takers will have paid for tlie entire plant and the city at large have bad tlie benefit and have not paid for the improvement. When the plant pays all running expenses and repairs, that minute should the rates lie reduced to the citizens. The city cannot as we understand it engage in business, that is to say, it could not run a. hardware store and apply the profits to the improvement of the streets. In the report of the treasurer you will notice an item of $2733 44 which lias been transferred from the general fund to the water fund. This is in pay ment of street lights and hydrants used by the city for more than tlie year past and is tlie price paid by the citizens at large for tlie enjoyment of lighted streets and fire protection. The following is the treasurer's re port: Compared with 1890. The county assessor has completed his labors on the assessment roll and the clerk has forwarded a copy of it to the secretary of state. There is consid erable land in this county that is now assessed to the railroad company which has been sold by them and as yet the deeds have not been recorded. The owners of railroad land should immedi ately record their deeds, in order that no difficulty will arise from the land being assessed to the company. The abstract of all the land within the county has increased the taxable property $417,087 in face of the fact that the valuations of improvements, merchandise, household goods, horses, cattle and swine have decreased since last year $96,543. This was a good in vestment for the county, as it will add considerable money to the county treasury or reduce the tax levy. There will not be as much delinquent taxes remaining on the books for years as there has been, as property can now be sold from its description upon the tax rolls. This has placed a large amount of extra work upon the shoulders of the county assessor, dud as a matter of course the rolls are late in being for warded. The work, however, is a cred it to Mr. York, and hereafter the asses sors will reap the benefit of his labor. The valuation under this assessment figures up very closely to that adopted by the state board. It will also be noticed that the num ber of acres of land taxable within the county lias increased 35,399 acres. This is caused by the abstract and the relo cation of the county line.
