Just now a sweet scented morsel oi scandal is going the rounds, to the effect that some member of the legislature, in disposing of a clerkship to a young lady, mule dishonorable conditions. Of course She matter has to be investigated, and a few scandal-loving people are anxiously awaiting results, while the sober minded are honestly disgusted with such non sense. It is certainly ridiculous to pay any attention to the affair, amt is only giving prominence'to rumors and wast ing time. The time of the legislator» belongs to tlie people, ami they demand that time to be spent in endeavors to benefit them by just legislation, ami not in investigating some silly rumors re garding tlie ac ions of any certain one of their number. If every rumor of this kind it to he brought up and over hauled, the time of the honorable body will be pretty well occupied. The New York Tribune in referring to the proposition that invisibility rather than invulnerbility is to characterize the coast fortifications of th) future, say«: According to Sir Andrew Clarke, who is an authority on the subject in England, the Un t d 8 ates has lost nothing by its neglect to Imihl expensive fortifications. Sir Andrew’s opinion is based on the idea that his n iw system of “invisibility ul defences” will do aw i.v with th- ne cessity of enormous fortifications. Tie plan, as stated in a cable dispatch to the Tribune, certainly apfr-a s to’be worthy of consideration. But the great trouble with this country is tli.it we have no guns for either visible or invisible do fences, and no plant to manufacture them. It will be a work oi years to sup ply this deficiency. Representative Munger of Multnomah county, is after the Chinese, and has in troduced a bill iu tho house that Chi nese be prohibited from holding real es tate or mining claims, and those now in possession of mining claims be compell ed to relinquish title in sixty days on no tice of the sheriff; tho county court to appoint three disinterested persons to ass-ss the damages sustained by relin quishment. Ou failure of the Chinese to comply they are to ba lined |10>) to $5)0 or imprisoned from thirty to ninety days. The sheriff on failing to enforce tlie law shall be subject to the same fine. This bill is in accordance with the re commendation of l’ennoyer’s message. Henry M. Stanley, the explorer, is flooded witli offers from good men who whisli to accompany his expedition fer the relief of Emir Bey, and he lias found it difficult to select from the many com petent applicants the few required. The British government has supplied the ex pedition with a major and a lieutenant of engineers. Stanley is determined to reach Emir Bey by July at the latest. He will meet Dr. Junker at Port Said, on the way out. He will establish a i tation at a safe distance from the Con go, on the route to lake Victoria Nyansa, to bo used as a base of operations. Some of the senators have become in censed at certain references made to their actions by Senator Wagner, of Umatil la and Morrow, in his paper, the Pen dleton East Oregonian, and they have brought tins personal matter to the at tention of the public body, the senate, whose time belongs to the people and is paid by them. If Mr. Wagner has as serted what lie cannot prove, his is a re sponsible journal, ami (hero is recourse to the courts.—<t:itesmin. The amendment abolishes tlie present feature which permit such sales upon the written consent oi Hie parent or guardian, and increases the line to not less than three hundred dollars, and the imprisonment to a period not exceeding one year, and forfeits his license. This of course, deprives justices of tlie peace of jurisdiction to try tlie case. No law can be too strong to prohibit the sales of liquor to minors. Tlie pre ent statute has ten found insnflicient to cure the evil, and the readiness with which it is evaded justifies tlie demand for more strenuous measures. If tl.e li quor seller has doubts as to the age of a customer, he can satirfy himself, and it lie has no means of ascertaining, no great injury will be done to society, by keeping on the safe side and refusing to sell. The News thinks this amendment should be flanked by another provision making it a misdemeanor to sell to min ors the Reductive cigarette, which is the source of so much evil and demoral ization to the rising generation. If it passes, the rato on wheat will be about $1.00 a ton instead of $0.00 as heretofore. This s ill give the farm ers of eastern Oregon six cents more per bushel for their wheat than they have been receiving. The bill is a fair, just and conservative measure to belli the people and the railroads. Thete are better chances for the passage of Wa ger’s bill than for any similar bill intro duced in the senate or house. Its con servatism is what makes its passage all the more probable. Eastern Oregon will be satis tied with a four dollar rate on wheat, and rates on other connnodi- dies in proportion, for one or two years to come.
