Several years ago u horrible murder
was committed in the city of New York.
A Luly was found one morning in her
bed, dead, and tied to iier bedstead.
Although murder is only too common in
that city, this one attracted a great deal
of attention. Tim circumstances were
Hiicii that it appeared to be, and as
evpnts proved, it was, an affair of great
difficulty to find the guilty person. The
prevailing idea was that the busband of
the la lv was the murderer. Unfortu
nately several reporters lor the daily
newspapers shared this opinion, and
every morning they spread before their
readers little bits ot evidence which
they thought I hey had obiaine I point
ing in his direction. Probably a large
part of tho readers oi newspapers in
New York had come to the conclusion
that lie was guilty, even if they doubted
whether the evidence was sufficient to
convict him. But he was not the mur
derer. The folly of the leal criminal
betrayed him, and one evening lit was
arrested at a prayer meeting in Boston,
and confessed his guilt. lie had made,
and had nearly succeed in, an at empt to
escape out of the country on a sailing
vessel. If he had done so itt once, alter
committing the murder, there would
have been nothing to show that lie was
the offender. But be ha I robbed as
well as murdered, and had given away
or pawned a pa I of th ■ stolen jewel y.
The greatest injustice ba I been done to
the bereaved busband already, but if
the true murderer had not been found,
ha would have suffered more, lie would
have been put in jail, tried, and possi
bly convicted ami hanged. Or at the
very best he would have been set at lib
erty with a suspicion that would have
citing to him all his days, or until the
truth was tiiseovei eil.
This case illustrates in a very remark
able manlier the injustice there may be
in a busty judgment. A person’s reputa
tion may be blasted in a moment by tak
ing account of only a part of the facts.
What is called “circumstantial evi
dence” is a very dangerous foundation
for a verdict of guilty against any man;
and when only a part even of the cir
cumstances are known it is cruel to con
demn a man upon tho strength of them.
And that is not all. Every person who
is charged with a fault of any kind is
entitled to the belief that ho is innocent
until lie is proved to be guilty. In this
ciuntry we . e altogether t<x> apt to for
get this piivilegoof Hie accused. We
si....pt all the evil that is said of men on
one side, and are inclined to put the
worst construction on what we do know,
if they are accused or suspected of any
thing wrong, and we me apt to let all
th“ good we have known of them in the
past go tor nothing. It in not charity,
simply, to give these men the benefit of
all doubts. It is their right. Every
one of us is as liable as any of them to
be misjudged, mid even to lie condemned
unheard This fact does not in any way
affect i in* ease as regards those who are
accused, but it should teach us to be
cautious about joining in tho general ten
dency to pass hasty judgments of which
cither of us may bo the next victim.

for twenty-five years bv the republicans,
and its extension to Ametican commerce
so that our own ships may be built here,
thus providing for our defence and hon
or so that we may construct when nec
essity requires, our own navy and man
it with sailors trained for that purpose;
and recommends the submission by the
legislature to the people of an amend
ment to the constitution prohibiting the
manufacture and sale of intoxicating li-
qnors.
