COB-WEB PROTECTION.
Great Britain in about to completely
fortify tne coast of British Columbia.
The coast of California depend» upon
the world’s inerev for protection. It is
fortified only by its beautiful climate.—
b. F Call
This little excerpt is pregnant with
suggestion.
It speaks for the country
at large. Our government, like the pro
verbial ostrich concealment seems to im
agine itself invulnerably fortified behind
its cob-web system of defense
“Arbi
tration” and “conciliation” seem to
have captured the American spirit.
These qualities ar • humane and bénéfi
cient. They are commendable always
by all con«iderate minds.
So lung as
they may be operative they should tie
the watch word
But with nations as
with individuals the "strength of reason
cannot prove the master power.” Lin
coln was conciliatory to the latest ex
tremity. out lie could not thus win back
a rebellious people. It required the iron
hand of battle to wield the stubborn
giant of treason back to subjection and
to justice. Let war be avoided so long
an the ends of justice and equity
may be subserved, but to be to
tally w ithout strength or means of pro
tection to meet so coinmtin an einer-
. genev is un improvidence that violates
the first and best of nature’s laws, and
strips such an actor of the sympathy of
mankind at large. Great Britain’s pres
tige comes from no such dish water sen
timent. She is our playfellow on this
particular stage of action. She is play
ing her pait for all it is worth. Ameri
cans stand by and see American com
merce going by the carload, from Amer
ican city to American city over the cir
cuit of transportation, traversing and
enhancing British soil and British inter
ests. This is another style of "defense”
illustrative of the spirit which is always
a contestant and may soon be a foe —
Not to think of becoming an alarmist or
unduly combative, we believe in the
adage, "in time of peace prepare for
war,” to a judicious and reasonable ex
tent.
During August 2,211 passengers ar
rived hete by steamer from San Fran
cisco, 1,864 in the cabin and 347 in the
steerage. In the same time 505 first-
class passengers arid f»00 immigrants
passed Heron on the Northern Pacific
bound for this city, and 323 first-class
passengers ami 513 immigrants passed
Huntington on the Oregon Short Line
en route here. The total number of ar
rivals for the month was 4,512, as com
pared with 3,100 for July, 3,483 for June,
4,790 for May, 4,743 for April, 4,889 for
March, 1,873 for February and 1,797 for
January, a grand total of 29,087 for the
eight months. The increase during Au
gust was due to the Grand Army of the
Republic encampment at San Francisco.
At its conclusion many who were attend
ing returned east by way of Portland.—

N orth Y amhill , Sept. 8, 1886.
En T xi . ephonb :
In the T ilkphonr of September 3d,
your correspondent from North Yamhill
sfieaks ot me as the son-in-law of J. L.
Castle, and further states that I took a
lady to the circus at Salem. In this he
intimates that it was some other lady
than my wife. Now Mr Editor, I am
not J. L. Castle’s son-in-law, nor any
other mans, and your correspondent has
either written himself down a fool or a
nave; if he thought be was perpetrating
a joke on me lie has shown himself a
very stupid ass, for instead of being a
joke it is a slander and a libel, and is
calculated to do me an injury, and if lie
is so obtuse as not to see it then 1 say he
is a very stupid ass. If he did see it and
Hilly understood the full import of his
language then I wilt bo comjielled to
brand bi tn a liar and coward
He tried to explain through the next
issue but he told what he positively
knew was a falsehood and only made the
matter worse by trying to explain.
Respectfully, R. L. P erkins ,
