tr a to r of the B onneville P ro je c t,
m ade th is d eclaratio n and said th a t
s ta te regu lation o f u tility com panies
had failed.

posium on th e fed eral n av ig atio n and
h y d ro electric program w hich d iscu ss­
ed the recen t co n feren ces betw een
P resid en t R oosevent and u tility e x ­
ecu tiv es headed by W endell L. W il­
