PHILLIPS HELPS IN CAR SITUATION The appeal of the Hood River Traffic Association and apple shippers of Ida ho for relief from the car shortage has aroused R. G. Phillips, of Roches ter, N. Y executive secretary of the International Apple Shippers Associa tion. Local shippers have just re ceived from Mr. Phillips copies of a letter forwarded by himself to J. K. Crawford, of Chicago, III., superin tendent of transportation of the Facfiic Fruit Express, which follows: "1 want to urge you with all pos sible earnestness to concentrate on the Hood River district and Idaho, and al locate as many P. t. K. cars as you can to the Union Pacific for that pur pose. If those people do no get relief the losses will be enormous. "The car loading figures show to No vember 14 that only 19,795 cars of boxed apples have been moved as against 38,144 for the same time last vear. about 50 per cent Oregon has moved only 1,312 as against 3.818 last year, or about 34 per cent. Idaho has moved 1,887 as against 4,760, or 39 to 40 per cent. Washington has moved 20,137, or pretty near 50 per cent. "At the same time California has moved 34.468.cars of grapes as against 32.519 last year : o.abl cars- or pears as against 4,391 last year, and 3,127 cars of apples as against 4,151 last year. "1 am citing the above because the P. F. E. Is supposed to take care of Orecon and Idaho as well as taliior nia. In fact the P. F. E. is practical ly the only reliance Oregon and Idaho have, uregon ana laano are away down the scale in apple movement. The figures indicate they have not had the cars they should nave had. "The result is a most serious situa tion. The Hood River district and that includes all of it and the various stations way back to Mt. Hoodis in desperate straits. Farmers can't haul, warehouses are jammed apples get ing out of condition, contracts being cancelled, and a hard freeze will add to the catastrophe. A letter from Idaho says among other things: "We are up against the worst situation as regards cars that I believe the west has ever known." Fruit is deteriorating and a cold will complete the job. The letter further states that the railroads claim that diversions are responsible for the car shortage. No comment needle made on the letter. "The reports indicate that the de liveries of the P. F. E. westbound are increasing through the Chicago and River gateways. The Pennsylvania is making a desperate effort to get some 1.200 to 1.500 emptv westbound reefers over the Allegheny mountains and seems to be making some real progress. The Erie, up to a few days ago, had reduced its P. F. E. holdings from 2,300 to 2,600 down to about 1,300. Hence there ought to be an increased delivery westbound. With these in creased deliveries special attention must be given to the Hood River dis trict and Idaho. I understand that rains have put the remaining wine- grapes in California out of the run ning. Whether this is so or not, we have simply got to relieve the North western apple movement, at least give it a relative even break with Califor nia and other territory. I have asked Mr. Adams of the U. P. if he could not put empties through by special fast schedule to Hood River and Idaho. "If the carriers do not get the most of these apples out of the Northwest before cold weather it will be good bye. Twenty-five to 30 per cent of the motive power of the country is con ceded to be in bad order or out of com mission. The chances are that the percentage is higher. The normal scheduled time in transit under load has been practically doubled and in some cases trebled. The leturn move ment must be even worse. The effici ency or availability of present equip ment has at the very least calculations been reduced 50 percent. In view or this, if we have a cold winter, we shall see, in my judgment, the worst condi tions ever known in this country from a transportation standpoint. "1 am therefore again urging with all the earnestness 1 can that you g've special attention now to Oregon and Idaho, while the going is good. Re lieve them ; get the pressure down to normal where they can handle them selves later. Tbey are in a cold coun try ; they have no southern routes that are open all the year. These districts should be concentrated on ; it is just good common sentse and railroading to do it. "I have not been receiving any re ports from you in some time as to de tentions. Where are your cars? What roads have them and how many? How long have they had them? Of course I know where a lot of them are and have been but give me the whole story and we will go the limit to pry them loose. Something has got to be done to move these anpleB and get the supply down to a point where the balance cac be protected." Sixty refrigerator cars were allotted growers here Friday, as many as ship ping facilities could handle. Shippers were assured that approximately this number would be allocated here in a steady stream from now on, in which case the jammed warehouses will Boon be restored to order. Mr. Boddy to Address Elks Rev. W. 11. Roddy will deliver the address at the Lodge of Sorrows of the Tacoma Lodge of Elks next Sunday. During his absence his pulpit will be filled by Rev. E. W. Warrington, stu dent secretarj of the Y. M. C. A. at the Oregon Agricultural College. Mr. Warrington was formerly pastor of the Presbyterian church at Roseburg. He has alo been pastor of two successful community churches. A large number of Elks of Hood River will attend the Lodge of Sorrows to be held next Sunday at The Dalles by the lode there. Loose Apples Sought Kenneth McKay, formeily manager of the Hotd River Fruit Exchange, a shipping concern of the valley some years ago, arrived in the city Saturday seeking the purchafe of loo e- C-grade apples for shipment to California mar kets. He stated that he had been pur chasing heavy supplies cf loose apple at Sbeiidan and other Willamette Val ley points. "We buy the apples and put them op loose in lug boxec, covered with thin veneer," said Mr. McKay, "thus sav ing the cost of packirg to growers." Durant, pioneer automobile man, who heads the Durant Motors Corporation, instead of financing his big industry by the usual process of appealing to big moneyed interests, is seekinsr with apparent success, to make heavy flotations by the sale of stocks direct to the public. Repre sentatives of the concern are now can vassing Hood River. Durant's proudest achievement is that in less than two years he has built up a group of motor companies that have 105,181 common stocKDomers. Only two corporations exceed this number, the American Telephone & Telegraph Co. and the Pennsylvania Railroad Co. "That is the sort of public owner ship of industries that this country needs," says Mr. Durant "Workers who make and use a product should own the producing industry. It is the greatest possible educational factor, the only sure cure for labor ills and social troubles."
