County, Oregon, over the cou'se speci
fied in the plat thereof now on file in the
office of the County Clerk of Ho
River County, Oregon, by clearing a l
grubbing a roadway, preparation for
road bed, excavation of cuts and placing
of embankments, all in arcorilance with
said plan and specifications in t-aid
Clerk's office, where the name may I
seen and inspected by proposed b iders.
Bids will be received at the office of
the County Clerk in the City of HimkI
River, Hood River County, Oregon, np
to Monday, the 5th day of March, 1W17,
at the hour of 10 o'clock a. m., at which
time, or as soon thereafter as said bids
may be checked, the contract will be let
to the lowest and beet responsible bid
der therefor, the County reserving the
right to reject any or all bids.
Each bidder will be required to de
posit wi h his bid, a certified check of 5
per cent of the amount of bis said bid.
which shall be forfeited to the County
in rase the contract is awarded to him
and he shall fail, neglect or refuse for a
period of five days after such award i
made, to enter into a contract and file a
bond as by law prot ided. Said work
will be required to be completed with
in thirty days from the date of entering
into such contract, and the bond re
quired of the successful bidder will lie
for 60 per cent of the contract price oi
the work, conditioned that said con
tractor will well and truly in a manner
satisfactory to the County Court, and
in accordance with the plans and cpeci-
tications. perform the work contracted
for and save the County harmless from
any expense incurred through the fail
ure of such contractor to complete said
work as specified, within the time here
in mentioned. And further, that lie
will promptly make payment to all per
sons supplying labor or material for the
prosecution of said work under said con
tract. Pay ment for said work will be
made in accordance with Chapter 142 of
the Laws of Oregon for the vear 1913.

Four years ago in the summer of
1913 the EXCHANGE called a con
ference of heads of five of the most
progressive and well organized of
glowers' associations, which were
then marketing through the EX
CHANGE, and put to them a proposi
tion about as follows :
"We believe the time has come to
take a definite step forward in the
matter of advertising and exploiting
our best fruit, and particularly to edu
cate the public consumers and the
trade as to the merits and uses of our
leading commercial varieties. We be
lieve that our object can be accom
pl.shed onlv through recognition of
c rtain fundamental principles as fol
lows : 1st There is no use spending
good money to advertise poor merchan
dise; therefore, we should exploit only
those varieties which stand high in the
quality scale : Banana, Grimes, Jona
than, Stavman, Spitzenburg, Rome
Beauty, White Pearmain, Delicious,
Arkansas Black, Ortley, Winesap and
Newtown, all of which have a rating
ol 8 or better in the pomological scale.
And further, that only the extra fancy
quality should be included in the brand
to be advertised. In this manner we
will turn out an article of the highest
quality and the brand will stand for a
definite standard. 2nd. In order to
support a really comprehensive, effec
tive campaign, there must be volume,
greater volume, we believe, than anv
one of you can ever hope to produce.
i nereiore, we must apply tne principle
of COOPERATION, as between vari
ous local associations, and create a
brand which all can use equitably.
Furthermore, in order to provide a
SUCCESSION of varieties that can
supply the consumer with the right
quality at the right time, it is neces
sary for a number of associations to
cooperate, as certain of you specialize
in some ol these varieties and certain
of you in others. In other words, a
really comprehensive campaign neces
sarily involves cooperation and inter
community effort Now, if you are
ready Lto accept these principles, the
CaLH AisijCi is ready to assume the
responsibility of the work. If you
will authorize the EXCHANGE to use
of your money 10 cents per box or up
to iu cents per box the EAUHANUE
will agree to keep a strict account of
every cent expended and submit to you
at the end ol the season KECEIPTED
VOUCHERS FOR EVERY PENNY
EXPENDED, so that you may satisfv
yourself that not one'eent of the mon
ey has gone to the EXCHANGE, but
every cent has been spent for AD
VERTISING YUUK f KUH. The
EXCHANGE realizes that the work o
organizing this campaign, working out
the many and intricate details and
managing it throughout, is going to
involve a lot of additional expense for
itself, but that it will cheerfully con
tribute to the cause. Furthermore, the

campaign has UOT TO FAY ITS
WAY, AS IT GOES ; that the growers
are in no position to invest in futures ;
to lose money in an operation this year
with the expectation of getting it back

ment and not an expense, and believes
that it can make this operation a finan
cial as well as an operating success."
well, the representatives of the hve
associations, realizing the gravity of
the issue, gave mighty careful consid
eration to the proposal. They realized,
as we did, that failure would mean
criticism, and possibly loss of member
ship. But they also realized that it
was their duty to leave nothing undone
that promised improvement in their
growers' business, and so, after grave
ly discussinir the matter from everv
angle, they authorized the EXCHANGE
to proceed. It was mutually agreed
by the EALHANOE and those repre
sentatives of the growers that we
would proceed at hrst very cautiously.
and only put up a fraction of the en
ure extra fancy output of the 12 varie
ties under the new brand. So much
decided, they proceeded to organize
the BOARD OF GOVERNORS, con
sisting of one official representative of
each of the participating associations.
This board reserved to itself the
right to control the use of the brand,
to pass on the Qualifications of appli
cants for admission, to formulate the
rules and regulations under which the
operation would be conducted. Adver
tisements were inserted in the daily
papers of the United States offering a
substantial cash prize for the 'best
trade mark or brand name. Hundreds
of names were submitted and the
BOARD OF GOVERNORS themselves
selected the name "SKOOKUM."
The EXCHANGE then proceeded to
work out the details of the campaign.
The problem was a difficult one. The
entire SKOOKUM pack of 1913 only
totalled 38,721 boxes, which, at the
rate of 10 cents per box would produce
a fund of only $3,872.10 a pitifully
small sum with which to finance so im
portant and far-reaching an experi
ment However, the first step taken
was to assign two of the EX
CHANGE'S official staff to make a
comprehensive study of a large num
ber of different markets, with a view
of selecting the testing ground. We
realized that from the standpoint of
necessity, and also from the stand
point of conservatism and caution, it
was advisable to pick out one section
and concentrate the ammunition on
that rather than to scatter it over a
broad territory, so thin that it could
not possibly Be effective. We had in
mind selecting some one of the smaller
cities of the middle west We investi
gated scores of markets in all sections
of the country, and spent weeks study
ing the proposition from every angle.
We consulted with many of the largest
aaveniaing - agencies in me country
and with authorities in every line. The
advertising agencies were rather ap
palled at the idea of undertaking so
important an operation with so little
money, and when we finally, after
looking at the matter from every an
gle, decided to put the campaign on in
NEW YORK, some of them told us
we were crazy that New York was one
of the hardest markets to break into
in the world (with a new brand) that
New York was accustomed to half-million-dollar
advertising campaigns and
was hard to make "sit up and take
notice," even at that etc Neverthe
less, we relied on our intimate knowl
edge of the FRUIT BUSINESS, which
knowledge we felt the big advertising
agencies entirely lacked. We knew
that the fruit business is different
from every other line in the world;
inai it is lull of peculiarities of its
own thAt ft is in manv nuruutii r.a
doxical, and that the methods which
wouia work in exploiting soap, or
breakfast foods (you will remember
that I had seven years of experience
myaeu in marketing advertised food
products cereals, coffee, etc.) would
not work in the fruit business. And
so, we cast the die ; and the campaign
was put on in the fall of 1913 in New
York. In my next talk I shall tell you
how this campaign turned out
