o HOOD RIVER GLACIER, THURSDAY, FEBRUARY 17, 191G Absolutely Pure Made from Cream of Tartar NO ALUU-NO PHOSPHATE SHIP THROUGH AGEN CIES, IS ADVICE However large they mayhave been, campaigns and meetings among fruit growers of the northwest dwindle in comparison with the propaganda of ed ucation proposed by no less an institu tion than the Department of Agricul ture of the United States, which is now t looming, according to advices re ceived here by Wilmer Sieg. C. W. Moomaw, C. E. Bassett and W. H. Kerr, representatives of the Office of Markets of the United States Department of Agriculture, who have been in Washington since the middle of January preparing a report on an in vestigation made in all the fruit grow ing states, Oregon, Washington, Idaho and Montana, have been instructed to return to the northwest, and tomorrow they will meet with the members of the Shippers' League at. Spokane. At this time they will make known their report and will undoubtedly offer some suggestions to the League, but the pri mary purpose of the meeting, as sug gested by a letter received by Mr. Sieg from Charles J. Brand, chief of the office, will be to outline plans for meetings of fruit growers in every sec tion of the four states. Judging from Mr. Brand's corres pondence the government investigation has found the chief failures in the marketing of boxed apples due to lack of cooperation on the part of individual growers, who make shipments to dif ferent markets direct. Mr. Brand evi dences a feeling of confidence in the work of the Shippers' League, and the ability of the organization of shipping concerns to stabilize to a great degree the marketing of their product. But before the work of the government can be made effective, it is declared, it will be necessary to carry a message direct to the growers themselves, and edu cate them to the necessity of coopera tion, not merely in name, but in reality cooperation that will be practiced. All growers will be told to form some affiliation with a representative and re putable shipping organization. It is probable that the plans of hold ing growers meetings have been more thoroughly worked out for the state of Oregon than for any other of the northwestern boxed apple states. Mr. Brand says that Dr. Hector McPberson, of the Oregon Agricultural College, has been chosen to collaborate with the Office of Markets and assist with the proposed meetings. An absolute neutrality, as between the different marketing organizations will be pre served; apple growers will merely be told to join some selling agency, and working in conjunction with thefgov ernment the Shippers' League will be expected to work out the actual taBk of the best manner of distribution and marketing of the fruit. Plans of an incorporation of the Shippers' League were held in abey ance until after the report of the Office of Markets had been submitted. It is expected that this incorporation will be effected along lines to be suggested at the bpokane meeting tomorrow. The report made lsat week by the Office of Markets on the distribution of northwestern boxed apples is character ized by Mr. Sieg as being of little value. This report, however, is dis tinct from the one to be made tomor row. Data from the former was gath ered by representatives of the Office of Markets sent to Spokane early last fall. These men planned merely to se cure statistics as to actual tonnage and points to which it was shipped. "The report itself," says Mr. Sieg, "shows that growers tailed to cooper ate with the government, in that out of 9,407 cars of apples reported, but 4,313 were reported Dy shippers. The delin quent shippers, however, were not among the growers' associations, but were made up from growers who were shipping independently." RESOLUTION OFFERED NO MAINTENANCE That the recent resolution of the State Highway Commission in notify ing the Pine Grove grange of this coun ty that it has never pledged itself to maintain any roads under any condi tion, nor has authorized anyone to mske such a pledge.is consistent, is evidenced by a resolution adopted by the Commis sion the week of the local Columbia river highway bond election, held here July 15, 1914. The resolution, printed in local pa pers, makes no promise as to plans of the Commission to take over the road and make it a state thoroughfare. Al though at the time many local citizens, basing their conclusions on statements made by speakers working in behalf of the bond issue, were caused to so inter pret the intent of the Commission. The pre campaign resolution reads: "Whereas, The State Highway Com mission has adopted the policy of aid ing the construction of improved roads in those counties that are constructing a system of improved roads under the supervision of the State Highway Com mission, and "Whereas, With the money available for 1914 the Commission is aiding in the construction of improved roads in Columbia, Clatsop and Jackson coun ties, Therefore, be it "Resolved, .That it is the intention of the State Highway Commission to aid Hood River county to the extent of im proving the road around Mitchells Point, as surveyed by the State High wavengineer, out of money available in 1915 this to be done if the citizens of Hood River county build, in the meantime, the present gaps m the Co lumbia River highway in Hood River county, according to the survey of said gaps being estimated at $75,000. pro- iucu ino present nignway law is not cnangf a so as to prevent such expend!' toree." The Park dale grange has adopted the following resolution: ; u "Whereas. We are informed thrnntrh the public press that the State High way Commission refuses all responsi biity as to the maintenance of the Co lumbia river highway and "Whereas, The citizens of Hood Riv er county were given to understand that if we elected to bond the county for $75,000 toward construction of said highway in Hood River county that the state wouia take over said highway and maintain same, Therefore be it "Resolved. That Parkdale Grange No. 500 go on record as opposirg any further expenditure of county funds upon said highway over and above the bond issue of $75,000 and fulfillment of present contracts in existence." OTTEN PROPERTY AP PRAISED AT $30,000 Appraisers of the estate of the late John Otten have placed the value of local business nouses and a fourth in terest in a 40'acre East Side orchard at $30,000. This is exclusive of a bouse and lot deeded by Mr. Otten to his widow and which is considered worth $5,000. By the will of Mr. Otten. who passed away the first of January, his property is left in trust to his grandsons, Bern hard and LeRoy Krohn, the trust to be ended when the eldest of the boys, now 19 years of age, reaches the age of 40 years. His wife and his daughter, Mrs. Annie Krohn, are each given life ca stes in portions of the real estate. 1 he appraisers were t. IS. Jackson. . D. Moe and C. D. Hinrichs. L. N. Ml 1 1 ..M..M"M"H-M"1"I"H"H-M" APPLE NOTES A recent service and regulatory an nouncement of the Bureau of Chemis try contains the following, which should be of interest to shippers of berries 'peaches, and tomatoes when ordering their crates for next season's shipments, i: The department is of the opinion that berries, peaches, or tomatoes in small open containers which are packed in crates and arranged within the crates in layers or tiers, constitute food in package form within the mean ing of the net-weight amendment, and that consequently the law requires that the crstes shall be marked with a statement of the quantity of the con tents. Each such statement should in clude the number of small containers and the quantity' of the contents of each. Pending a determination of the question whether the net-weight amendment applies to berries in small open containers (such as those which usually hold l quart or 1 pint each, and which are. commonly placed, without covers, in crates, each crate holding a number of the small containers,) and unless public notice of not less than two months be given, the department will not recommend any proceedings under the Federal Food and Drugs Act solely upon the ground that berries in such small containers, shipped in inter state commerce or otherwise brought within the jurisdiction of the rood and Drugs Act, bear no statement of the quantity of the contents upon each such container. Eighteen owners of the largest cher ry orchards in Wasco county gathered last week at The Dalles to discuss methods of pollination of their or chards. The growers have accepted a proposition from the Oregon Agricul tural College to work in conjunction with an advanced class from the insti tution, the members of which will make graftings of 18,000 fertilizing scions to be furnished free by the Bus iness Men's Association, of The Dalles. The growers of the White Salmon district have voted to amalgamate their selling agency with that of the Underwood district. The latter associ ation of growers took such action sev eral weeks ago. Last year the two agencies were under the management of a joint agency. Apple exports for the week ending Saturday, January 29, were 4,790 bar rels against 66,077 barrels the same week a year ago. Exports for the sea son up to that dale were 1,046,935 bar rels against 1,939,305 barrels the same period last year. Boxes are figured in the above three to the barrel. Returns so far received from a post card vote being taken by the Pacific Fruit Produce company, of North Yak ima, indicates that an overwhelming majority of growers desire the com pany to test in the supreme court the horticultural law under which the com pany was convicted of shipping infect ed apples out of the state. The com pany sent out 3000 inquiries. Of the first 400 replying, representing 600 acres of orchard, 285 favored a test and 52 favored compliance with the law. Others did not answer this ques tion, which was one of five submitted. Three hundred and twenty-seven fa vored allowing worm stung apples in C grade pack, as was permitted last year, and 164 favored putting apples with two healed-over stings in the C grade. Roth is overpowered and Dutch and Steve fight a duel for ber, then Pedro is bought off by Ghent, who real izing the helplessness of Ruth.suddenlv comes to his senses and agrees to her proposition that she will be bis wife in name only until he has proven himself a man. Ghent agrees and the justice of peace in the valley is sought Then he takes ber to bia cabin where as days roll on she begins to see better things in this rough character. She, refusing to go back east with her people, is one day caught in a land slide and Ghent rushes to her rescue and is severely injured.
