Where or by whom it was originated I do not know, but that the military Ian a tics, the jingo element and the whole gun, cannon, and weapon industry in the world, especially on the continent of Europe, have applied the meaning of the phrase to the best advantage for themselves, that is notorious since the Krupp and military scandals in Oer many last year. They have indeed prepared for war to the utmost of their ability, but some have evidently succeeded better than others by forcing matters beyond the limit. A short time before Beelzebub broke his bounds a high German official referring to the above mentioned phrase expressed himself frankly, be cause the time was ripe and there was no longer need of secrecy, and his words carry a significance which in the light of later events is easily under stood. He said: "Better an end with terror than a terror without end." Ev dently Germany was overprepared and something had to burst. The combination of the great powers in Europe, the triple alliance and the triple entente, were formed, we are told, for the purpose of preserving in ternational "balance." How well these combinations served the alleged pur pose' and the final grand result is evi dent. Instead of two warring nations trying to right a fancied wrong, we will soon, practically speaking, behold most of the "civilized" peoples in the world more or less mixed up in a horri ble game of death and destruction. Yes, I said game, because it is a game, a most royal one, a sport incomparable, an entertainment worthy of imperial autocrats and their war-crazed off spring, who care as much for a human life as 1 care for a fly in swatting time. Some of us have been made half to believe that preparedness for war would prevent war, and if we occasion ally have doubted this jingo axiom the doubt has instantly been quelled by the argument that our emaciated intel lect could not fathom a wisdom intend ed for gods. But was there ever a greater fallacy propounded which has gained such world wide reputation for containing an almost Solomonic wisdom in a few words? Never have the nations been so well prepared for killing each other and never has such butchering been done as is now going on on the conti nent of Europe. As long as there are autocratic and near-autocratic rulers who maintain and the great mass of their inenlight- ened subjects are made to believe that these rulers power and glory and right to rule are conferred upon them by the grace of God, who in his infinite wis dom has endowed them, and only them, with the necessary qualifications for their high offices, no long will also wars occur. There are no limitations for the self ishness of a Hapsburg or a Hohenznll- ern. Any danger threatening their dynasty must be removed, any living being, or beings, that seriously dares to deny that these rulers are rulers by the grace of God, is treated as an infi del, a blasphemer. A french republic and a free and :n;cerntic government like the English or the Italian is not only an abomina tion in their sight, but a positive dan ger to themselves and all professional soldiery upon which rest their throne and their power. This fear of Liberal ism and liberal movements is nothing new. We recall the covenant, the eo called Holy Alliance, formed in ,1815, I inina, tiy the rulers or Kussia, Austria, Prussia and Spain, for the purpose of counteracting and stamping out the strong republican and democratic move ments of that time. The Holy Alliance was.perhaps.especially directed against the United States, because the politi cal, financial and ethical influence of the young but vigorous republic began to make itself foil In the old by-the-grace-of-God monarchies of Europe. uanger to the rotten autocratic insti tutions was vibrating the air and made the thrones somewhat shaky. But all efforts to strangle democratic move ments railed. Now, mind you. the Hansbures. the Hohenzollerns and the Romanovs of today are certainly no better than their torebears were a hundred years aeo. Their personal and political ambitions are the same although partly masked. ineir proiessional soldiery, the mili tary cast, is more dangerous because more powerful. But of course we must nave. soldiers in order to preserve the peace and keep order among the masses. What would become of princ es, dukes, counts and barons if the military caste was abolished? Would be not be like unto a common mortal? Away with thought. The military cast must be maintained at all hazards; the professional soldiery of the Hapsburgs and the Hohenzollerns must, now when they are fully prepared, prove their su periority in their profession over the whole world. A pretext is at hand. A prince of the house of HaDsbure iB shot by a crazy Servian school boy. war is declared right and left and the slaughter begun. Kussia must be crushed, swore the Kaiser, or we will never have peace in Europe. And while making this asser tion the great war lord at the same time directed the best and larsest Dart of his army, not againBt unspeakable Kussia, dui against a small and weak nation whose neutrality the Kaiser's own government had guaranteed. And so the lair and fertile acrea of demo cratic Belgium and republican France are drenched in the red warm blood not only of their brave defenders, but also in that of their wives and children. Yes, there will be wars and rumors of wars as long as there are autocratic and near-autocratic rulers on the thrones of nations. There will always be dangers of war breaking out in any country, as long aa a professional sol diery is maintained which is permitted to form an exclusive military cast with almost dictatory powers in matters pertaining to their profession, and unbridled allowed to voice their mean ing in their country's international pol itics, i believe these to be the princi pal causes of this and many previous wars, which easily might hnve been prevented had not the roar of the war caste overwhelmed the pleading voice oi the great mass of the people. In the case at hand we all know how King George of England pleaded hard and eloquently for a conference being called, composed of English. French. Italian and German statesmen, to set tle the dispute' between Austria and Servia.in which full justice and amends undoubtedly would bave been given to the former country for whatever wrong it had suffered at the hands of the lat ter. But no, the great William, and es pecially his war-crazed offspring, the crown prince, and hia boon companions in arms, had no care for the casings of the dove oi peace, itiey were ready for the long looked for and long ex pected fray, for the preparation of wbicb the 67 millions of German peo ple have been taxed to death for the last 40 years. When Germany the 1st of August declared war against Kussia she at the same time made it manifest to the listening world that it was for the avowed purpose of completely eradicating the greatest anachronism of the 20tb century, the Russian Czar ism, the alleged peace disturber in Eu rope. France, as Russia's political ally, was expected to assist Russia, but she did not show much enthusiasm in the matter and made no aggressive move. On the contrary, France with drew all her troors from her eastern frontier ten kilomei.'rs so as to give Germsny no cause for attsrk. Yet on the 3rd day of Augut the sublime Wil helm also declared war on France, not a war of defence, aa was generally ex pected and which niiht have been eas ily effected, but war that waa and is aimed to crush Frai.ce forever. The biggest and most ferocious Dart of the great German war machine was rushed to the little weak Belgium, because over the ruins of that country lay the nearest way to I'aiis. and this atrocious crime was done in spite of the fact that Germany was one of the signatory powers who had guaranteed Belgium neutrality, these facts can- never be repeated too often, because they must never be forgotten. Against the Czar and Czarism Ger many directed only the smallest and weakest part of her armv. not onlv enough to defend hir eastern boundary. And now the ugly near is pawing awav great pieces both of the German and Austrian empires and the hordes of the east are again rolling their compact masses towards tr.e west, tiow far this so called scourge of the world will go before stopped no one at the present can tell. One of Berlin's most influential news papers stated the other day that the final aim of Germany now was, first totally to crush France, next to incor- Fiorate Belgium in the empire as crown and, then to compel Holland to join the German federation; this done the knife would be drawn across the throat of England and the imperial knife of German always cuts to the bone. That is the way Wilhelm, the peacemaker. eradicates Czariam in Russia. The North Sea is strewn with float ing mines which German fishing steam ers have sown broadcast. Only one small English cruiser has been de stroyed by the agency of these mines and that happened the sceond day after war was declared. Since that time considerable more than a score of neut ral nations' cargo boats have been de stroyed by these mines and many inno cent lives lost. At first the German newsnaDers of ficially denied the charge that Germany used methods that conflicted with in ternational and "civilized" warfare, but since several of those German fish ing vessels were caught red handed in their nefarious traffic, no more denials or protests have been heard from that quarter. The English government has at a great expense endeavored to sweep the sea clear of these treacherous de stroyers of innocent merchantmen and over 250 bave been gathered in thus far. Most of the sunken boats were Scandinavians. I haven't said anything about Aus tria, because that country follows Ger many's lead whether it be for good or evil. Austria would never have dared to deliver that fatal ultimatum to Ser via without Germany's knowledge and consent. Both governments were fully cognizant of its effects and knew that bervia (with Russia's backing) as a free and independent country could and would not consent to be placed politi cally on the same level with a tribe of wild men in the African jungle. Ger many knew that Austria's note to Servia was the prelude to war and war was wanted. 1 hope they get enough of it before this thing is set tledbut it may go the other way. I shall not attempt to defend the Russian Czarism, because it is inde fensible, but 1 will say that the Em peror of Russia, himself, is probably as nnocent of this war as you or I. that weak ruler is autocrat in name only, whereas the German Caesar, thougn not officially called so, is an absolute autocrat in reality when the question of peace or war is decided. Kussia is governed entirely by the grand dukes and princes and their re tainers and they constitute the Russian war party and are the leaders of the professional soldiery. Many fortunes will be made in Russia during this war. Purveyors and army contractors, mostly to be found among the high and mighty, will now have the opportunity to reap a golden harvest, and of course all those blooded parasites have fanned the war flames in unhappy Russia. Had Germany unleashed her fero cious dogs of war against Russia only philosopher might have argued that waa the way of progress, that it was necessary that the present generation should suffer in order to purge and re generate Holy Russia and clear the way to permanent peace, liberty and happiness for the yet unborn millions Between the German and the Swed ish nations there is neither hatred nor love, but I believe it can be truthfully said that three-fourths of the Swedish people simply have "no use" for the Germans or the traits lhat characterize them in general. In a recent number of the "Outlook" there appeared a highly interesting article on this very subject, written by a German-American, in which the writer unflinchingly dissects his countrymen's characteris tics, both good and bad. Read it! They are great organizers, lnderatig ble in all their undertakings, grudging no pains in their preparations, what ever the purpose might be. Patriotism, coupled with the laudable desire to "get ahead in the world, is the solid foundation upon which the German character is built at the expense of the ideal and ethical, attributes which in progressive and democratic nations, whether republican or monarchical, are recognized equally as necessary for the happiness of the masses. Germany s and thst means the Kaiser's ambition is not limited to lead, but tn encompsss the world. The hare shsdow of other nations annoys and irritates her, there is no room in the sun but for Germany. In short: In all the world there ought to be only one Kaiser, one Fatherland and one God. Maybe this would be both ideal and ethical. Would you like to try it? Here in Sweden all is yet quiet. Ibe country is, of course, prepared or pre paring lor any eventuality. Besides the peril which lurks all around ua on the outside, there is an internal danger emanating from a certain influential military and clerical element and their allies, the nationalists. The neutrality which the bwedish government une quivocally has declared to be its inten tion to maintain at all hazards, is a thorn in the flesh to these court mm ions who aver that now is the time to take revenge on the ancient foe to the east of the Baltic. They would like to w draw the Swedish sword, rusty with a hundred years of blessed peace, and stab the ugly bear somewhere, any where, but stab ia their Shiboleth. Among this element the wily Kaiser, he with the mailed fist, has for a num ber of years had faithful retainers who have on all possible occasions agitated for a German-Swedish alliance. Fan germaniam has become the watchword, the magical spell by which the German Nero and his bloody handed, man butchering crew would bind the one time warriot nation of the North to bis skull and erosabone standard. This alliance is necessary, they pretend, to keep the Slav hordea from overrunning the western countries, and to save Ger manic civilization and culture. Germanic civilization and culture in deed 1 The great mass of the Scandin avian people pray to be saved from such civilization and culture aa the German savages are now practicing and spreading in poor tortured Bel gium. You have probably read all about it. Most likely you get it served at your breakfast, dinner and supper and some between meals. Does it whet your appetite to read about be cause the little country's neutrality waa guaranteed only by a picee of pa per signed by the Kaiser'a own government-how the industrious, frugal and peaceable Belgians are being butch ered, their wives and children slain, their fair and fruitful country tramped to a mortar in their own blood, their churches, colleges, universities, and great libraries with tens of thousands of the most rare books and manu scripts and treasures of art wantonly destroyed, their homes turned into blackened ruins and lastly, as though all this hellish work did not satisfy their tormentors, they are enjoined un der the penalty of further death and destruction to pay 1200 million francs tribute to these German vandals, the 20th century Huns, these fiends in'the guise of men. But I know the tribe the word "we" stands for in this instance. I have personal friends, even near relatives among them. I get almost beside myself with rage when 1 think of this war, the moat atrocious crime ever committed against the poorest, the weakest and the lowli est of humanity the war against the Belgians, the destruction of an entirely innocent nation. We hear and read about the enthusi asm and patriotism among the soldiers on all sides, but 1 want to tell you that the enthusiasm is all in the newspaper dispatches, a clumsy attempt to hypno tize the masses and keep them in sub jection. Had the decision been left to the people of the various nations now butchering each other, 90 per cent would have been against the war, even in Germany. But the war lords of the house of the Hohenzollerns made the decision. It makes fine sport for them In this beau tiful fall weather; the riven of red human blood meandering through the lovely landscape which they are re generating" harmonizes with the au tumn colors, the pallid cheeks and gurgling breaths of their millions of lacerated and dying victims as they are mowed down by the hundreds of thou sands does not appall them. They are dining und wining and banqueting each other as the dispatches are joyfully telling us in the palaces of the con quered and blotted out nation. And these same autocratic annointed butchers of Europe are each ono call ing on his god to witness that the slaughter is one for the sake of down trodden humanity in the other fel low's realm. Each one feels certain that God, bis god, is taking a particu lar interest in hia caae and shall bless his murderous mortars and cannon with final victory. And these are called Christian nations I In Swedish maritime circles England b considerably censured for not keep ing out of the mix up. You see, it in terferes with the shipping on the North Sea and that strikes a hard blow on the pocket books of my good friends, the sea captains and shipowners. Sympa thies cannot be bought directly, per haps, but we are next thing to it. ; We have read considerable about how public opinion in England was against the EngliBh government for leading the British nation Into this horrible world fire, but such stories all emsnate from Germany and are 99 per cent pure fic tion. A short time ago the English labor unions in a manifesto to their members closed with these significant words: "Upon the isBue of this frightful con flict depends whether we shall be able to maintain a democratic government and democratic institutions in Europe or fall back into despotic militarism. Ihe same cry is heard also from the abor leaders in France and Belgium. This proves that more than war they dread the deadening and soul murder ing system of the mailed fist. If tenth part of German militarism was applied in the American army, navy and Btate militia the people would rise n rebellion as one man. From the German side the bitter hatred towards England is increasing from day to day because the Germans feel instinctively that that country is an enemy far more dangerous that France. That this bit terness is reciprocated in England can not be denied. These anti-German feelings have their root in that notori ous and ill advised telegram which the Kaiser,, sent to Kruger during the Boer war. ihe Kaiser in this telegram gave openly and arrogantly both com fort and encouragement to the enemy of England, hoping the Boers would soon be able to drive their English op pressors out of the country.
