THE COLUMBIA ROAD AGAIN
The Topoecd bonds fur the comple
tion of an open way over the Culumbia
river highway i again a live issue with
local people. A proposed road bond
has been talked now for over a year,
and yet the talk lias never developed
any definite action. Citizens have
talked for the bonds and others talked
HKainxt them, and old Father Time has
moved steadily along. The matter has
never reached even the verse of a so
lution.
The matter of bonding the county for
the opening of the Columbia river
highway rests abHolutely with the peo
pie. We think there is sufficient sup
port of such a proposed issue among
the citizens cf the county to at least
justify the calling of an election to
settle the matter. If the electors of
the county then see tit to vote an issue
Kullicient to open the scenic highway,
then well and good, and if not, then
well and good, also. Rut why not call
an election and xettle it?
Viewing the situation in an unbiased
manner, the OlHcier has always favored
the opening of the Columbia river high
way. We do not mean that the county
nlmulil go to the expense of cutting out
the highway on the Plate Burvuy its
entire length. Such a problem is im
possible for the county of Hood Hivcr.
Hut the county can, if the people see
fit, by the expenditure of a sum not to
exceed $75,0(K) open the way, and make
it possible for motorists from 1'ortland
and the outsidu world to reach the val
ley in their own vehicles. We know
that many of the community's best cit
izens interpose the objections that the
local roads should be improved before
any money is expended on a highway
leading from outiBde districts. Their
argmuenta are worthy of the deepest
consideration. Hut can we afford to
wait? While our local roads, highly
improved, will be a great asset to us,
fur a moment consider the asset of
having the Culumbia river road opened
next year, when thousands of motoring
tourists will visit the Pacific coast.
The future growth of the Hood River
valley depends on the efforts that we
make in interesting wealthy people
seeking home locations in a community
that offers the attractions that may be
found on every hand here. These pros
pective homeseekers are not going to
cume into the community and build the
road for ub, at least they will not open
the route, .and yet if we have an un
broken route, although it may not be
hard-surfaced, many will come in over
auch a" thoroughfare and, seeing the
possibilities of its future conveniences,
will cast their lots and help with fu
ture improvements.
I'nless the route is opened before
next year, the Hood Kiver valley will
in all probability remain isolated, in so
far bh the Columbia river highway is
concerned, for a number of years. If
opened at once, we feel justified in pre
dicting that it will soon be pushed to
completion by the state, as a Btate
highway. The road is in fact a state
road, and as such should be permanent
ly improved and maintained. Indeed,
this must and will be the logical evolu
tion in the construction of the highway.
If we have started the work of opening
the present impassable stretches be
tween here and the Multnomah county
line, a work that should be well on
toward completion by the time the leg
islature meets, tho state's legislative
body should be inclined to lend assist
ance next winter.

Hood Itiver has at the present time a
rose show, and although Portland is
called the City of Roses, right here in
the little Apple City as many citizens,
proportionately, will be found taking
an interest in their rose gardens as in
the metropolis. Hedges and bowers
and clumps of rose bushes, well kept
and cared for, are found in all parts of
the city, and daily, husbands and wives,
young men and maidens, may be seen
at work plucking a dead leaf, execut
ing a slug or destroying a host of aphis.
And the roses thrive wonderfully and
repay their owners, as well as all who
may look with grateful eyes or who
may breath in the delicious perfume.
And no stranger who walks the streets
of the residence portion of the town in
the spring and summer months can but
murmur words of pleasure at the sight
of the magnificent blooms.
The time for the annual school elec
tion is near at hand. As a general rule
the citizens of school districts fail to
take proper interest in tho election of
their boards and the affairs of the dis
trict generally. Write down in your
date book Monday, June 15, and re
member it a9 a date of importance. No
Hood Kiver institution is of more im
portance than its schools. No member
of the school board has ever taken
more interest in the welfare of the
schools than has Pr. Humble, and the
Glacier desires to commend him for his
past efforts and to recommend him to
the patrons of the school tor a continu
ation in otiice.
' Traveling in 18 automobiles, 81 citi
zens of Sunnyside, Wash., and cur
rounding community, invaded The
Dalles last Sunday, says The Palle
Chronicle, that city being the objec
tive point of a pleasure trip wbicb cov
ered a distance of 110 miles.. When

bia river highway. How many motor
ista of Portland and the Willamette
valley would make Hood River their
objective point, were the scenic road

aociation closed its county exhibition
with a banquet at which prominent
business men from western Oregon cit
ies discussed industrial conditions, and
voiced unanimous protest against laws
crippling industries and development
of the state. Col. Hofer responded for
the press of the state, and declared
there was a strong feeling of distrust
among newspapermen as to the advis
ability of any more restrictive legisla
tion. He cited the nation wide distri
bution of canned pineapple at f 1-00 per
dozen to the retailer, when Oregon
peaches and other canned fruit of the
same grades sold at $2 to $3 per dozen.
The pineapple is put up and grown by
coolie labor with no restrictions as to
hours, and no minimum wage law.
Manager Holt, of the Fruit Growers
Association, said freight rates, power
problems, price of raw material, could
all be dealt with, but the uncertainties
and unsettled conditions caused by
legislation they could not cope with.
Vice President A. J. Kingsley
pointed out the difficulties created by
the Workingmen's Compensation act,
and said unless it was changed large
factories could not come under it. A.
Norman, of the Pacific Light & Power
Co., showed that Oregon had the raw
materials and the transportation for
distribution of products and facilities
to get an abundance of labor. All that
was needed was capital. Capital must
know that it is safe from confiscation
when put out. Jt must be sure of a
reasonable and certain return, and
must not be taxed out of existence.
There must be an end of harassing
legislation.
K. W. Raymond, manager of the
Manufacturers Association, said Ore
gon wag getting 50 per cent less colon
ists than a year ago, while California
waa getting 2D per cent less. He pre
dicted that shipments now going to
I'ortland would in the future go to As
toria, and tiugene would some ,day oc
cupy the same place as a distributing
point aa Portland did now. tie got a
good round of applause when he said
the manuacturers or the Btate would go
before the legislature and present a
solid front against any more industrial
legislation, tie announced the forma
tion of a new commission to conduct an
industrial survey of Oregon.
