The won! economy is dilficult of lef inlion. The mtmhc rs of the city coun cil have concluded that it will be eco nomical to prune the expenses of the -it y by diwontinuinn the oMicc of city water rUipt-riiitemlcnt. Will this move be economical? The ilat-i;r dots not .... i hi. utinition in the litflit of the members of the council. The city o Hood Kiver now has a water eyntem thbt has cost approximately $140,(H. The receipts of lait year Hhow that city expenses were decreased bv faithful and iirompt maintenance of the water department. Of course, the new sys tem will be in far better condition than th i, 111 system. Hut it will lie far from automatic, and it seem to u that It would be well, and mind you, economical, to have the ajutern in charge of a man who "in thoiouKhly conversant with it. The city water department is one of the city's best ri.vi'min returning institutions. It nhould be under the constant care of an experienced man. If the city marnhal can handle thin jul and attend to his other duties of peace ollicer, all well and good, but can he do justice to both positions? REGISTRATION DATA Data compiled by the secretary of state last week showed that but a few more tlmn 17,0(K) out of the 250,0(3) voters of the state of Oregon had retr istered. Of course, the voters Have until May 1 to complete their registra tion. Hut soon the busy days will come on, and Ihe rural residents will be engaged with farming .work. It is safe to predict that a great percentage of theJJfiO.OOO voters will fail to take advantage of registration. Many will remain away from the polls. How are the women of the state going to make use of their new privi lege of the ballot? Many of them, we predict, will fail to register and many will fail to vote. The privilege of the ballot of the women voters is a strong factor in the political situation in the state now. Hut the women, if they would express their sentiment, must perform the duty of registration and be prepared to cast their ballots. VALENTINE'S DAY. The customs of St. Valentine's Day data back to mediaeval times. We find them alludad to in many places by Shakespeare. It was the popular opin ion in olden times tha the birds found their 'mates on St, Valentine's Day, Feliruarv 14. and lovers were fond of following the custom that prevailed and sent love missives and tokens to thtir chosen sweethearts at this time. And Valentine Pay continues to ex ist. It is not madu much of in many places, but in parts of the country every beaux thinks for many weeks before the date of a pioper expression of his feelings to his beloved. In some small towns some Jack next Saturday will present his Jill with a befuuthered . and belaced contrivance that limy have cost hiin all of $14, and the girl will have thrills or the heart such as the rarest orchids never gave to the finest liuly in the land. PATRIOTISM Are you going to join the members of the Grand Army today in their joint celebration of the birthdays of Abriu- ham Lincoln and George Washington Pon't let the spark of patriotism grow cold. Listen to the tributes of the veterans and those whom they have to talk about the men who battled with grave cncunistiiiices in days of dark ness to make and to preserve the na lion. Every American is patriotic. It may be that we are becoming indifferent on the surface, but the lire is alwuy smouldering. And yet it never hurt to display a little of it. It is especially good fur young America to grow u with the feeling of patriotism strong in his bremit. Frankton .School Notes The Frankton school will celebrate the birthdays ot George Washington and Abraham Lincoln with niuiropriut exercises tomorow afternoon. Immed uttelv following this program there will be a meeting of all who are inter ested to organize a parent-teacher as social ion fur h ranktou. County Schoo Superintendent Thompson will be pres ent to suggest topics for discussion and to mil in effecting an organization l ight refreshments will be served hy the high school girls. The high school has organized a liter arv society, llu! tirst program as given rriilay Mtcriuion. Mattie Jen sen. Neal Nunamaker and Klmev An ilcrsnn opposed Carl Copper, Constant'! Smith ami Leamler Anderson in eon ducting, a debate. Frankton school has recently had valuable addition to its library in th form of nearly ltK) pantphlcts issued by the Department of Agriculture, anil secured through the courtesy of Repre sentative Sinnott. These have been bound in board covers hy the librarians Emma Noble and Ht th Copper, and carefully listed. While inSaltm during the holidays, Principal Onthark secured the use for the school of a valuable collection of books from the state library. CITY COUNCIL TRIMS MUNICIPAL EXPENSES Following up the announcement made on the first of ihe yetr. after their meeting of organiiation, the city council Wednesday niebt of last week proceeded to make a cut in city ex-1 penses. The pruning book was applied J to the office of city water superinten- j dent, and this position, which for the , past eight months has been filled by 1 K. J. Sine, was eliminated. The city j water system will hereafter be in : charge of the city marshal. It is pro-1 posed to have the work, wlncn may De necessary on the system, done by plumbers. The streets will hereafter be in charge of T. H. Chambers, who will be paid a salary of $75 per month. The ollice of night marshal for the Heights was also discontinued. This position has been filled by C. C. Dunn. The recorder was instructed to notify the Reliance Construction Co. that the conduit of the municipal water system would not be accepted until after the work had been completed and all dam- ire cared for according to the report of City Engineer Morse in January. The petition ol n. w. unmann ana otheis for a street light at the corner of Montello avenue and Fourth street was referred to the fire and water cov mittee with power to act. The petition or John derdes lo nave that portion of Second street opened passing in front of his property at the corner of Cascade avenue and becond treet was allowed. J. J. He as paid out the sum of Oil for Teed nd $7li5 for his hogs, leaving him the net amount of $1,375.70. "This is bet ter money than 1 ever made raising pples, he says. ARLOAD OF FORDS COMING TO TOWN The Auto & Machine Co. announces that a good automobile business is looked for this season. E. L. McClain nd Louis Goodenberger, of this firm, were recently in Portland visiting the assembling shops of the Ford Co. there. 'It is a wonderful sight to see the im mense heaps of engines, crank shafts, axels and other parts of the cars that are ready to be assembled, says Mr. McUain. The Auto & Machine Co. will recieve this week a carload of Fortls, consist-1 ing of six touring cars and two runa bouts. Wasco Favors Trunk Lines 'Hotter roads and how to make them," was the theme of an enthusias tic meeting of the supervisors of Wasco county at The Dalles last week, ac cording to the Chronicle of that city. Harmony prevails in that county be tween the supervisors and the members of the county court, and a policy of building permanent trunk lines was announced. Mnjor Rowlby, state road engineer, was present and delivered an address to the Wasco citizens.
