The dry fanning sections of Oregon were not overlooked either, many astonishing varieties of grasses and oth
er laud products being exhibited. They attracted much attention.

NEXT ROSE FESTIVAL
The Portland citizens who have
charge of arranging for the year's rose
festival are already beginning a cam
paign for the great northwestern fes
tivity that has in view a cooperative
movement among all the cities rgnd
towns of in the state and along the Co
lumbia river basin. The following let
ter has been sent out to Commercial
organizations by the committee on out
side cooperation :
The board of governors of the Rose
Festival Association, of which I am a
member, has assigned to me the duties
of outside cooperation. l?y this is
meant cooperation with outside cities
and towns in the state of Oregon and
the Columbia river basin.
I have appointed on this committee
to serve with me, Mr. Tom Richardson,
of the Oregon Development League,
ana Mr. C. C. Chapman, of the Port
land Commercial club. U is the inten
tion of this committee to cooperate
with outside communities in a manlier
that shall meet with theii full ap
proval, and will be genuinely helpful.

what we can do for you and your com

'..-Tha Pomona grange, of. Lana county,
at a meeting held recently at Cres
well, appointed a committee composed
of C. J. Hurd, E. A. Bond and Col. W.
G. D. Mercer, to determine the advis
abilty of amending the initiative and
referendum laws.
' 'The concensus "tit opinion of theTo
mona grange was that the law as it
now stands is not properly safeguaid
ed ; that any.change to be made should
come from the friends of the measure.
The committee ha had thr matter
under consideration and decided to send
out th following outline of changes
that, ia their judgment are desireabla
and invite criticism and suggestions on
the same, .-
1. ;The giving or recieving of money
or other valuabls'eonsfdersuon.for cir
culating initiative and referenum peti
tions shall 'be prohibited and made
punishable by fine and imprisonment.
2. The petition for initiating a
measure shall contain .the .signatures
of not less .than eigt'.t percent of the
registered voters of- not less tnsn 60
per cent of tha counties of the stste..: .
' 3. The "' petition for referring a
measure shall contain the signatures
of not lesa than live percent of the
registered voters of not leu than.. .60

Provided: That no measure shall be
initiated that doe not contain the sig
natures of at least eight percent of the
registered voters of the entire stste,
nor shall any measure passed by the
legislature be referred that does not
contain the signatures of a least livt
per cent of the registered voters of the
entire state.
