Meetings were held in the Valley
Saturday to discust Uie tax budget
tubmitled by tha eountj court, and at
tba Pine Grove meeting a resolution
was esrrled to limit the approbation
for the county library to 11.000. In
commenting upon this action a member
of the library board aaid: i
"There ia on file in the court house
and in the county library copies of a
contract drswn up between the county
of Hood River and the Hood Kiverj
public library. According to thia con '
tract, the County Court levied a lax !
for library purposes, the same to con-1
stitute a "library fund" for the
county. The library board agreed to
open a public library, to maintain the J
same in suitable quarters, and to ex-;
tend the use of the library to the resi- j
dents of the county in accordance with ;
Sec. 4311 Lord's Oregon ls. The
members of the County Court are ex- i
ofh't io members of the library board '
with full voting privileges and com
mittee appointments. '
"The county agreed to pav properly i
certified bills of the library board to
tho full amount of the "library fund," I

county may go to read, study, or bor
row books, the library should tie as

city. Deposit stations have been lo
cated in manv parts of the county.
Other sections or neighborhoods may
hBve collections of books by simply
kin request to the librarian.
Boxes of books are sent to these placeB
to remain two or three months. These
boohs- return to the library and a new
supply is sent out. Any borrower liv-
na in the country may auk by mail or
telephone for a desired book and it will
be mailed postpaid to him. It it not if
in the library at that time it will be
rearrvtd for him. A perton living in
the tountry may borrow from any sta
tion or from tht central library, but

After a series of conferences State
Enigneer Bowlby hat agreed to stop
the survey fur the Columbia River
Highway at Hood River for the pres
ent. The county court has felt that
the increased expense over what Mr.
Itowlby assured the delegation lrom
Hood River last fall would be the cobI
of the survey, and the uncertainty of
the exact amount, made it necessary to
call a halt until it could be known just
what it would take to finish the sur
vey. The state engineer has insisted on
a survey carried through on not only
Mood Kivtr county along the Columbia
river, hut also through Wasco and ptr
hsps Sherititn county. 1 his would in
crease the cost considerable, and Watco
county not ytt havirg agreed to this
eipentc through her territory, it wat
considered by tht county court at un
wise at this time to incur this addi
tional expense. If tht survey stops at
Nuod River, with the refund by the
State Highway Commission of the
equipment which Hood River county
his already paid lor, tog 'ther with the
help from the Reneon fund, the total
cost will not be far from the original
estimate if the survey litops at Hood
Kiver. this will complete the link be
tween Portland and eastern Oregon so
far as a fair road is concerned, and
could be used by automobiles in a con
tinuous journey from 1'ortland to Cali
fornia by the way of mstern Oregon.
Truman Hutler and W. ,. Clark had
several conferencet within a week
with Mr. Kowlby and the Portland
comissientrs. Mr. Bowlby has con
ceded the point of stopping at Hood
River and thecounty court has agreed
to see tha survey finished. The court
has felt that while the total cost may
eicctd the original amount as under
stood by the Hood River county 'dele
gation when they held their first con
ference in Portlund a couple of months
ago, the difference will not be much if
the survey stops at Hood River.
The large amount of money being
spent by Multnomah county in building
the, highway to the Hood Kiver county
line would lie of little use to the
patrons of the road unless the road
gave them an outlet tomewhere. If
Hood Kiver fails to tuiild her portion
of the road there is a probability that
the road will stop at Multnomah kails.
Cascade Lock will still be isolated both
from the east and the west, so fur as a
wagon road it concerned. It is also
very doubtful if state aid can be se
cured in taking over the rosd unless
Hood River county does its part, and
the survey must he had before any
thing else can be done.

teenth annual tour. The club is larger
