HIM, PROVIDES FOR BUDGET PUBLICATION ticpreseutative Smith's bill making it compulsory fur county courts to pub lish a budget of proposed expenses etii'h year and giving the taxpayers the right to be heard before any levy was fixed was passed by the House of Rep resentatives at Salem last Thursday. Scheiihel and (lill, of Clackamas, and Hughes, of Marion, charged there waR a big "joker" in it, whereby "a big rewspaper graft can be hud by publish ing all assessments." Massey, of Washington, said : "There is not a member in this House but who gratis the papers as soon as they are distributed and eagerly scans them for some favorable mention." and said he was surprised they should make any uch extravagant charges. Smith, Upton and otheis showed the absurdity of the charges. Smith, who is a pub lisher, declared no paper would get more than 20 a year fur the advertis ing culled for in the bill, while he thought thousands every year may be saved to the taxpayers by it. Stark Invents Book Holder Attorney S. W. Stark has invented a book holder, a kind if a portmanteau to curry law books, that he thinks will find a ready demand among members of the profession of Blackstone. "The idea was originated, says Mr. Stark, "when 1 found that I had to carry many books to and from the court room when conducting cases. I set my mind to work anil devised, the holder, which has a hurdle to it and a number of case books can be very easily strapped to gether and transported without trouble. Nearly every attorney has a costly portfolio to carry his papers in. They need their books just as badly as their papers and my invention nils a long telt need. A number of attorneys who were recently here attending the session of tne circuit court inspected the inven tion and expressed their desire to have one.
