While 1 cannot go into details at this time, yet I want to answer just a few point" which you have been so very anxious to impress upon the minds of the public. Three times you have edi torialized the thought expressed in the following editorial. I here is not one reason in the world why farmers should object to state aid. When they oppose it they merely insist that farm property pay all ;the cost of road building and that city property ortpul)lic service corpora tions bear no part ur me burden. This is purely "Tomrr.y Rot," for ev eryone knows that if each county is permitted to rjonu anu uuna ineir own roads (as proposed in the Grange County Bonding Bill) that every dol lar's worth of assessable property in that county will have to contrioute its share of the expense. Another point of interest you are referring to quite frequently is tne "pur excel lence in uniformity ot road Duuuing under the harmony road bills compared with the Grange road bins. Let us investigate and see if such is true. Under the harmony bills practi cally two thirds of the million dollars derived annually from sale of state bonds, and all money derived from sale of county bonds or road tax levy, which is made compulsory in order to obtain state aid, all of this one and one-quarter million dollars, is to be turned Over to the county treasurers and credited to the general road fund with no instructions or compulsory re strictions as to how the money is to be expended. With 33 different sets of county courts (barring Multnomah) can we expect uniformity of construc tion7 Especially when we say to each of them, here is the money with which to do as you please. That is exactly what the harmony bills say. Section 13 of their state Highway commission bill reads- "Said money shall be spent under the direction of the county court independently of the state road board or state highway commissioners. Will this give uniformity.' Already Jackson county commis sioners are saying we du not want a slate highway engineer and are push ing their home rule (?) bill. But read the grange road mil and see how we , ;v.rmitv in road construction. We place an abundance of power in the hands of our county courts, but when the contract is ready to be let for the construction of Pe1rman.eunt 'd T' it must be approved by the state high wav Pntrineer. "The average county jude knows nothing of read building. He is not to blame for it is not hl8 llrle business. Nor is' the average commissioner an if thev bad been, and if the mcinev' spent in the past on roads had been practically and intelligently Malleable South Bend Popularly known as the "LIFE TIME" Range, lias no superior and few equals. It is not cheap but good, and is built expressly for discriminating buy ers who insist that the best is not too good for them. We know of only one other range that is ad mitted to be the equal of the South Dend, and that is the great MAJESTIC which is probably the best known range in We have recently secured the agency for JESTIC and expect to have them on sale in a time. America, the MA- short THE TOLEDO board of the state grange telling us why he had vetoed the four highway bills passed by the last legislature, in speaking of our county commissioners used the following words: "The in competency of these oMicials as road builders furnishes the only justification for the creation ol a highway board and commissioner." And now, in face of all this past history, fresh in our minds, you come out and advocate a et of road bills which propose that one nd a quarter million dollars be spent nnually in Oregon by the same men ou then mistrusted and branded as ncapable of building good roads. It appears you are playing a tlip-rlop game with only one object in view, viv.: SELECT THE KOADS TO BE MPKOVED. The Orange road bills .Hace sulrictent responsibility in our county courts, and realizing they need assistance as well as we need protec tion, hence have provided! for both. II your editorial writer and newsjre- porter to study, or at least read, the grange road bills, and. lor decency sake quote them correctly. A few days ago you published a statement that the grange county bonding act gives the counties unlim ited power to vote bonds, when in fact section 20 of the grange county bond ing act, which is No. 324 ollicial ballot, savs: "No county shall issue bonds under provision ot this act in excess ol 5 per cent of its assessed valuation We invite honest criticism, but scorn false representations. One of your news items.a few days ago tried to make a mountain out of a mole hill over the impracticability ol the county road meeting, provided in the grange county bonding act. In your opinion nothing is practical that will give the taxpayers the power to select the roads to be improved. The law which we now have, and have used for vears, providing for special tax levies for road building, is almost identical with our proposed county bonding act. Both select the roads, name the material, and describe the beginning and ending of each road to be improved. If the same principle works successfully in expending a ten- mill tax, why will it not work in ex pending a fifty-mill tax? Please an swer this. The grange road bills give food for ihoiioht. Thev aie practical, easy to understand, and will insure justice to all. Thev contain no loop holes through which the taxpayers' money will es cape.
