This class of personal property is en tirely unproductive and its exemption is amply justified from considerations both of equity and practical efficiency in taxation. The third hill, if enacted, would abolish double taxation and the iniqui ties of the present system of taxing credits. The state of Washington sev eral years ago enacted a law to this edict anil it has proved highly SatiS- ff. 'fi.fU The fourth measure would amend the inheritance tax law to conform to the model law on this subject recommended by the National Tax Association. This model law has recently been enacted in New York and will doulttless be ap proved by many other states in the near future. The administiative work under the proposed law is placed in the hands of the hoard of state tax com missioiiers. Just Little Stories If the ollice cartoonist were in we would have him draw an illustration of this. It is a middle western story and related from an event that actually happened. An old citizen buck there, who had found ranching prosperous, decided that a visit to the city would he merited after many years of labor on (he farm. He donned his best suit and grasped his valise and started for Chicago. While in the city he called on a boy hood friend who had made a success in the big city. The friend, to show his hospitality, invited the country man to a banquet of business men with which he was associated. After many protests the old gentleman was finally led along, lie managed pretty well till they got to the table, when he dropped his nap kin after the soup had been served. .Stooping to pick it up, his forehead struck the edge of the big soup dish, which fitted over his crown. With the steaming liquid streaming over his lace and trickling down his back he was heard to moan: "I wish 1 wuz to home." Helped to Keep Dimn Expensed. Mrs. J. K. Onthank, the newly elected editor of the Oregon Emerald, the uni versity newspaper, has announced his plans for enlarging that publication next year, says a dispatch io the Ore gnman.'and bringing it up inthe Jfront rank among college journals. These plans inculde the increasing of the number of issues to three a week and the reinforcement of the staff of writers. The Kmerald is a six-page paper and has appeared twice a week this year, although heretofore it was published weekly. It is said to compare favor ably with journals put out by much irger institutions. F.ilitor-elect Onthank, of the F.mer- aul, is a lunior in college and is regis tered from Hood River. He has been prominent in college journalism at Ku gene, having this year been editor of the Oregana, the junior annual book, which is the largest ever put"out at this university.
