panies. A less well known, but brilliant student of pub
lic service problems, Mr. Allen Riplet Foote, says:
"The people have failed to understand that
competition on the domain of natural monopoly is as
great an evil as a monopoly in the domain of natural
competition. The fallacy that competition is the only
force sufficiently potent to check the greed of grasp
ing monopolies and reduce prices for users is one a
misinformed public can most readily be brought lo
believe. It is always utilized by those who seek com
peting franchises for their own profit, regardless of
its effect upon the welfare of the city and existing investments."

the Oregon First" excursion for that
special event aroused the spectators to
