The Underwood Improvement Club seut a plute exhibit ot tbe host apples from the White Salmon valley und displayed a number of prizes which their exoellent friut bus just gained. H. J. Clarke, who bud charge of the Klickitat county exhibits which won enormous prizes at the A-V-P- ex position, wus ou hand with some Due plute displays und several boxes of fuuey apples. At tbe regular council meeting held Monday evening, the tire and water oommlttee, complying with tbe lequest of the civic league, made a report ou tbe recommendations, which had been communicated to tbe oouncii by tbe oivio orgaoiaztion at tbe last meeting of tbe council iu which tbey sat lorth ut some length the reasous why tbe scheme of tbe water company, which had been in dorsed oy tbe water commlsainn and leuomuiended by tbe league, did not permit of auy serious work beiug done ou it by the council. Tbe committee had considered tho report of the commission very care fully and bad gone ever the scheme outlined by the water company iu their proposition. Three points, vital iu tbe plun of the water company, were found, whiob, when considered iu tbe light of tbe legal authority winch the council may exerolse lu suoh cases and from a busluess stand plont, showed tbe scheme to be ab solutely impossible for tba eity to follow. Tbe committee's report was read to tbe oouuoll and placed on file for future reference. Following is the report in full: To the Honorable Mayor and Common Council ot tbe City of Hood Kiver Oregon. Gentlemen We tbe undersigned. your committee of Ure and water to whom wub referred ut the last regular meeting of tbe Council, tbe ieport of the water commission of the Clvio Improvement League which was trans mitted to your liouorable Body at said time, have slnoe the reference been carefully considering the pro position submitted with reference to procuring an ample uud sufficient supply oi water for the oity tor flie protection aud domestic use through private means. We have given this matter close and oareful attention, uot only lor the reason that this ques tion Is one that vitally ettects every lesideot as well at tbe taxpayera of tbe oity, but for tbe further reason that we feel that Ihe gentlemen com posing the water oommisstou have given their valuable time and atten tion to this matter without further hope ot compensation other than that ot having served tbe people well and laithfully. in taking this matter up definitely und after perusing tbe report of tba commission, we find some very t vital points, both from a legal and busi ues standpoint, wbloh ure insur mountable. We will take these mat ters up In their order. (1) Tbe commission recommend that we grant what Is Iu effect an exclusive franchise to tbe water com pany for fifteen years protecting them against competition. This is Im possible, inasmuch as in Division :i't of Section li nt tbe Charter of tbe City of Hood River, provides among olber things. ". . . but no suoh grant or fiauohise Bbail be exclusive or shall prohibit the Council from granting similar privileges aud fran chises to others or from erecting, uiaiutsiuiug or operating siniiliar works." it will be seen that It will be absuolntely impossible for tbe same to euter iuto oi to make any suoh franchise to the present water company, or any other person, firm or corporataou, (2) It la recommended that the City agree that water rates shall not exceed the present charges there for, tbe Counoll cannot bind itaelf in our opinion to this agreement, inasmuch us Divison M in Section 18 ot tbe Charter, provides among other things. We feel that from a business stand point alone, it would be inexpedieut aud ill-adviaed for the City of Hood River, acting through Its oouoll, to relinquish iu any manner of Its rights to tbe ownership or use of the water down iroto the City Uprlog, common ly known as the looker Spring. For the leusnns set out above, we cannot reoouieud that tbe City Coun cil prooeed uloug tbe line recommend by tbe water commission and we do uot believe tbe first two points men tioned were considered by tbe Com mission or tbe Clvio Improvement League wheu making its recommend aliens to the Council, as, if tbey had beeu, it would have teen apparent that the Council oould uot legally accept these features wbloh are so vital to tbe proposition. We therefore respectfully report that the plan outlined does not per mit of any serious work being done aloug that line by the Common Coun cil, and recommend that the report be filed for referenoe aud tbut tbe water commission be thanked for their earnest ell ort. He said tbat be was continuing his practice of send ing frequent samplos of the city water for analysis and that the reports received showed most of tbe samples to be bad.
