Seattle, July 28 In speaking ot tbe opeuiug of the Spokane, Coeur d'Alene and Flathead Indian reserva tions after tbe drawing, which will be held next month, Fred Deunett, commissioner of the general land otlice at Washington, D. C, said last nigbt : Ibe policy of the government Is to proteot the bonatlde settler as tar as possible to prevent tbe speculator from acquiring title to the govern merit lands without proper oompli anoe with tbe law. Ibe interests of any community are injured by the acquisition of land by persons who do not intend to live tbereou. Ihe settler loses a neighbor, who would otherwise aid him iu buildiug gcod roads aud in tbe establishment ol school districts, and tbe merchant loses n customer, who under al frights shoul I be on the laud, putting it to its best purposes. It wants a taritt for revenue, Dot for projection. In this arrange ment there would De, of course, some incidental protection. Hut reveuue should be tbe maia purpose, llenoe there should be a duty un nil things of common and general use, as tea aud sugar and coffee; and duties on luxuries of every kind as high as can be enforced without stoppage ot im portations. Moderate d'lties on ar tides of general consumption, and highest duties ou luxuries, ot every description. Out ot a larltf of this kind, easily written, it would be easy to get au income of &uu,uuu, uuu a year; which would yield nothing to protected monopolists, yet would meet all tbe wantsif tbe government. Tbe true idea of tbe tariff is to Impose no duty whatever for poteo tiou, but to tax all imports -tbe com modities ot oommon consumption moderately, from wbicb great rev enue will ensue, aud articles of lux ury at highest rate tbey will bear without prohibition of trade. This would be tariff leform. There is no other rational system. But it will be a long time till we shall reaob it. loo many "have their books in the pork barrel." Oregonian. Ibe past tew weeks buudreds of halt boxes of Easter Beurre peers have been sold at auction at ridiculously low prioes, averaging from 50o to tl 00 per half box. The cilmax was reached, bnwever, when last Tuesday the Health Department seized and caused to be dumped 780 hal" boxes of this fruit as unfit tn he pu on tbe market. 'These pears were n-ceivid in New York last fall and were bring lug around 11.50 per half box Tbe shipper, however, did not consider these prioes satisfactory and hid when the Cadillac Motor Oar Com pauy sold out to another company for 11,500,000. That is ostensibly a profit of about '200 per cent on tbe present capitalization. As a matter ot fact it is vastly more ou tbe entire invest ment. Past dividends, huge ones, are net figured iu that. It enabled the stockholders to clear from $1,000,- 000 to 110.000 apiece, in niODortiou to their boldiugB. That is bounding towards afflueuce, surely. Detioit has had otber conclusive evidence within tbe past six mouths of the astounding profits in automo bile making. Ihe E. M. K company has made a profit of about 11,400,000 on a $200,000 investment. Tbe Ford company baa been paying tremendous dividends for a year. Tbe Olds Motor and Buick Motor companies sold out at a vast pecuniary advan tage to their stockholders. Nobody but the small group of stockholders 1 knows tbe fabulous profits of tbe Packard Motor oompany. Its present capitalization of $:i,050,000 and its present plant, one of tbe largest in the world, were builded upon Istock dividends, clear profits and tbe end is not yet. The article goes on as follows: What is the meaning of all this stupendous profit that is being gar nered from the making of Motor oars? Detroit alone is putting 35,000 or 43,000 automobiles upon tbe market every year. A dozen other cities, scores of other firms, are quite as productive. Vet nearly every firm complains that it is behind on its orders. Agents are praying tor more oars. 1 he explanation is tbe ancient and obvious one the demand is greater than tbe supply. The novelty Is still novel." There iatut one logical, natural, Inevitable course. The supply will continue to grow. More capital will be rushed into the business. Many more firms will be organized and in corporated for the manufacture ot Butomobiies. Tbe tremendous profits will attraot idle capital. Competition will develop. Thus far it. has been practically nil. The supply will grad ally approach and then equal tbe demand. Then prioes will drop. I'bey are bound to drop. We saw the same economio pienom ena in tbe bicycle business. The Columbia wheel was the standard iu 189b'. It sold for $125 retail. Col Pope, president of the manufacturing firm, was put ou tbe witness stand in some litigation and testified that it cost something lees than $20 to make a Columbia high-class wheel. Beyond a quest ion, these profits are approxi mated by the preterit profits in the automobile business. Competition alone can reduce prioes to tbe normal and profits to tbe equitable. The price of automobiles witbin two years may be cut in two. 'The man whoso income is $2500 per yeai or less may tben a third to own a car. Statesman.
