mills. Ten mills of this tax which 1

school tax of 20 mills and the city tax
of 10 mills makes tbe total amount 45
mills or ten mills less than was stated.

lows :
Ordinance No. 181.
An Ordinance entitled an Ordi
nance, provided for a special election
to be called and held in tbe city of
Hood River, Oregon, on tbe25tb day
of March, 1909, for the purpose of
votiug upnu au amendment to Section
102 of tbe Amended Charter of the
City of Hood River aud Section 106
of tbe Charter of the city of Hood
River.
Whereas, the Common Council of
the city of Hood River, Oregon, as
beretolore nn the 18th day of Janu
ary, 1909, adopted tbe 'following reso
lutions:
Hi It resolved by the Common
Council of the city of Hood River,
Oregon: That tbe following amend
ment to tbe Charter of tbe City of
Hood River, Oregon, is hereby pro
posed, and if ratified by tbe electors !
of tbe said oity, such approval to
amend Section 102 of tbe Charter of
lhs said city, as amended by a special
ant ot Legislative Assembly of the
State of Oregon et its sessi in in 1901,
by amending said Section 102 as
amended by said Legislative act so as
to read as tnlloRs:
Section 102. For the purpose of

structing and laying down such
water pipes, mains, reservoirs, sewei
pipes, and drains, and procuring and
constructing pumps, hydrants and
other necessary appliances foi a com
plete sytem of water works or sewer

poles and wires, providing buildings,
power-dynamos, aud all other neces
sary hnd convenient machinery and
appliances for constructing and main
taining a complete electrio flight . ys-

and empowered to dispose of the
bonds of tbe city lu a sum not exceed

issued for light and water systems and
warrants or ered drawn by the Coun
cil to be placed in tbe Sinking fund

to cover maintenance and operating
expenses of light and water systems.
The Council may at tie same time
tbe tax for general expenses is levied,
levy and collect a tax not to exceed
six tenths of one per centum per an

ot paying interest on bonds issued for
light and water systems. Said tax
may be included In the other taxes of
said city and considered a part there

collected m proportion to the other

tbe sum collected, shall be set apart
from tbe other taxes and placed in the
Light and Water Fund.

the sense, of tbia Council that a

legally may be, for tbe purpose of
votiug upon said amendment.
Now therefore Tbe City of Hood
Kiver does ordain as follows:
Section I. That a apeoial election
be called and held at tbe City Hull in
the City of Hood Kiver, Oiegon. on
tin 2oth day ot March, 190!), for tbe
purpose ot voting upon a proposed
smendment to Section 102 o' tbe
Charter of tbe City of Hood River,
as amended by a speoial act uf the
Legislative Assembly of the State of
Oregon, at its session In 1901; and for
the purpose of voting upon a pro
posed amendment to Section 106 of
the Charter cf tbe City of Hood Riv
er. Oregon
Section 2. Sail election shnll be
bold and the vote thereat conuled,
oanvapsed and returned in ncnordanoe
with Ordinance No. 14 of the City nf
Hood River, and the general laws of
the State of Oregon.
Section 3. Inasmuch as an ade
quate and complete system nt water,
wxtei weiks, and electrio lights is
ueceatary end essential to tbe peace,
safety and health ot the citizens of
tbe City of Hood Kiver. Oregon, an
emergency is hereby declared to ex st
and this ordinanoe shall become and
