1909-10 will pais the $3,000,000
maik. Though only a few of the
state Institutions and department!
have made their report! recommend
ing appropriations for the ensuing
two rears. It Is apparent that the
Increase In population of the state
and consequent Increase in business
at state departments makes a general
Increase in almost eyory item of ex
pense. There is a strong demand for the
creation of an insurance department,
a state board of control and for the
enactment of a comprehensive water
code with a provision for state ad
ministration. The state will be asked
to help build a home for the Oregon
Historical Society.
There is also a demand from East
em Oregon that scalp bounties be
restored. Acltatlon has been sjrong
for some time in favor of state aid
for public roadbulldlng. The bill
for erection of armories by the state
will probably be renewed In another
form, though defeated by the people
last June. In some quarters there li
an argument in favor of an appro
priation for the purchase of the Ore
gon City locks by the state.
The cro?.ed condition of the State
Insane Asylum and the proportions
that institution has attained, makes
it necessary that a separate Institu
tion be provided, and It Is generally
believed that an appropriation will
be made for a branch asylum some
where in Eastern Oregon.
Banker Faces Serious Charge.
Fortland A. D. Connelly, said to
be the millionaire wheat king of the
Grand Rondo Valley and prominent
LaGrande banker, is accused by the
Portland police of kidnaping from
his homo city Gertrude Williams, a
16-yeur-old girl. Mr. Connelly was
accosted last week at the Union De
pot by Mrs. Lola Baldwin, of the.
police department, and the girl taken
from hia custody. Mr. Connelly, who
is charged with enticing the girl
from her I .a Grande home, had made
all arrangements to take her' with
hint on a trip to Southern California.
He is about 74 years of age and
venerable looking, and did not seem
one whit nonplussed at the painful
situation be facod as the officer con
fronted Mm.
Mr. Connelly was allowed to con
tinue hlH trip and the girl was taken
to the police station. Mrs. Baldwin
announced that she would take Im
mediate steps to prosecute Mr, Con
nelly, who Is said to be ono of the
leading business men In La Grand,
and is said to own a large interest
In three of the most Important banks
In that part of the state. He has a
wife and family of grown children
roHldlng near La Grande.
Government Land to Be Opened.
Roseburg On January 20, 1909,
there will be thrown open for entry
t the Roseburg Land Office 91,950
acres of dfth'rto, fruit and timber
lands, which will be withdrawn from
the Umpqua forest reserve, and
which are situated in Coos, Western
Land an Douglas counties. The pro
posed railroad from Drain to Marrh
fleld runs through a portion of this
tract..
The dulrylng and fruit lands will
be subject to the homestead act, but
the Umber lands can only be taken
under the timber and stone act. A
peculiar feature of this opening is
that squatters' rights will be recog
nized. After December 91, persons
may settle on the land and prepare
to make it their home. The rights
of such persons will be recognised as
prior to those who file on January
20. It Is expected that there will
be a rtiBh for the choice tracts in
this land when it is opened.
A Hi t te Electric Road.
Marshflold Coos Bay people have
not given up the Idea of building an
electric line from Marshfleld to Rose
burg. Such a plan wag brought for
ward a year ago and Douglas county
men subscribed $250,000, if Coos
Bay would put up a like amount. The
plans fell through, however. Now
there Is serious discussion of such s

What Is declared to be the first
discovery of bog Iron in the United
States was made near Salem last
week. There Is said to be an im
mense ledge of great value.
The Corvallls & Eastern railroad
shows a corpdrate net loss of $1156
for the year of 1908. The majority
of the stock is owned by E. II. Harrl
man and held in trust for the South
ern Pacific Company.
Tracklaylng has been resumed on
the Corvallls & Alsea railroad, and
Is iu jo puaned. only about a ni.lt;
remains to be laid, when the town
of Monroe will be connected with
Corvallls by rail.
The complete stock of the Merlin
Supply Company was burned last
week, with no Insurance. Mr. and
Mrs. William Richards, of Merlin,
and G. B. McEwen, of Astoria, wore
badly burned, the latter two with but
slight chances for recovery.
R. D. Hume, the millionaire salmon-packer
of Curry county and
known throughout the state as the
king of Rogue river, is reported to
be dying at his home at Wedderburn.
He la suffering from a severe attack
of kidney trouble.
. The Secretary of the Interior hns
withdrawn from entry two small
tracts In ClatBop county, with a view
to creating National parks. The
withdrawn areas embrace Saddle
Mountain and Humbug Mountain.
The creation of parks can only be by
congressional action.
Seven hundred head of ownerless
sheep, valued approximately at
$2000, have been found by C. E.
Cariile, of Unity, Baker county, and
are being held for the owner. So fur
no woolgrower in that vicinity can
be found who has missed that many
animals.
While in a temporary fit of In
sanity, Mrs. Emma Slaughter, of
Pendleton, made an unsuccessful at
tempt Sunday at self-destruction. She
shot herself with a double-barrel der
ringer, but the wound will not prove
fatal.
Sales of farm and orchard lands
within a radius of 12 miles of Med
ford, made through the agency of
real estate men, are $1,000,000
greater for 1908 than for the year
1907, reaching a grand total of $1,
500,000. A verdict of acquittal was re
turned last week by the Jury in the
case of Joseph ShaughneHsy, on trial
for the killing of A. Wilcox In The
Dalles on October 1. The verdict
was a surprise, since It was proved
that Wilcox died from three woundB
Inflicted by a knlfo In the hands of
Shaughnessy during a quarrel over a
dog.
While two boys, sons of E, Kaura
laus, were playing In their house at
Hobsonvllle, near Tillamook. Satur
day, and while the older brother
was standing with his hand at his
back against a door, the younger lad
picked up a shotgun and fired It at
the door, the shot partly tearing his
brother's hand to pieces and then en
tering his back. Injuring him so se
verely that he cannot live. The boys
