dations of tbe special committee of
the State Teachers' Association, at
the session last June.
The Stato Teachers' Association
committee took tbe position that
some plan should be devised whereby
tbe irreducible state school fund could
bo eularged suUJcieutiy so thai it. to
cether with tbe connty fund, would
insure not less than six months of
school for eaob district in tbe state.
They proposed that tbe legislature
be asked to provide two forms of re
lief: First, a temporary relief be plac
ed In the state school fund for ose
each year and a portion ot tbe funds
now raised thiougb Indirect taxatiou,
the amount to be gradually diminish
ed as tbe permanent fund increased.
Second, permanent relief to be estab
lisbed by tbe state's taking possession
of its unappropriated water powers
and leasing tbem, crediting tbe pro
ceeds to the principal of tbe irieduol
ble state school fund ; also that tbe
inheritance tax raised by tbe state be
credited to tbe irreducible stale
school fund.
Tbe committee also recommended a
change in tbe basis of apportionment
of school funds in proportion to tbe
number of teacbera employed an1 tbe
daily attendance of the pupils in
school. They considered this plan
more equitable than apportioning ac
cording to tbe school census, as Is
now done. As a basis for their con
clusions tbny took the exact condi
tions in thd counties of Josephine,
Lane, Marion and Umatilla.
