MEETING OF THE
COMMON COUNCIL
TELEPHONE FRANCHISE GRANTED
After Considerable Debate Sewer Was
Ordered in District
So. .
On aoouut of there being no meet
ing of tbe common couucii at Its first
meeting night in tbe rcoutti, there
was an accumulation of business re
quiring leugtby spseiuu
The Hood Kiver l iuit Supply Co.,
which baa purohuied several lots near
tbe Fruit Grower iuiioii building,
asked an abatement of tbe sewer as
sessment on their lots, upon the
ground that they were so much below
tbe grade of tbe anwer that theyoould
never be sewered. Xho matter was re
fered to tbe sewer committee.
J. W. Morton asked for refund ol
sewer assessment paid on lota on State
street, claiming that be did not own
tbe property, the mattar was refened
to the sewer committee.
Ordinance No. 125, granting a fiau-
ohise tn the N. W. Long Distance
telephone uompany, came up for its
second reading. Kepresentatives ol
tbe oompauy were present and stated
that tbey would spend from :W,000 to
$50,000 in puttiing in an up to-date
plant In Hood Kiver as soou as they
were granted a franchise, aud while
it would not be au automatic service,
it would be tbe best staple party liue
that could be installed. Tbey would
give a live second service to start
with, which would be reduced to a
three teooud service soon after tbe ex
change was in good working oidei.
Tbe ordinances was passed granting
tbem a franchise.
A petition was presented from the
Hood Kiver Banking & Trust Co. and
others asking that the grade of Oak
street be raised one toot on the noith
side of tbe street, the two-foot fall as
at present being a detriment to tbe
main business street. The matter
was refered to tbe street committee.
Au ordinance against gambling wat
introduced, aud attei some discussion
was placed upon its final passage,
with a unanimous vote in its favor.
It appeal j that there was no city or
dinance against gambliiDg, aud tbe
measure was placed upon tbe ordi
nance books to enable tbe city to reg
ulate its own affairs in this regaid
without asking assistance from the
proseoutiug attorney.
Jjetters were read (rom 1. V. t wee
dy and Miss Steenberg in which they
olaim that their buildings are not in
the street, or aoross the line as estab
lished by tbe county surveyor, on the
bill, and they refuse to move theii
buildings. This matter was brought
up at a previous meeting in order to
settle the disputed line on the hill
The city has accepted tbe line as es
tablished by the city engineer, aud a
few buildings are over this line In the
street. It will tt ke an action in court
to deoide the matter, and if tbe prop
erty owners in tbe disputed territory
who are over the line do not move a
suit will probably be brought to de
termine tbe matter. The sooner tbe
line is definitely settled by tbe oourt
the better it will bo lor all, and tbe
cheaper it will be, aa new buildings
are constantly going up. No stieet
grading or sidewalks cau belaid while
tbe line is in dispute, and a friendly
suit should be instituted at once to
correot tbe error.
Tbe matter of adding district No. 9
to the sewer was brought up. G. R.
Castner was present and requested
that it be done to allord relief to him
self and others on bis street. Dr. 1
Edgiugtou, tbe health oilloer, also
spoke in favor ot it, as he said that
tbe present state of cees pools was a
menace to health, and would soonei
or later cause trouble. While tbe ma
jority of tbe council wore iu favor of
building the sewer only to tbe top ot
tbe bill, tbeie is a question whether
only a portion of any district could
be sewered, and it was deoided to or
der tbe whole district put in. Tbe
sewer commute were Instructed to go
through tbe regular form In ordering
tbe'work done.
The street committee reported that
the oity engioeei advised that it
would be neoessary to provide several
general oidinauoes in regard to street
grading before anything further could
be done with Pine street. The judic
iary committee woie instructed to get
legaljadvioe on tbe matter and report.
xne city recorjor reported tnat
tbeie were many delinquents on tbe
second sewer assessment, and the un
paid lota and parcels or land were or
dered advertised and sold according
to law, to satisfy tne unpaid amounts.
