Of tboxe amounts, $47,500 was from tbe fixed annual appropriation, and tbe balanoe from a special appropriation of $25,000 in 1903 and anotbei special appropriation of $02,500 in 1906. "If tbe referendum were now In voked on tbe $125,000 appropriation, tbe university would be forced to de pend lor a year and m balf on tbe old died appropriation ot $17,500 per year, plus some $10,000 to $12,000 re ceived annually as intereest on uni veristy fuuds. A comparison of tbe appropriations made by Oregnu for tbe university with the university appropriations of otber states will show that Oregon bas been practically at tbe foot of tbe list. For tbe aobool year 1906 6, tbe followina aDiirooriations were made bv some of tbe Western states : Colo rado $140,000 (total income $166,000) ; North Dakota $77,000 (total inoome $152,000) ; South Dakota $60,000 (total Inoome $76,000) ; Utah $130,000 (total inoome $161,500.: Washington .118, 500 (total inoome $151,000). All of thaaa states maintained a state ami nultnral cotleee in addition to the nniversitv. In addition to making a gen eroaa appropriation for buildings. Idaho bas just appropriated $250, 000 for the biennial period, and Cali fornia bas appropriated nearly a mil' lion. Tbe mill late for university support in some of the states is as follows : Arizona 3 5 of a mill California 1-4 ot a mill; Colorado 2 5 of a mill; Ne braska 1 mill: North Dakota 2-5 of a mill; Wisconsin 2-7 of a mill; Wyom ing 3 8 ot a mill. Tbe rate required In Oregon to supply $125,000 per year la approximately a-iu oi a mm. Tbe maintenance expenses of tbe university during tbe year 1906 were approximately $70,000 on a basis of minimum salaries as compared witb those paid by otber state universities. Ibe rapid growth In attendance, and tbe filling ot some obairs now vacant, ill call for an additional expenditure of approximately $10,000 per year for teaching force, makiug tbe annual budget for maintenance roughly $80. 000. A new reoitation building is needed, wbiob tbould coat not less than $25,000; additional land, to pro vide for tbe future growth of tbe uni veraity, should be purobased at a coat of about $25,000. A girls' dormitory should be built at a cost of not leg than $30,000: books should be ?ur chased for the library to tbe amount of $20,000 for tbe two years: ana much needed equipment should be provided for tbe various departments at a cost of net less than $30,000 for tbe two Tears. This estimate does not take into ao count tbe need of a new gymnasium tor tbe women of tbe university of an extension of tbe beating plant, and of repairs and improvements on buna iucs and grounds. Tbe board of regenta will have to exercise its best judgment In making IUQ (annul, wum; sjirou, .w vuv wa possible advantage, needs calling for a much larger sum. Every item above named Is a bona tide need of an maent nature. For example tbe present tract of land owned by tbe university is only 27 acres anainst 270 acres owned by the University of Washington. To nroride room for future baildings. tbe campus should be enlarged. Tbe present Is tbe time to buy, as proper ty is advancing very rapidly in value in tbe neighborhood of tbe universi ty. Tbe good business judgment of tbe board of regents, and tbe ultimate right of : condemnation in oase of need, guarantees the state against tbe payment of an unfair price. The same good buainess judgment will insure that not a dollar ot tbe appropriation is wasted. If tbe university Is to be maintain ed on a plane of standard etlloienoy, an appropriation of $125,000 per year is surely not too large."
