ttOOD fiiWft QLAOtttt, tfflfofll)A?, KOVEilBER 24, 1903 APPEAL FROM BOYS AND GIRLS' SOCIETY A little over 21 years ago a few of oar representative citizen aaw the great need of -soma organization (or tbe care aud protection of dependent children aud hUo to aid children who bad committed their Brut often against llie laws, beuce tbe orgauiza tion of tbe Boye' and Oirla' Aid ao. Oiety of Oregon. At that time it was cnatitable organization, dependuut entirely upon tbe generosi'.y of tbe public for ita support, tiince that time, however, it linn grown rapidly and ita work baa rnmmii,l,l ItoAlr tn tbe cbarituhle pal He and to tbe atate omciais, ma today it it uoi ouly as listed by private subscriptions but by tbe atate and county appropriations. It is, however, conducted on a very eoonomioal basis and Ita total expen ditures each year do not exceed 110, OoO. Jts methods are to place depend ' ent and neglected thildren in faintly homes where they will receive a par ent'a care aud piotection, and in or der to Insure this, visitors are kept on tbe road tbe entire time, and be sides which at thia time tbere is orga nized at many of tbe county seats an advisory board composed of repre sentative oitizena who assist tbe so ciety In its work of aid and aupervia ' ion over its wards placed oat in homes. In this county Mr. A. E. Crosby is the president and Mr. Ed Hosteller, secretary. I'Yoiii January 1st to November 1st, 190(1, a period of ten months, tbe so ciety baa received 326 children, or on an average of about 32 per month. These children were received from the following counties: Baker, Ben ton, Clackamas, Clatsop, Ciook, Douglag, Grant, Lane, Marlon, Mult nomah, Umatilla, Union, Wasco, Washington, Wallowa and Yamhill. Many of the children committed have Indeed fad histoi ies. In a very recent case from an ouUide county a terribly immoral and depraved con dition of parental cure was unearth ed. Five children were living alone with their father In extreme tilth, poverty and vice. The oldest of this uunirer was a boy of 14, and tbe youngest baby of about 16 months. Tbe second In age was girl aged 13, and tbe next a girl of about 11. It was Reported by ladies of the vi cinity to the superintendent of tbe society that tbe two girls bad com plained to them that their father was behaving in sn immoral and Inhuman manner toward them. After n iuvei tigation by tbe superintendent' tbe father was arrested and tbe obildren awarded to this society ; tbe baby, however, going to the Baby Home. Tbe Inhuman father is now awaiting his trial in the county jail. Some of tbe children have already found de sirable wines and seem pleased with their ne surroundings. A short time ago a family was com mitted to the Boys' and Girls' Aid society through the Juvenile court of Multnomah county. Tbis family con sisted of six children. Tbe parents were bringing the family up in idle ness and vloe. Tbe father utterly re fused to woik and the mother was mentally irresponsible. Tbe, entire family had been charges on tbe coun ty for many years. At one time they were sent at the expense of the coun ty to relatives in Kansas, but the au thorities there immediately returned them to Oregon. It was necessary tbat some measure should be taken to break up the fpmily for the sake of the children. Therefore, officers weut to tbe house and took cbaige of the entire family. Tbe obildren were sent to the Boys' and Girls' Aid society, tbe father to jail and tbe mother to the poor farm. Most of the children are aomewbat feeble minded and they may be for a long time charges of tbe state. Tbus, every child that is com mittel to tbe care of the society ban a sad history, and if tbere is auy worthy cause for charity tbe Buys' and Oirls' Aid society should certain ly appeal to every person who has the welfare of little children at heart.
