It ia tbe strongest argument for county divl slon that can be made, and will aottle a much mooted question. We would like to auggest that the city oouuoll employ an engineer who will be fully oompotont . to deoide on utiy teobnicul points that may arise in the construction of the new sewer. We do not wish to cast any reflootion on the integrity of tho contractors, but it seems to us tnat the intorests of the city should be safeguarded by having au engineer present on the work who will bo familiar with .its construction at all stages. Au agree ment between the olty and the con tractors can be reached in this way, whloh will insure the proper construc tion of the sewer without leaving any aftermath or discrediting the members of council. Farmer' Irrigating Co. to Rebond. O. K. Williams of tbo Morris & Co. bonding house, and Civil Engineer llrowu of tho same firm, were here Tuesday and Wednosday in connec tion with the plan to rebond the Farmers' Irrigating company. Mr. Williams was bore to look after the financial end of the proposition, and Mr. Jirowu to make an inspection of tho oompany'a property. The latter went over the lino of the ditch venter day and it ia said that if bis report is satisfactory that new bonds will be issued In accordance, with the wants of the Irrigating Company in a few days. New Leader for Hood Hirer Hand Thomas Hill, who has been playing with the Tilluiany Orchestra here, has taken tne leadership ot the Hood Klv er iiand and will conduct its practice meetings. Mr. 11 ill has bad 20 yean experience with American and English Military bauds and thinks that the Hood liiver Organ balion can be brought to a high sUudaid of excel lonoe in the near future. The band now numbers Hi members several new ones having been added lately and it is expected that there will be more, At the meeting of the Comniercia Club held Monday night it endorsed a proposition from the band members to circulate a subscription paper among the residents of the city for the purpose ot moot ing Its monthly expenses. The paper Is luting cireu latod and is meeting with well do served success. Lincoln Day Exercises. The pupils of tho llth grade held commemoration exercises of the birth of Abraham Lincoln, Monday. The program consisted of quotations from the famous sayings tr the great war president and a recitation by Miss Maud Merril and an Instrumental solo by Miss Pearl Hrudley and one or two other numbers. Tho exercise were closed by an address on Lincoln by Mrs. E. I j. Smith. At its conclusion tho pupils were given n the drill ami all loft tho bui'diug in the vory quick time of ono miuuto and 15 seconds which is the best time that has ever been made. Advertised Hood liiver. A. D. Moe, who was cnlle 1 to (Iraud Forks, N. D., several weoki ago in connection with his business interests there returned on tho early train Monday morning. While in Grand Forks he exhibited a box of apples in u grocery store window that he bad taken with hi in. They attracted au i in no ise amount of attention and those who saw them said they were the lluest apples they bad ever scon and made many inquiries as to where they were grown. They knew that Hood Kiver strawberries are the best as they are groat consumers of them but they didn't know Hood Kiver was the duett of apple countries, and asked many questions about the climate and about locating here. Mr. Moe was provided with literature describing the many advantages of tbe valley which be distributed both at Uraud Forks and on the t ains during his journey where he found many interested in our city and valley. He returned by the way of Omaha, Pueblo, and Salt Lake City and paid the latter a visit, being taken through the immeuse Mormon tabernacle located there and also saw many oft her points of interest in tbe town. ' MEETING OF COMMERCIAL CLUB The regular meeting of the Cornmer cial Club was held Monday night President Davidson presided. The applications of 54 members-were acted upon favorably and a resolution passed endorsing the proposition of tbe mem bers of the Hood River Hand to oi cu lute a subscription paper to obtain monthly fund to pay an instructor. Tuesday morning a special meeting of tbe club was held to consider proposition from the Portland Board of Trade relative to publishing a book setting forth the many and varied re sources of the different counties in the state of Oregon. Tbe state allows each county to appropriate a sum not exceeding 1000, for advertising pur poses This appropriation is left to the discretion of the county court and in order to obtain the appropria tion J. A. Laber, secretary of tbe Portland Jtoard of Trade, presented the above facts to the meeting and asked that tbe club pass a resolution praying tbe court to grant It. The resolution was passed and Pres ident Davidson appointed as a com mittee to go before tbe court J. If lleilbronner, A. D. Moe and R. li, ttragg. Mr. Moe bein- nnable to go Mr. Davidson substituted for him and in company with the other gentlemen and Mr. Labor went before tbe court Wednesday in conjunction with similar commit tee from The Dalles and presented the resolution. Tbe committee from The Dalles Cornmer cial Club was heartily in favor of the proposition and at the joint request of the committees tbe court granted tbe appropriation for the full amoaut, TIIINNINU. How and When to Do It. I want to cull your attention in con neotlou with this subject of thinning. A little observation experienoe and training of the eye will enable yon to detect in advance which one will grow to be a fine apple and which one a mat. If you don't believe this leave a few paira of apples to oouvluce yourself. ' In both oases you remove a favorite entrance for tbe worm and he is the more likely to try the calyx where you nave the poison Surely that will kill him If your eaily sprayings were properly done at the right time. In many localities there ia 25 per cent ot the first brood entering the sides ;as we have no data bore it seems to me that until we have proof that tbe first brood do not enter the sides it would be advisable not to dispense with tbe third early spray, aa this will coat your young apples with spray and protect tueiu from aide worms. l ou should thin your apples early because you do not wish an aple to take up a lot of strength from the ttee aud then pull it olf. In thinning put your apples In a barley sack which you can hang around your neck, lie sure to got all the wormy apples in your sack. Xtike a spade along with you aud when you got a load, dig a hole in the ground aud bury the an pies aix inchea to a foot and that will end the worms and every worm you kill this way destroys in advance 25 worms of tbe next brood. If your trees are old aud the bark rough take a boe and cut olf the ban die to a convenient length and scrape the bark, ibis will remove many places where the worms oan spin their cocoons and tbe worm will probably go under your bauds where you can 11 ud him aud kill htm aud thus head bit another bunoh of 25 worms iu the next brood. Pruning is also closely telated to the subject. In the first place you should remove surplus siioKors and wood growth and let the light into the tree so your apples will mature well and get oolor. If you do the . pruning right you will find it much easier to thoroughly and properly spray tree. Meeting uf Sunday Brhool Workers. Mr. and Mrs. Wiley went to The Dalles Saturday, where they attend ed the annual meeting of the County ."Sunday Koliool Association. Mr. Wiley made au address liefore the association ou the subject, "What Shall We Know About Our Pupils?' Other iuteiesting topics were dis cussed and the meeting was well at tended from the different sections ol the county. The meeting held at Crapper, Tues day evening, for the purpose of pre senting plans for consolidating tbe school districts, which will compose the now schoot district, was well at tended. Prof. Wiley aud the Rev. W, C. Uilinme went from here to attend it. At the opening of the meeting it was evident that there were many present who were opposed to the movement ou account of tbe fears of indebtedness and also on account of the question of transportation. How ever, alter these matters had tieeu in telligently explained to them It was received with favor and many arose and said that they had como to the meeting opposed to it, but wanted to put themselves on record as saying that they woie uow heartily iu favor of it. Special Meeting of Common Council. The common council held a special meeting Tuesday morn tug and audited a bill from the contractors aud engi neers who are building the sewer. Tbe amount of the contractors' bill is AkVLLlH), as ouly 75 per eeut of this is payable until tbe sewer is completed the amount passed on was f'Aioii.bO. The engineer receives S aud one-half per cent of MMAWt, which ia 123.U7. As ouly 75 per cent of this amouut is payable until the contract is complet ed the amount allowed was IftlitW. Work on the sewer is making rapid progress and it seems likely that it will be completed iu the time speci fied. There still remains to be paid In on the sewer assessment close to f 15,000, but it is expected that the mouoJL will be paid in quite rapidly from this on, as niany who have large amounts to pay are holding off in or der not to lose ttje Interest on money uvesieu any sooner man is necessary.
