FARMERS MEET
AGAIN FRIDAY
Special Correspoudauce.
WillowFlat, Eaut Hood River, April
25. 80 far there in nothing uew in
the water (situation, neither side being
ready to make coucetwions. The meet
night tomorrow, Friday night, should
be thergeet meeting yet held, as the
committee Iihh some important rec
ommendations to make.
The more the question is turned
about the more convinced the farmers
seem to be that they should own their
own irrigating hygiem Two Import
ant features from a financial view are:
FirHt. Under a bonded district the
system is exempt from taxation, while
as a corporation or private property
the taxos are amounting to approxi
mately 4 per cent.
Second. Under the present condi
tions the ditch company pays 8 per
cent for borrowed money, while the
district bonds can bo placed at 4 or 5
per cent.
Community of ownership would
effect a clear saving to the people of
7 to 8 per cent that is now peing paid
to corporate interests.
Along tbi line of municipal owner
ship, we wish to include the follow
ing from the biennial report for 1903-4
of the state engineer of Idaho:
"The oragnization of water users
into hii irrigation district forms the
most astisfactory method yet devised,
lu my judgment, for rapid, econom
ical and successful development of the
irrigaliouu resources of the state,
and the maintenance of works and
distribution of wider, it has the ad
vantage of gi tting the community
locally interested in the discussion
of nil iniormatiou cotic ruing the pe
culiar loo;:l oondiUcns that may ob
tain in eaeli case, nature and growth
of crops, eliuracler if toil, water neces
sities, cost of impK'vementB, expenses
of (dictation, ami ail kindred subjects
upon which the success of the farmers
so much depends. Fach comn. unity
has men eminently (ini .'ilied to carry
on the business of the dull ict when
oragnbed with the proper uuthority.
"Ab hough the prime object of the
organization of an irriagtiou district
has heretofore been considered to lie
in the municipal powers granted it for
the isUHiiee of bonds for the construc
tion and purchase of irrigation works.
1 consider that the law as it exists,
will be no less advantageous to the
districts in the 'home rule' it be
stows, by virtue, of w hich eatch district
can work out its own salvation as to
the pest methods of maintaining ir
rigation works and administering the
water along those linos found to be
of greatest advantage to each commu
nity. " A great advantage under our dis
trict system, which is becoming more
and more apparent is the fact that
water (piirements are found to be lees
under intelligent co-operaive manage
meaut, aid that the same quantity
of water acn be used to raise larger
and better crops ouch year. The neces
sity for each water user demanding
the full a nount of his water right each
year cfr fear his neighbor will aquiie
a right to a pert ion of it his flow
if leil unused, grows less as his confi
deue ini'ieis.'s in J; he administrative
olliors whom UK lias aided in select
itg." The F'ast Folk Irriuntion Co. is put
ting in a much needed impiovement
across Mrs. Atkinson's ranch, in the
wav of a Hume. Heretofore the water
bus been running in an opeu ditch.
A. .1. Price, for the past via- foreman
fur the Hood liiver Orchard Co., has re
signed his position and will feek a new
location, the condition of Mr. Price's
health in ceMsitntims the change. We
regret to lose Mr. Price and his family,
lie having proven himself a reliable and
capable ninii in every respect.
We are glad to note the excellent
quality of the work done by Read Sup
ervisor Massee. Low places have been
made liu'lier, ditches made along the
sides and otitl. t given them to prevent
water standing in pools by the wayside.
When the main-traveled roads are once
put in proper condition, the expense of
maintaining them are reduced to a
minimum, and then more attention can
he given to the secondary roads and
trails.
The I est Lake Lumber Co. have
started their potato planter on their
large oi'clmid tract. The compauy ex
pects to plant the major portion of this
tract to Uurlianks. We understood
some time siiu e that the Hood River
Orchard Co. expected to plant about 200
sacks. The Havulson Fruit Co will al
so plant about 10 acres. There will be
several smaller tracts planted. Willow
Flat potatoes stand in the same relation
to other Origin potatoes that her
strawberries stand to these same fruits
grown elsewhere.
( l. Tik nip-ion has sold 12 acres off
his tract here to a Mr. Robinson, we
understand.
Frank Massee (iocs Hunting For
some time Frank MiiBsee has been an
nouncing liis intention to bike a hunt
ing trip. Monday morning the spirit
moved him to saddle up his elegant
black hunter, and oiling a choice fox
terrier pup lie rode joyfully away,
lreiiniiiig of the glorious spoils of con
quest. Turning in at I L. Havidson's
to cut across It-he started a monster
"J.uk Rabbit." Presently Mrs David
eon heard a furious uproar in the di
rection of the road. looking nut she
saw a sight to delight even an amateur.
First came the rabbit ; .r0 yards behind
came the pup having at every jump,
and UK) ya'ds mill further back came
Mr Ma-see, riding at full speed, and
yelling like a Comanche Indian. Ar
riving at the house be dismounted for
refreshments. Finally lie decided to re
turn home, a sadder but wiser man.

EXTEND PHONE LINE
TO WHITE SALMON
Special Correspondence.
White Salmon, WHsh., April 20. P.
S. C. Willis ol the Skamania County co
operative Telephone Co. is constructing
a telephone line in the Underwood set
tlement, it is the purpose of t lie com
pany to build west from Underwood to
connect with the li-ie at Collins' hot
springs, and from Underwood to build
east to connect with the White Salmon
system. From here the line w ill be ex
tended to Uoldendale, which will give
a through system from Washougal to
Goldendale.
A meeting of the White Salmon fruit
gtowers was called last Sunday after
n ion to organize a union for shipping
anil marketing strawberries and other
fruits. April 27 was set for another
ni -eting to perfect the organization.
The Easter services at the First Con
gregational church were very impres
sive. The decorations were appropri
ate, the sermon inspising and nine new
members were given the right hand of.
good fellowship.
J. C. Maclnnes of the White Salmon
Land Co. made a business trip to Gol
dendale last week.
C. H. Thornton has sold his 20-acre
tract on Cameron Flat t Mrs. Eliza
beth E. Ogilvia of Poitland; consider
ation, 120(H). Mrs. Ogilvia will take
position about July 1. The deal was
made by the White Salmon Land Co.
Tberv will be a meeting of the White
Salmon Horticultural society next Mon
day night at 8 o'clock. Paper by S. C.
Zeigler on "Picking, Packing and Mar
keting of Strawberries." Every one is
( ordially inv-ted.
The pupils of the public school, under
the efficient leadership of Professor
t'olburn, will give an entereainment
Thursday night in Lauterbach hall.
The propram will be followed by a
dance. Ice cream and cake will be
served. Admission, 10c. The proceeds
will go toward buying a blackboard.
FKOM THE ENTERPRISE.
It is thought by many growers here
that strawberry picking will begin by
the middle of May. If such is the
case prices ought to be good this
year, as the berries should get in the
market ahead of those from any
other important shipping locality.
They are blooming nicely now and
the vines are making a strong and
healthy growth. The crop promises
to be large.
C. C. Weatherell, of Carson, was iu
town the other day on buisuess. Mr.
Weatherell is very enthusiastic over
the prospects of a railroad down this
side of the Columbia river in the near
future. He believes the Northern
Pacific will begin the construction
work this year and that the road will
be completed iu less than two years.
Mr. Weatherell has studied the rail
road situation very closely and these
predictions are the result of his
research.
P. S. C. Wills, general manager of
the telephone system of Skamania
County, came up from Stoveuson
Tuesday. His company has been soli
cited to extend its line to Lyle, and
Mr. Wills is up looking over the :
ground. If such an extension should I
Ire made the line will necessarily have I
to bo built through White Salmon. !
The line extends from Cui e Horn to
Wind mountain and ipeiates client i
40 phones. If the iom:niy which i
Mr. Wills represents would I t.ild to
Lyle and buy out the con i.uy new
operating between here urni Trout
Lake it would have a splendid tele
phone system, and one that would
pay dividei.ds from the .-hut.
