1 Hoed iver Slacier TIIl'RPDAY, JULY 9, 1903. July 1 Hie Shelley warehouse bill went Into effect in Oregon. By this law warehousemen inut make appli cation to the county court for license. A bond of not lew than f 1,000 nor more than I'iO.OOO, ueeortling to the businew to be transacted, must be given. The county court fixed the amount of the bond for Dalles warehouses at $10,000. There miibt also be three sureties, all residents of the county. The city of Hood River has a contract with the Electric Light and Water com pany for putting in a system for fire protection. This contract runs outsome lime in October, but there has been no visible movement toward putting in the system. Thn Glacier's suggestion last winter that the way to get fire pro tection is for the city to put in its own water works still holds good. The Dalles Times-Mountaineer thinks there should be a competing steamboat line on the Columbia to insure a better s. t vice than the Regulator Line is giv lug. At present the steamers reach The Dalles at any hour between 6 and 11 p. in., and the people of The Dalles naturally enough don't like It. It is sild the business men will lend their support to an opposition line. The Grand Army of the Itepublicand the Women's Relief Corps made a wise selection when they determined to hold their 1904 encampment at Hood River next June. Hood River Is a beautiful spot in June, and the old sol diers and their lady friends will have abundant opportunity to enjoy them sel ves. -.Mountai neer. John Barrett of Portland is to suc ceed ex-Governor W. P. Lord as United States minister to Argentina. At pres ent Mr, Barrett Is commissioner gen eral of the St. Louis exposition to Asia and Australasia. , His appointment will be generally approved in Oregon. Runaways are entirely too frequent of late. There is a city ordinance im posing a fine on all people who leave i team standing in the streets unhitched Wouldn't it be better to enforce the law before somebody is run over and killed? Council (.rants Saloon Licenses. At the regular meeting of the common council Monday night, saloon licenses were granted to 8. F. Fonts, J. L. Mor rison and C. E. Hayward. The vote of the council stood o to 1 upon the peti tions of Morrison and Hayward and 4 to 2 on the petition of S. F. Fouts. Ed Mayes voted "no" each time, while G. J. Gessling joined mm on the Douta pett tion. When the bonds of the petition' ers are approved by the mayor, the saloons will again be open for business. It was 12:30 when the council finished with the saloon petitions, and adjourn' ment was taken until Wednesday night for consideration ot the sewer and side walk propositions. Immediately after the recorder concluded with the minutes of the last meeting, the council went into a committee of the whole, with Councilman Blowers in the chair, to consider the legality of the petition sinners. E. R. Bradley, on behalf of the prohibition league, presented a short remonstrance and a list of names of voters not on the saloon petitions- It was a long and tedious grind but the council went at it and examined each name on the list, and determined as to the legality of citizenship of each per son listed as not signers to the petitions, A good many names were stricken out, and the petitions were gone over in a like manner. When the work was com pleted it was found that S. F. Fouts had 179signaturesagain8t 127 names not on Ins petition, which gave him a clear ma' jority of letfal voters of Hood River. Mor rison had 176 to 130, and Hayward 177 to 130. On motion that the saloon peti tions be granted the council voted as stated above. During the session, the council room was crowded with spectators who ei' pected to see something interesting There was little excitement for the dis appointed spectators, while the work of the council proceeded as tediously as the counting of ballots on election night. Saloon men and prohibitionists were out in lorce, and both sides crowded close around the conncilmen at the table, offering frequent suggestions whether or not certain individuals could be properly counted as citizens. It was a long drawn out session and the comi' cilmen are clad it is over with. Ordinance No. 75, providing for pun ishment oi minors attempting to secure liquor, was given final passage. Report from Major J . 8. Booth showed $459.50 collected for Heppner fund. Vouchers were presented for the same, and by vote of the council, Major Booth was uiankeu lor his work. The following bills were allowed and ordered paid : John Wallin, work on hall f55 00 J. R. Kickelsen, rent of tools 2 75 K. R. Bradley, printing 2 00 Jack Allen, night police 21 06 Klectric Light Co 8 50 Marshal Cunning 60 00 A bill of $10 .50 from Mrs. Entrican for board of Steel was rejected. Adjourned. SESSION WEDNESDAY NIGHT. The council met in adjourned session Wednesday night. Present: Mavor Coon, Councilmen P. 8. Davidson, rf.F. Davidson, Gessling, Prather, Recorder Niekelsen, Marshal Cunning. Mr. Wilson's offer to furnish grael to the city was left with the street com missioner. On motion of Councilman Gessling, the bill of John Wallin for erecting city hall, amounting to $ti75, with interest, w as ordered paid. 11. F. Davidnon reported for the spe cial sewer committee. The report was accepted, the old committee discharged and the matter left with the health com mittee, consisting of Conncilmen Pra ther, H. F. Davidson and P. S. David son, who were empowered to employ an attorney to draw up necessary papers, and instructed to proceed with their work in accordance with sections 91, 92 and 93 of the charter. They were also given authority to employ a civil en gineer for the sewer work. Adjourned. A Ward of Explanation. Hood River, Or., July 8, 1903 Editor Glacier: It has leen reported that the temperance people presented remon strance to the city council against the granting of liquor license, and that Raid remonstrance was secured by a committee writing the names of voters without their knowledge or consent. This subject is fraught with the greatest importance to the entire citi zenship of our beloved country, and no one is doing himself justice or honoring his home land who fails to give it earn est thought and study. The contest put people on record, and it is an open secret, that if an the church members who signed the petitions Tor the saloons had not signed them, the result would have been other wise. O, consistency, thou art a jewel! Great is the responsibility of those wbo bold tbe balance or power, as did cer tuiu professed followers of Jesus Christ. Upon their shoulders must rest the re sponsibility of the rum-murdered men and rum-broken homes and hearts during the next year. J. E. Hanna, Grades Assigned to Teachers. The school board met Friday night wit h Directors Coon, Baker and Dumble and Clerk Barnes present. Miss Earl presented a pithdrawal of her resigna tion, and Miss Cora Copple was elected in the place of Miss Amy Holmes, of Astoria, who did not accept. Miss Min nie Shnngel, the new principal was pres ent, and in conference with the directors the work of the teachers was divided and the grades assigned. Mrs. Emelie Shaw and Miss Eunice Cotton were eacli given the 1st and part of the 2d grades ; Miss Cora Copple, the 3d ; Miss Julia Taylor the 4th; Miss Earl, the 5th and part of the 6th; Mrs. Margaret Reid part of tith and 7th ; Miss Shungel, the 8th and 9th. The course of study was given some discussoin, but no definite action was taken, and the meeting adjourned. At a meeting of the board Wednesday night, the resignation of Miss Earl was accepted and Miss Deitz elected to fill her position as teacher of the 5th and 6th grades. Monday, July 20, at 2 p.m., was the date set for a special school meeting at the old school house to de cide on the question of a 10th grade. Was a Close Call for Children. A large team belonging to Frank Davenport Btarted on a wild run from the warehouse at the depot Tuesday morning, and as it dashed through the streets narrowly missed killing two little children a small boy in a hack at Bonney's corner, and Mr. Richard son's little girl at the back door of her home. The team ran up Oak street to Dallas's corner, then clear around Hartley's block to the west end of the house occupied by Mrs. Richardson, where the horses crashed into the paling fence and were stopped by Mr. Hartley, with the tongue in the doorway of the house. Mrs. Richardson saw the mad horses just in time to snatch her little girl almost from under thorn. That the child escaped is a wonder.- At Bonuey's corner some one pulled a 4-year-old boy out of a wagon into which it seemed the animals would surely run. A collision was averted by scaring the horses into the street. The hav wagon was badly damaged, and one of the hoofs of the horses was cut. Trib cures the liquor habit. Savage spent the Fourth with her sister, Mrs. F. H. Rix, at Lat ourelle Falls, returning home Monday.- Justus T. Neff, who lias been princi pal of The Dalles high school for the past 4 years, lias resigned this position to accept the deputyship in the office of County School Superintendent C. L. Gilbert.
