' The city council at lis meeting Mon day night repealed ordinance 63, grant ing to the Electric Light nnd Power Co. the privilege of laying mains and fur nishing water to the fcity for fire pro tection. This privilege was originally granted to the Bpringwater Co. No bond was ever given by the conipuny to fulfill Its part of the contract. The Electric Light Co., feeling that at the recent city election a majority of the city officials elected were not in sym pathy with their enterprise, through their attorney went before the council and asked for the repeal of ordinance 83, stating that the company wished to leave the new council free to make a new bargain with them or with any other conipuny that may wish to enter the field. This proposition was fair enough, and the old council, which went out of business at the meeting Monday night, accepted it. The city Is now, with regard to Ore protection, where it was a year ago. The Electric Light Co. claims to be willing to meet the now council half way in any fair proposition they may make and fur ulsb, water for fire protection.; It Is reported that a company with ample capital stands ready to put in the water and fulfill the demands of the under writers to reduce insurance rates. It Is reported but not likely that capitalists will invest thousands of dollars in a plant that will return them annually about $700. This might be enough to pay for repairs. The city will get water for fire protection when It goes after it in the right way. The right way to get it is to ask the legislature to allow the city to it-sue bonds in sum cient amount to pipe the water from some one of the mountain streams that afford good supply. If we are not pre pared to do this, our business men will continue, to pay outrageous insurance rates, and the water question for Hood River might as well be considered a closed incident. What is now paid in Insurance abov a fair rate charged un der a good system of fire protection would more than pay the interest on bonds If the city could be allowed to issue them and supply Its own water for fire protection. : The good roads movement inaugurate ed by the farmers of the East Side three weeks ago has caused considera ble discussion. Two public meetings have been held and much interest manifested. A committee selected by the meeting has been soliciting money to Improve the road from town to Pine Orove school house. Citizens of town and country have subscribed liberally, the committee reporting fStlO.OO sub scribed. This sum, with what may be appropriated by the county, will give temporary relief. The mud holes will be filled up and the road widened and drained In places, but no permanent or lasting Improvement can be expected from this amount of money being ex pended upon five miles of road. If this sum could all be expended upon half a mile or even less of macadam at one part of the road, It would be a start to wards a good road for the whole dis tance. One-half mile of macadam road would show, so favorably in contrast with the mud road that it might prove an object lesson and make it easy, to get more liberal contributions each year to continue the good work. Work done upon, a mud road cau be only temporary; the work will have to be done again next year and every year until a permanent road bed is es- lished. The Glacier is not opposed to the present movement to patch the roads. There is urgent necessity for the work being done at once, but it Is hoped the movement for a good road to Pine Grove will not be side-tracked by the liberal donations intended tc tide over the present emergency. A correspondent In another column of today's Glacier writes disparagingly of the Lewis and Clarke centennial, tn be held at Portland in 1905, and points out how in his opinion the money t - be raised for the exposition might lie spent to better advantage. The public highways and other enterprises men tioned by the correspondent are badly needed, but he takes a narrow view of the Biatter when he opposes the Lewis aud Clark centejiuial. The one hun dredth anniversary of the expedition of Lewis and Clark deserves the fitting celebration now being mapped out by the people of Portland and of other parts of the Pacific coast. Every Ore gon ian who ever read or heard of the hazardous trip of these early 'explorer from 8t.Louis to the shores of the Pa ciflc should be proud to know their daring achievements are to be com memorated by a fitting celebration, a celebratiou national in its character, participated In by the civilized world. State pride should make all rejoice that Portland is big enough and enterpris ing enough to undertake this .celebra tion. Portland citizens have subserili ed nearly half a million dollars towards the exposition, the site has been select ed, the various state legislatures and congress will be askod to make appro priations, and a half million dollars is Dot too much to ask of the Oregon leg islature. The New Year's Orrgonian is a great paper. It is not so large as in former years, but the quality of lis reading matter and Illustrations is better than ever. The Lewis and Clark centennial exposition is glveu prominence. A good picture of a Hood River straw berry field is given. It is the kind of paper all Oregouians will delight to send to their friends iu the Eastern states. It sells for 5 cents a copy and can be bought at Hocoms book store. The cost of mailing the paper is 3 cents. I he mayor s message, published in the council proceedings in another column of to-day's Glacier, makes good showing for the three years the retiring mayor has administered the affairs of the city. The accompanying list of warrants drawn show where the money bos gone. It is surprising, when we come to think of it, that our city, incorporated eight years ago, and with a population now of 1100, has never found it necessary to levy a tax. The message shows that much hosbeeu accomplished hPthe past two years to wards preparing the way for perma nent improvements that will benefit the city, such as the purchase of a city hall lot, sewer plans and estimates, surveying street grades, etc. Our re tiring city officials deserve the thanks of their constituency for their excel lent work and their economical man agement of the city's finances. The Ileppner Gazette got out a Bplen did New Year's edition of 24 pages. showing up the resources of Morrow county in a manner that will be of great benefit to the county. Anent the Lewis and Clark Fair. Hood Rivee, Oregon, December 22, l!H)z. Luitor Glacier: If, instead of incorporating the Lewis and Clark fair company, the citizens of Portland had incorporated the Port land and.'.Asiatia.TraiiBportation com pany.'Or the Portland and Abiatic Bunk ing company, or trading company or some railway Company to extend into the interior of Oregon, and .bad sub scribed 1500,000.00 to its stock and then sent a business man hast for .addi tional subscriptions, then they might have raised almost any sum of money up to ten million dollars. Then they would have started an enterprise that would remain with them, end develop into something larger and better year alter year. If they were to go before the legisla ture and cause to be panned an act ap propriating $500,000, not for a fair, but for public highways, to get access to our undeveloped lands, then we might ex pect many more of the thousands who come here to remain with us and help develop the country. Or, if they were to put $100,000 into a saw mill in Portland, another $100,000 into some other industry, and the. re maining $300,000 into building parks and cleaning their streets, they would do much better than putting it into clumsy lair buildings to be used tor a brief three months. The fair will not develop Asiatic business for us. That is done by commercial houses sending agents there with samples of what we have to sell. The Chinese will not come here to see the fair. We must take our goods there and quote them low prices to induce them, to Duy. It it is immigration we want, let us remember that the most desirable peo ple for us are those who want good prop erty; and good propert in a town or city should always be on graded streets with sewersand water mains. Good property in the country can be no where else than on good road. The construction of a fair building will grade no streets nor roads, and will lay nei ther sewer pipe nor water mains. After the whole thing has come aud passed away we will find that we have misdirected our energy, wasted our money, and that the good citizen has bought a ticket and traveled homeward ; and that only a few of the desirable and many of the helpless and distressed have remained with us, We will have paid too much for-our whistle. We want nice people, and we want business people to join us as citizens and neighbors. A business man will more readily tune a hold with us it lie sees we are willing to take hold ourselves. If if is the scheme of the state to catch the Easterner by a glittering show for a trap, we will find sooner or later that our trap is too expensive. It is not necessary to have a fair to show our lumber and shingles, for that is on exhibition in hundreds and thous ands of lumber yards all over the East, it is not necessary to advertise our fruit, for that we can eend East and ex hibit in contrast with their fruit. We are the only people who have salmon, and that is known all over the East. Any other articles we can easily send mere lor tnem to iook at. Xt it is cli mate or sceenery that we want to exhi bit, then let us open our roads and streets, and lay our sewers and water maniB and make living here easy and at tractive. - If it is manufacturing we want them to engage in, then let us put our money in with them.
