Key West, April 27. The Spanish gunboat, Ylgera 1s said to have engaged the'Aniericun torpedo boat Destroyer near Mantauzas, and got the best of the fight." The Destroyer, however, ' ': "t " was able to retreat but considerably disabled. ' ' -' The monitor Terror made a capture off the coast of Cuba lust night. The prize is the' Spanish coasting steamer "'! ;i Ambrosia Boliver. The crutser Detroit cuiue into port this morning towing the Spaniard, which had been turned .ver to her by the Terror. -The team er had on board $60,000 in silver. Washington, April 27. Orders were issued today to recruit the regular army to its full war strength of 61,000. :'' ;As tye go to press the boys are firing the big howitzer in honor of the first American '.'' ' Victory! Portland, April 28. Capt. Samp son's fleet bombarded the Spanish fort at Mantanzas and practically destroyed It with 25 eight-inch shots. , The Spanish returned the fire, but the American fleet was untouched. There is evidence that much loss of life was inflicted on those within the fort. . A terrific storm has been raging on the Atlantic coast. War ships dragged their anchors. Communication Is shut off. The Grand Army Will Fall In. Frank Beisner, department com mander Oregon G. A. R., tendered the services of the members of the Grand Army to Governor Lord in the follow- ' lug communication, under date of April 22, 1898: ' To W, P. Lord, Governor of the state of Oregon Dear Sir and Comrade: Should the O. N. G. be railed upon for the defense of the national govern nient, we hereby tender you the ser vices of the members ot tb6 Grand ' Anuy o'f-the Republic of this depart ment, for the defense of our coast, un til such lime as younger men could be drilled and prepared for active service. Circular letters were sent to all the posts in the stale asking them to no tify the commander at once bow many comrades could be depended upon to answer 'an emergency call. Canby post will respond with about 30 mem bers, ready to march on 24 hours' no tice. A a most of the members live some distance in the country, they have not been informed of the tender of their services by the department commander, but the following com rades promptly enrolled their names when shown the circular letter: L Henry, . ' "'J B Rand, O L Stranahan, W T Hunsberry, S F Blythe, : P Spahgler, Geo P Crowell, J H Dukes, J W Itigby, AS Blowers, C J Hayes, ED Calkins (lost MPIsenberg, alegat Antietam) Jos Frazier, M V Rand. A special meeting of Canby post, to muster new members, will be held to morrow, April 30th, at 2 o'clock.' All . old soldiers not members of the post are requested to be present. . The rumor given out a few days ago that the United States would seize the Hawaaian . islands as a war measure was eyldeptly tt war joke. These isl ands, 2,000 miles from our shores, with a mongrel population mostly opposed to being "seized,," would have to be defended by our army and navy and might prove to be a source of weakness ' rather than of strength. Orders issued to the Ninth New York require each man to carry a hairbrush, a whisk broom,, 24 handkerchiefs and extra apparel. Pity the boys of the .Ninth when they meet with some of our Western .regiments. - Advices from Milton and Walla . Wulla state that the strawberry crop is very promising and these points will begin shipping about the middle of May. Milton will have about 12,000 crates The Rural Northwest says it is well for those intending to plant Kaffir corn to know that cuttle are sometimes killed by feeding upon it. . Now that - we have an expensive war on our hands, every' lover of his country will rejoice (some secretly) that the good sense of the voters saved us from adopting free silver in th cain : paign of '96. Also, that the preceding administration, hud the nerve to tell bonds and keep our reserve fund up to the murk-and our credit good. Department Commander Reisner tenders the governor the services of the Grand Army to guard our coast de fenses in case of emergency. Old sol diers of the civil war would not be much good for marches nor for dress parade, but they could fill in all right for guard duty while young men are being trained in the art of war. Hon. W. R. Dunbarj recently ap pointed roister of the land office at Vancouver, has forwarded his resigna tiod as U. S. land commissioner at Gol dendale, to take effect May 19th. Mr. W. B. Presby will be his successor. The Dalles Daily Mountaineer is now publishing the latest telegraphic dis patches up to the hourof going to press. Correct. Hood River, April 26, 1896. Editor Glacier: From every iudicatiou and the reports of the war, the best thing the United States can do is to call for a million men and commence drilling at once. We learned In (he civil war that every call for troops was too small. Disciplined troops are whut count; they saved the second, battle o'f Bull Run from being as disastrous as the first, which I know from being an eye witness. ... E. D. Calkins.. Arsenite of Soda. . Rural .Northwest. ' ' About a 'year ago we published the directions given by Prof. Kedzie of the Michigan experiment station for mak ing and using the arsenite of soda spray. A number of our subscribers have re ported to us that they used this spray last year as u substitute for Paris green, and were well pleased. Prof. Cordley of the Oregon experiment station gave it a trial and was wholly successful with it when he prepared the spray personally, but when it 1 was prepared by others injury to the foilage some times resulted. The Ohio experiment station has just issued a bulletin in which the use of arsenite of soda as a substitute for Paris green is recom mended. White arsenic in soluble form is said to cost about one-third as much as Paris green and it gives no trouble in the way- of settling. If a plain solution of white arsenic were used the foilage of the trees would be burned. Following are the directions for preparing this spray: Dissolve two pounds .of commercial white arsenic and four pounds of car bonate of soda (washing soda) in two gallons of water and use one and one half pints to a barrel of Bordeaux mix ture (50 gallons). The easiest way to make the solution is to put both the white arsenic and carbonate of soda in a gallon of boiling water and keep boiling about 15 min utes, or until a clear liquid is formed, then dilute to twp gallons. One and one-half pints of this solution should be added to each barrel of Bordeaux mixture. If used without the Bor deaux mixture it is liable to burn the foliage. As there is nearly always fungus to contend with, it is recom mended that the two sprays be always combined when there is occasion to spray for the codlin moth or other in sects. Russia's Great Railway. Sunday Welcome. The great trans-Siberian railway has been called "the back-door way to China." It is another magnificent proof of the persistency and greatness of Russian statesmanship. The czar is pushingthisgreatenterprise toa speedy completion. He "needs it in his. busi ness." It is gratifying to Americans that their countrymen are furnishing much ot the material and equipment for this monster railroad. Many loco motives havealready been shipped from this counn-y, and Russian, engi neers are already. on the way hither to place an order for 4,000 more. Full equipments of railroad machine tools have been sent from the United States to Vladivistock. Our exports of agri cultural , implements to Russia have also been immensely increased lately. In 1893 they were 9,000 tons; in 1894, 24,000; in 1895, 37,000, and probably in 1897 the exact figures are not obtain able they were 75,000 tons. Siberia is an immense country. It is notf alto gether the barren waste that many suppose it is Vast quantities of wheat and other grains can be raised there. Within a generation this great trans Siberian railway will be connected with one from Portland via the penin sula of Alaska, by railway boats across Bering strait. The progress of the world is yet in its adolescence. . The Hniiian Electric Battery. The superstition that human beings should sleep with their heads to the north is believed by the French to have for its foundation a scientific fact. They affirm that each human system is iu itself an electric battery, the head being one of the electrodes, the feet the other. Their proof ' was discovered from experiments which the Academy of Sciences was allowed to make on the body of a man who was guillotined. This was taken the instant it fell and placed upon a pivot free to move as it might. The head part, alter a little vacillation, turned to the north, and the body then remained stationary. It was turned half way round by one of the professors, and again the head end of the trunk moved slowly to the cardinal point cue north, tnesame re sults being repeated until the final ar restation of organic movement. It is known 'that the iron rails of railroads are usually more ' durable when laid north and south than in other directions, the greatest wear from magnetism being when the are 'laid due east and west.
