The administration never did have
any use for Fulton, hasn't now and

The voters would like to know why
the treasurer of Oregon should be paid
more money in one year tbau the
Chief Jostice of the Uuited States gets
in three years. Ther are asking that
stop be put to the system that pays
the Secretary of State nearly as large
an amount as tht combiued salaries of

egou'a State Printer jrets more pay
than the combined salaries of United
States Arnbatfsidors to Great Britian,
Russia and Germany. The people are
asking ''Are we getting the worth of
our money.
It is a noticable fact that one of the-

leading for State Printer has studious

ting that office on a flat salary.

W. A. Harris, deputy county clerk,
received a message that his mother,
who ia 72 yeais of age, Is not expected
to live. He started Tuesday for her
home In Buffalo, N. Y.
Cbaa Graham writes from Monrovia,
Calif, to bis daughter, that his health
is greatly improved and he will start
for home on the 13 lust. This Is good
news to his many frienda here.
In the monopoly of Republican aspir
ants for office at least two Democrat
ml, old-time, office-or-or-no-office
Democrat are strictly in the race, and
so far a the ticket In this county is
concerned only two candidntes are in
the field; but they are Democrats
Democracy means government by the
people. Republicanism means the re
verse of monarchism and Is but i
slightly less defined construction of
Democracy. We might go on aud re
duce it to the bighcockalorum and
locockahlrum proposition, but you see
the point Parties have significance
only as their platforms are founded on
living issues aud these issues actually
differ. Otherwise it is but a question
of men. The class of men aspiring to
. the clerk's office is one that must be
considered by the people. Mr. Hen
derson caudiate for the democratic
nomination and W. A. Harris one of
the aspirant for nomination on the re
publican ticket are each well qualified
for the position, both having been
tried, and each is a decided compliment
to the popular conception of the re
sponsibilities of the office and if both
should be nominated no one can safely
venture a prediction as to who will win
and it is possible that other estimable
candidate may be in the race at the
Juue election.

The contest for the Republican uoin
iuatiou of State Treasurer has plainly
narrowed down tn Thus. F. Ryan,
Couuty Judge of Clackamas County;
Ralph Hovt, a Portland banker . and
K. V. Carter, a Southern Oregon
banker. Looking at the question a It
uow stands, mi Imue of great concern
confronts the people of the state, Inas
much a it la apparent that the bank
Ing Interests of Oregon are making a
desperate effort to secure control of the
public funds. What ia the meaning of
thin? Have the batiks advance In
formation of a coming money strin
gency? If this is the situation then It
Is possible to understand why the
bankers' "inner circle" Is beudlng
every sinew to land one of their num
ber In ttie Slate Treasurers office.
The money under the care of the
State Treasurer, Including the public
school fuud, ia au immense sum. If
it cau be used, in time of a money
panic to bolster up bauks tottering on
the verge of htukruptcy, the bankers
may uow will expend a handsome for
tune to get control of the state money.
This is good enongh for the hanks but
how about Imperiling the hard earned
contribution of every taxpayer to the
ruuning expenses of the state as well
as the public school fuud?
There is auother side to it. The Sec
retary of State is very likely to be a
Salem banker. Should we have a
bauker for Secretary of State and a
bauker for State Treasurer, thro two
would absolutely control the loaning
of the state school fund. This fuud is
loaned on mortgage, at the rate of 6
perceut and secured by hundreds of
farms In every county of the state.
Should the fund, Instead of being
loaued out as it comes in, be kept iu
the state treasury, interest on money
would advance two or three per cent.
Then would come the bankers' harvest
aud the borrowers trouble. As men
who lived through the panic of ten
years ago know well a high rate of In
terest with brokerage added means the
suction block for many and mauy a
farm. Now is the time to be wide
awake keep the school fund away
from bank manipulation. It is the
balance wheel that regulates the interest
rute in the state. We do business on
the credit system and dear money for
the borrower and hard times for all of
up, except bankers and brokers in
trenched behind a large reserve fund,
walk hand in hand. Would the
bankers and brokers like to keep the
tterceut sclmol money loaned out or
would they perfer to huve It hoarded
up and deposit It with favorite banking

The united effort of the bankers
seems to be to defeat Judge Ryan and
to laud some one of their number iu
the State Treasurer's office. Iloyt of
Portland, is a banker; Carter, of Ash
land, is a banker; Atkin, of Huntington
ta hanker. But the ereat mass of
voters of the state of Oregon are "ot
bankers and every vote cast in the
April primary Is goinst to count in this
struggle. The vote for nomination of
Kmi Treasurer should l cast with a

Must Send Out Wank "A"
Salem, Ore., March 13. Attorney-General Craw
ford in an opinion rendered yesterday on an inquiry
from County Clerk Roland, of Marion, says that
County Clerks must send out blank "A" with the
ballot boxes for the primary election. Blank "A" is
used for swearing in voters at a general election who
have failed to register.
It was supposed until lately that an elector who
had failed to register before the registration books
closed for the primary election could not vote. The
Attorney-General holds that the section of the general
election law which allows an elector to "swear in"
his vote with the assistance of six freeholders applies
also to the primary election.

Primaries Unless Registered as
Republicans and Democrats
Salem Ore., March 29. Attorney-General Crawford
handed down an opinion yesterday to the effect that
no one can vote at the primary election who is not
registered either as a Republican or Democrat. The
Socialists and Prohibitionists would be entitled to vote
for their ow n party nominees, provided they hid ca!t
votes enough at the last election to entitle inctn to
participate in the election. As tl ere ure but two
tickets in the field, Republican and Democrat, it is the
postive opinion of Mr. Crawford that the judges of the
primary election have no discretion in the matter, and
unless a voter is duly registered as a member of one or
the other of these two parties theyjeanuot allow him
to vote.
Under the law it is a misdemeanor for a man even
to offer to vote unless he is entitled to cast a ballot.
