Report of Grand Jury May
Term, 1905.
n the Circuit Court for the Bute of
Oregon, for Columbia county:
We tho urand jurors chosen for the
May term of the Circuit Court of Col
umbia county, beg leave to submit for
the consideration .of your honor, this
our final report:
We have carefully , investigated all
charges of crime which have been
brought to our attention, and being
cartful to hear all testimony for and
against the accused, and bearing in
mind the injunction' to indict no per
sou of whose guilt there was a reasona
ble doubt, we have returned uo in
dictments. We do find, however, that the mu
nicipal ollkers of some of the incorpora
ted towns in Columbia county are en
tirely too lax in the enforcement of the
local police regulations for the govern
ment of saloons, and for the suppres
ion of vice, which conduct, on the part
of said officers, compells the grand jury
to Investigate charges which ought to
be tried in tho local municipal courts
uuder city ordinances. While we- are
advised that the tuid officers of said
towns are name to uia'ctment lor a
failure to proiwrly enforce such . laws
we have decided to vrive them the bene
fit of the doubt as to their intent, which
exists in our minds at the present t!mer
and let this be a warning to them to
maintain discipline in local affairs. .
We recommeud to tl.etn that, the
licenses of all saloons which persist in
the violation of the laws, be revoked.
We heartily recommend the county
judge and commissioners in their efforts
to collect a crcdituhle exhibit of the
products and resources of Columbia
county for tho Lowis and Clark Ex
position, and our investigation of .the
work already done, and that contem-1
plated by the said county rourt and the
superintendent in charge of the Colum
bia County Exhibit, convinces us that
the appropriation made by the county
for such pnrpoEe. nas been economical
ly expended, and that a splendid ex
hibit is being prepared,, all of which
will be of inestimable benefit and a
great credit to our county.
Wt have made such investigation of
county affairs as our limited t'me will
p 'rnv.t, and find that the books and ac
counts of the various county efficera
have not been exported for j ears. This
we deem an injustice to the officers of
the county and we therefore recommend
the county court that experts be em
ployed to make an examination ot the

books and account of the treasurer.
clerk, sheriff, past and present, aud
such other officer and for such period as
the county court shall determine, and
that hereafter said books te experted at
least once a j-ear. We believe a rea
sonable expenditure of money' for such
purpose a good investment.
We are glad to note that our county,
among a very few in Oregon, is on a
csh basis and in a very prosperous
condition, and in order that such con
dition may continue, we advise the
strictest inquiry Into all bills and ac
ounts presented to the county, recom
mending that the county court allow no
bill, and approve no report which is not
carefully itemized in every particular.
This suggestion applies to the county
officers as well aa all employes.
Wo have examined . the court hou
and jail and 'comment on them is on
necessary.' ; ' (
