ippines is a hoi, wild country
the only sizeable overseas
colony the United States ever
had where politics, poverty
and potential promise underlie
almost everything.
It is perhaps the best-educated
country in Southeast Asia.
Filipinos have a flair for the
artistic, for hospitality and
sometimes for violent emotion
al reactions.
With its Spanish-American co
lonial background, this island
nation of 30 million people is
unlike anything else in Asia. In
dependent since July 4, 11)46,
the Philippines has some of the
characteristics of a South
American country.
There is fabulous wealth, con
trolled in the main by old Span
ish families, by a few Ameri
cans and by the commercially
adroit Chinese who are so good

Of Malay Slock
The Filipinos are of Malay
slock, with a mixture of Span
ish and Chinese. The main lan
guage is Tagalog, a Malay
tongue. But most literate Filip
inos speak English, and many
speak Spunish as well.

Philippines has a bad reputa
tion, not necessarily deserved.

About 6,000 of the islands are
less than one square mile in
size. Tne climate is tropical
hot and humid and temper
atures range between 70 and 02

the year.
From Juno until September,
typhoons roar up out of the
western Pacific heading toward
the Asian mainland. They often
create havoc and cause crop
damage as they pass through
the Philippines. Kainfall is abun
dant six months of the year,
and Manila gets up to 100 inch
es annually.
The soil is rich. The Philip
pines is the world s largest
copra producer. Other chief ex
ports are - sugar, lumber and
iron ore. Mice, which the nation
sometimes has to import, is the
staple food.
Corruption Widespread
The "fix" Is available all
over the Philippines, the graft-
lighling tactics of President
Uiosdadn Macapagal notwith
standing. It is perhaps most
palhctic among some union lead
ers who have enriched them
selves at (he expense of Ihe
workers by accepting bribe mon
ey from employers.
All politicians in Ihe Philip
pines aren't dishonest, but neith
er are (hey all honost. Some
pay lillle or no income taxes
although in Ihe house of repre
sentatives they have voted them
selves fabulous amounts if "dis
cretionary funds" which moke
thorn among Ihe highest-paid in
the world.
The bureau of internal rcve-1
nue also is subjected to the
temptations of corruption. The :
government loses countless mil- j
lions in .revenue because it is j
unable to enforce its lax laws
adequately. j

Unquestionably, the Philip
pines has its problems, but it
still has managed an annual
economic growth rale ot 6 per
cent over the last decade. As
a U.S. weekly news magazine
commented recently, the Philip
pines seems hopeless compared
wilh Ihe United Stales or Eu
rope, but if you happen lo come
from Indonesia or India il does
n't seem nearly so bad. And
President Macapagal has start
ed a promising five-year socio
economic program.
If the nation has a single
overriding problem il is a lack
of respect for law and order.
