school fanance in Oregon has
been prepared by Thomas Rig

Oregon School Boards Associa
tion. The history appears in the
current issue of the Oregon
Study Council Bulletin, publish
ed monthly by the University of
Oregon School of Education.
There have been three dis
tinct periods in the financing of
public elementary and secon
dary education in Oregon, Rig
by points out.
During the first of these, from
territorial days to 1!)20, almost
all school funds were provided
from local property taxes. At
first, the major responsibility
for providing funds fell upon the
counties rather than the local
school districts, and it was not
until 1908 that local district
taxes became the largest source
of school revenue.
Assumes Responsibility
During the second period,
from 1920 to 1942. the state as
sumed responsibility for fur
nishing a portion of school reve
nue by the imposition of a state
property tax for elementary
school purposes. During the
third period, 1942 to the present,
the state has provided for school
support from state - collected,
non-property taxes.
Federal support for local edu
cation came on the scene fairly
early, accoring to Rigby. In
BOB, the federal government
made provision for payment of
a portion of the receipts from
national forest lands to the I
states for the benefit of public
roads and schools in the coun
ties in which the forest lands
were located.
In addition, in 1917, the Con
gress enacted the National Vo
cational Education Act to pro
mote education in agriculture,
trades, industries, and home
economics on the basis of j

week, the local station announc
ed. This Christmas presentation
will start at 10 o'clock Ihis

has announced a planned rate
increase for the Corvallis-Albany
area which would go into effect
next year. Residential monthly
rates would go un 25 cents for
a one-party line for a total of
$6.25 a month Two-party resi
dential lines would go up 20
cents and others 15 cents
Business phones would in
crease $2.25 a month for a one-
party line for a total of $15.75,
