District Requests
City's Assistance
To Correct Trouble
The Rogue River Valley Irri
gation District has requested
the City of Medford to cooperate
In correcting a flood problem
along the Hopkins Canal from
the Grandview area to McAn
drews bridge.
In a letter directed to City
Manager Robert Duff, the dis
trict argued that the city is re
sponsible for work, material,
and costs needed to correct the
problem.
The area was in a flood stage
last Dec. 2 and inflicted minor
damage to a nearby residence.
The proposed project includes
construction of a supplemental
spillway at McAndrews Road
and Bear Creek, and building up
the bank along the north side of
Hopkins Canal east of Biddle
Road.
It includes increasing the ca
pacity of crossing under the
ditch on the south side of Grand
Avenue, and building the bank
near the Johnson Street bridge.
Installation of a 15-inch cul
vert under the ditch at Roberts
Road to take street water out of
the canal also is requested.
The letter stated in part: "The
irrigation district feels that its
basic responsibility is to main
tain the Hopkins Canal to proper
standards as an irrigation facil
ity and that the district is not
obligated to provide additional
facilities to handle flood and
storm water brought on by im
provements In the City of Med
ford." The letter suggested that the
City of Medford work with the
district in sharing financial,
equipment rental, and man
power. Medford City Attorney William
Mansfield and Public Works Di
rector Vernon Thorpe met with
two representatives of the dis
trict last week to discuss the
problem. The cost of the project
has not been determined.

Water Resources
Biii is Sent To
Full Committee
A bill that will help solve the
water problems in the Fourth
District was sent to the House
Interior and Insular Affairs
Committee last week, Congress
man Kobert B. Duncan (D-Ore.)
has announced.
The Water Resources Re
search Act of 1964, one of the
three most important conserva
tion bills before the House this
session, was reported from an
executive session Thursday, and
was sent to uie full Interior
Committee for its earliest consideration.
"This bill will be of particular
help to the Fourth District,"
Duncan said. "In Southwestern
Oregon only 137,041 acres of
farm land out of a total farm
area of 2,437,479 acres is cur
rently able to be irrigated. We
also have a continuing problem
of water pollution." he added.
Duncan said he had lone been
worried about the future supply
of fresh water in the entire
state. "Oregonians tend to take
their water supply for granted.
We can no longer afford to do
this as it is becoming more
scarce and more polluted by the
day, he said.
Would Finance Research

provide up to $950,000 for each
state over the next 10 years to
finance a research center to
conduct investigations, experi
ments and the training of scien
tists in the fields of water and

other bills to the Floor this session.

Three Parcels of
limber Sold by BLM
Three parcels of timber were
sold at oral auction by the Med
ford district, Bureau of Land
Management, Thursday.
A salvage sale of 80,000 board
feet on the West Fork Evans
Creek appraised at $2,183.15 was
awarded to George Williams of
Talent, who submitted a high
big of $2,350.35. Timber Prod
ucts Co. was the unsuccessful
bidder.
Cabax Mills of Garnts Pass
was high bidder on a parcel of
timber in Josephine County con
taining 7,813,000 board feet.
Douglas-fir brought a price of
$34.05 per thousand. The ap
praised price was $200,508.50.
The total bid price $256,605.35.
H. and W. Lumber Co. was
the second bidder.
The third parcel of timber,
also in Josephine County, con
taining 4,300,000 board feet and
appraised at $106,533.80 was
purchased by Bate Plywood Co.
Inc., Merlin, for $114,181.80.
Cabax Mills was the only other
bidder.
The next regular district tim
ber sale will be held Jan. 9 at
the BLM Warehouse area,
Armory Drive, Medford, at
which time six parcels of tim
ber will be offered.

Mrs. Spencer was arrested
Saturday, Dec. 7, by Jackson
