Exclusion From
National Dispute
Refused by Board
CLEVELAND (UPI) - The
Brotherhood of Locomotive En
gineers (BLE) and the Union
Railroad reached agreement
Thursday on full attrition for
firemen.
Spokesmen for the union said
the attrition agreement was
negotiated rapidly because of a
decision by a federal judge pre
venting a federal arbitration
board from interfering with the
U.S. Steel-owned railroad and
its 600 BLE - represented em
ployes. The decision signed in Wash
ington Thursday by Judge Al
exander Holtzoff was directed
at the arbitration board ap
pointed to settle the railroad
work rules dispute on a nation
al level.
The board refused to exclude
the Union Railroad from the
national dispute, and Thurs
day's court decision was in the
first of a series of legal chal
lenges by the BLE and other
operating brotherhoods directed
at testing the validity of the
award by the board late last
month.
Under the agreement reached
Thursday between the BLE and
the Union Railroad, limited pro
visions were made for operat
ing some locomotives without
firemen-helpers. It also provid
ed a five-year moratorium on
further rules changes involving
firemen-helpers.
Under the attrition agree
ment, firemen's jobs will be va
cated only by death, retire
ment, resignation or promotion.
Engineers required to work
without firemen will receive $3
per day above their basic daily
rates.
Also included in the agree
ment was withdrawal by the
BLE of wage demands served
in August. The BLE took an op
tion to receive the United Steel
workers Union wage provisions
or to serve new pay demands
after April 1.
Saturn S-l Rocket Booster
Accepted by Space Agency
NEW ORLEANS (UPI)-The
first industry-built Saturn S-l
rocket booster, earth-bound now
but soon to be thundering into
the dark depths of space, goes
to the federal space agency to
day. The Chrysler-made booster,
built at a plant that used to
make engines for tanks, will be
used in Project Apollo, Amer
ica's project to put a man on
the moon.
Rocket expert Dr. Wernher
Von Braun, director of the
Huntsville, Ala. Marshall Space
Center, was named to accept
the booster for the National
Aeronautics and Space Admin
istration (NASA) from Chrysler
President Lynn A. Townsend in
the ceremony.
The 82-foot, giant missile will
be floated on a huge barge to
Huntsville, where it will undergo
static testing.
After the tests, it will be re-i
turned to the Michoud plant, j
where its static test instrumen
lation will be removed and :
launch instrumentation in
stalled. When the booster is fitted out,
it will be carried by barge to
Cape Kennedy for its space
baptism.
The huge rocket, which looks
like a huge cigar with a frayed
end, gets its power from a
cluster of eight Rocketdyne H-l
engines, each producing 188,000
pounds of thrust.
