Thumpless Roads
Now Under Test
AUSTIN, Tex. (UPI)-Eighteen
states are now trying out thump
less roads new, super
smooth highways that eliminate
the "double thumps" for motor
ists and minimize highway
maintenance costs.
Called CRCP for "continously
reinforced concrete pavement,"
the new jointless roadway is
made by placing overlapping
high-strength steel reinforcing
bars about mid-depth in the
concrete.
The number of miles of CRCP
road in the United States has
almost doubled annually for the
last three years and, as of
October, 1,237 miles were in use
or under contract.
A CRCP highway permits use
of a slightly thinner pavement
slab than needed for a conven
tional jointed highway, accord
ing to D. C. Greer, highway
engineer of the Texas Highway
Department, a leader in CRCP
use. Experience in Texas indi
cates the new method increases
pavement life and reduces main
tenance, Greer says.
Because the concrete is held in
a grip of steel throughout its
length, these new roads don't
need the contraction-expansion
joints found in conventional co
crete roads. It is these joints
that cause the annoying
"thumps" in conventional con
crete pavement.
These joints enlarge in the
winter, due to contraction of the
concrete and they must sub
sequently be filled in with as
phalt. In summer when the
pavement expands, the asphalt
may be forced out, creating
bumps. The "double thumps"
result when a car's front and
rear wheels pass rapidly over
the bumps.

diana, Illinois, New Jersey, Cali
fornia, Texas, Pennsylvania,
Michigan, Maryland, Mississippi
Maine, Wisconsin, North Dakota
Connecticut, Iowa, Oregon, South
Dakota, Minnesota and Rhode
Island. More are under design
in Illinois, Michigan, Mississip
pi, Texas, Wisconsin, North Da
kota, Virginia and Ohio.
Former Convict
Given Probation
PORTLAND (UPI) -An ex
convict now paralyzed as a re
sult of a gunshot wound re
ceived five years on probation
Monday after he pleaded guilty
to assault w 1 1 h a dangerous
weapon.
Gilbert Layman, 27, of Port
land originally was charged
with assault with intent to kill
after he tried to shoot two Port
land detectives who were taking
him to jail in a patrol car.
The car crashed, injuring Sgt.
Donald Chapin, and Layman be
came paralyzed after he was
shot in 4he ensuing struggle for
the gun.
An additional charge of being
an ex-convict in possession of
firearms was dismissed.

Nixon's Availability May Be Tested in Oregon's Primary

SALEM, Ore. (UPI)-Richard
Nixon's availability for the 1964
Republican presidential nomina
tion may be put to the test in
Oregon.
The former vice president
probably will be listed on the
Oregon presidential primary
ballot.
The possibility adds spice to
the politically important Oregon
election and could have im
pact on New Hampshire's first-in-the-nation
primary.
Under Oregon's unique elec
tion law, the Secretary of State
lists whoever he finds "general
ly advocated in national news
media" on the presidential pri
mary ballot.
Added Zest
The Secretary of State doesn't
ask the prospective candidate if
he wants to be listed, and the
candidate has but 72 hours in
which to file an affidavit de
claring he "is not and does not
intend to become" a candidate.
Adding zest to the Oregon
primary list is the fact it will
be announced March 6, just
four days before the New
Hampshire primary.
Sergeant Defects
To East Germany
BERLIN (UPI)-A U.S. Ar
my sergeant has defected to
Communist East Germany and
asked for political asylum, the
East German news agency
ADN said Tuesday.
The official Communist agen
cy identified the sergeant as
James Carl Moore of the U.S.
Third Armored Division at
Gelnhausen, near Frankfurt in
West Germany.
At Heidelberg, a U.S. Army
spokesman said the ADN report
was being investigated. The
spokesman said he knew of no
such defection.
Disavowal statements must
be filed by March 9 the day
before the New Hampshire
vote.
Oregon Secretary of State
Howell Appling Jr., a Republi
can, isn't saying who's going to
be on the list.
But it seems certain that Nix
on, New York Gov. Nelson
Rockefeller, and Arizona Sen.
Barry Goldwater will top the
list.
Nixon, who missed the White
House in 1960 by only 119,000
votes, won the Oregon primary,
and carried the state in the
general election.
At the Western Republican
Conference, held in Oregon last
month (Oct. 10-13), both Gold
water and Rockefeller said they
thought Nixon was a contender
for the GOP nomination.
Hatfield Out
Oregon's Gov. Mark Hatfield,
mentioned both as a GOP vice
presidential hopeful and presi
dential dark horse, says he will
not allow his name to be placed
on the Oregon primary ballot.
Hatfield expects to be a dele
gate to the national convention.
In Oregon, delegates are elect
ed and required to back the
winner of the state's primary.
Hatfield used the Western Re
publican Conference as a plat
form to invite all GOP hopefuls
to enter the May 15 Oregon pri
mary "to try the track for
time and distance."
He said "any candidate who
is successful in Oregon gains
additional momentum to carry
him into the California primary
a few weeks later and into the
convention itself."
Hatfield is following a policy
of neutrality.
Because he is required to
back the Oregon primary win
ner, the bigger field, the strong
er Hatfield's position becomes.
And having Nixon In the Ore
gon race could solve Hatfield's
dilemma the Oregon primary
could reveal whether the for
mer vice president still has vot
er appeal.
It was Hatfield who nominal-
ed Nixon at the 1960 GOP na
tional convention.
