Labor Department
Reports Increase
Of Unemployment
' WASHINGTON (UPI) - The
Labor Department has reported
that unemployment climbed
by about twice the expected
amount in November to 3,936,
000. The increase of 483,000 in the
jobless ranks came as total em
ployment fell by 566,000 to 69,
325,000. The key seasonally adjusted
unemployment rate climbed
from 5.5 per cent to 5.9 per
cent of the labor force last
month. Department officials,
however, said part of this in
crease was inflated because of
statistical deficiencies in their
estimates.
Colder Weather
The jobless rate rose to the
highest level since last May as
construction jobs and other
outdoor projects laid off work
ers with the coming of colder
weather. The department also
reported an increase in the
number of teen-agers who could
not find part-time jobs.
A spokesman for the Labor
Department said the employ
ment situation showed basically
no change and was "reasonably
strong." The number of jobs in
nonfarm category climbed by
1.4 million over the year.
Unemployment, expected to
rise by about 220,000 in Novem
ber, climbed by more than dou
ble that amount. Joblessness
was higher across the board for
men, women, and 'een-agers.
Morse To Fight
Aid Compromise
WASHINGTON (UPI) - Sen.
Wayne L. Morse said Saturday
he will fight the compromise
S3.6 billion House-Senate foreign
aid bill because "it does not
make the reforms that the
American taxpayer is entitled
to."

The Oregon Democrat, who
waged a three week fight
against the Senate version of the
aid authorization measure, told
newsmen the bill allows "the
same old inefficiency, waste and
corruption."
"I will oppose it and will vole
against it," he said. But he
would not indicate whether he
would make an all-out fight that
could delay final Senate ap
, proval.
The compromise was worked
out by a Senate-House confer
ence committee to reconcile dif
ferences between the versions
passed by the two chambers.
It authorizes another year of
economic, military and technical
aid overseas. The $3.6 billion
total is almost $1 billion less
than the late President Kennedy
asked. The House voted $3.5 bil
lion and the Senate $3.7 billion
on the initial go-round.
