was a time when all a man
needed to get into the spy game
was a hollowed - out bootheel
and the nerve of a door-to-door
salesman.
. But the cold war is producing
a new breed ol cloak-and-dag
ger man one who puts his
faith in a slide rule, a high
speed digital computer and a
guaranteed government pen
sion
In the United States, the fin
ishing school for these "egg
head spies is the National Se
curity Agency (NSA), a super
secret organization tucked away
on a nearly 1,000-acre slice of
Ft. Meade, Md., some 20 miles
from Washington.
. Inside the walls of a huge,
well-guarded building, is one of
the best collections of engi
neers, physicists and mathema
ticians the government can
muster.
' How many there are, what
they do, and how they do it is
a government secret. For the
record' officials usually admit
only that the agency is under
the Defense Department; that
its boss is Air Force M. Gen.
Gordon A. Blake, and its proj
ects are top secret,
Others put it more vividly:

tronic espionage.
Ungentlemanly Occupation
It was not so long ago that
this sort of work was consid
ered to be an ungentlemanly
peacetime occupation. In 1925,
incoming Secretary of State
Frank B. Kellogg was amazed
to learn the State Department
had a code-breaking section.
He promptly closed down the
so-called "black chamber" and
found new jobs for its staff.
But things are different in the
era of the cold war. To work
its "seldom seen array of in
strumentation" and to read and
write obscure languages, NSA
goes to the college campus for
its manpower.
Despite a distinct competitive
disadvantage in trying to match
industry offered salaries, NSA
makes no attempt to play up
the glamorous angle of its Job.
Instead, a would-be counter

employment in a building

escalators, nine snack bars, and
a modern cafeteria."
Despite its fetish for secrecy,
most of what the public knows
about NSA came from the un
reliable mouths of two code
clerks who defected to Russia
in August of 1960. j
They were William n. Martin
and Bernon F. Mitchell, admit
ted Communist sympathizers
and accused sexual deviates.
Gave Their Version
In a Russian-staged propa
ganda show, Martin and Mitch
ell held a news conference in
Moscow and gave the world
their version of what NSA does.
According to them, the Unit
ed States deliberately sends
planes along Russia's borders
to trigger radar devices. While
the Russians are monitoring the
planes, American - controlled
ground stations tune in on their
frequencies. The information
collected by the ground stations
is then sent to NSA where
analyists break the communica
tions code system used by the
Russians, the two defectors
said.
According to them, this court'
try reads the coded messages
of more than 40 nations.
When Mitchell and Martin
chose the way of the turncoat,
NSA got what it wants least-publicity.
In Congress two investiga
tions were opened, one by a
House armed services subcom
mittee and another by the Com'
mittee on Un-American Activi
ties.
However' the lawmakers ad
mitted that NSA's function was
"so highly classified" that they
did not attempt to "learn tne
products of this agency."

Check Financing
First, financing should be
checked. Because seven out of
ten people borrow money for
car purchases, it is likely that
you will be making some financ

money to borrow, an interest
rate or finance charge is added
to the borrowed sum.
