Current joke around Washington
is that Defense Secretary Rob
ert McNamara feats Joe Camp
bell more than he does Nikita
Khrushchev.
Campbell does not carry a
gun, has no authority to arrest
or prosecute anybody and
spends most of his time add
ing' subtracting and multiplying
figures. He is the comptroller
general of the United States and
bead of the General Accounting
Office (GAO).
Even if he were inclined to do
so, the President could not
fire Campbell. The only way he
can be removed from office is
by congressional resolution or
impeachment.
, More than any other person
m the federal structure, camp-
bell is the watchdog of your tax
dollar, and when he barks, an
alarm of anxiety and fear runs
like a chill through the execu
tive branch of the government.
He has caught the federal de
partments and agencies in all
sorts of monkey business.
Builds Clover Leaf
. In Nevada the federal
bureau of public roads spent
$384,000 to build a clover leaf
on an interstate highway in a
desolate rural section occupied
by four small ranches. The GAO
investigation turned up the fact
that the highway work also
would make a house of prosti
tution more accessible to trav
elers. The joke about McNamara
and Campbell stems from the
fact that the Defense Depart
ment gets more attention from
the GAO than any other federal
unit. Not because it is less effi
cient than many other depart
ments and agencies, but be
cause it spends the most money

The result is that Campbell
and his men constantly are
turning up such odd pieces of
information as these:
The Army spent $9.4 mil
lion for 135 fire trucks designed
in nut nut fires caused bv the
malfunction of missiles. It never
occurred to anybody to test the
trucks before buying them but
somebody got around to it after
the purchase. The test disclosed
that the trucks would not put out
missile fires in their initial
stapes. In fact, it is almost im
nnssibln to control a missile

Christmas Bureau
To Open on Monday
At Local RC Office
The Jackson County Inter
Community Council has an
nounced that its annual Christ
mas Bureau for the coordination
of Christmas giving, handled
through the Red Cross office,
will open Monday, Dec. 2.
Purpose of the Christmas
Bureau is to accept applications
for Christmas baskets and co
ordinate the efforts of the com
munity to see that the needs of
all families in the county are
met during the Christmas sea
son and to help eliminate dupli
cation of services.
Names of individuals or fam
ilies in need of assistance during
the holiday season ahead are
being accepted by the Bureau at
this time. These names may be
called in by church and civic
organizations, as well as from
public welfare offices and indi
viduals. Participate In Program
Almost every organization in
the valley participates in some
form of Christmas giving pro
gram and by channeling their
efforts through the Bureau they
can be more effective and better
able to meet the need, the coun
cil noted.
Medford firemen are currently
engaged in toy collection, repair
and restoration. The toys will be
distributed to children shortly
before Christmas by the Sal
vation Army with the help of
several local organizations
which will provide volunteers to
man the distribution center.
The Junior Red Cross will col
lect food through Uie schools,
and this will be turned over to
the Salvation Army to help fill
baskets which they prepare an
nually. Members of the Elks
Lodge help pack and distribute
baskets for the Salvation Army
and provide financial support for
the basket giving program.
Arrange Parties
Other organizations dress
dolls, arrange parties for needy
children during the holidays and
pack and distribute baskets.
Under the Intor-Communily
Council Christmas Bureau, all
organizations making plans for
holiday giving clear their pro
gram through the one office.
If residents know of a needy
family they are asked to call
the Red Cross office. Also, If an
organization or individual wishes
to lake care of a family basket
this Christmas, the Bureau will
supply the name of a needy fam
ily. If a family has been select
ed, the Bureau should be In
formed to avoid duplication.
Red Cross volunteers will be
manning the Christmas Bureau
to accept names, screen appli
cations and provide information
to individuals and organizations.

cheaper transportation for less
than $1 million. One item was
empty tool boxes worth $10 each
which were flown to Korea at a
charge of $40 each. Chemicals
costing $15 a gallon were flown
to Japan where they could be
purchased on the open market
for 75 cents a gallon.
Supplies purchased by the
Weather Bureau were delivered
to a storeroom where they were
inspected and counted. Then
they were moved to another
storeroom two miles away
where they were counted and
inspected again. Finally they
were moved back to the original
storeroom and counted again.
Nothing is too small in the
federal government to interest
Campbell and the GAO men.
The other day they turned up
evidence that 60 Washington
Post Office employes had been
driving taxicabs when they
were supposed to be on duty.
Most of the men reported they
were sick and had to go on
paid leave and then hustled out
and worked as cab drivers.
Campbell probably has the
most secure job in the federal
government. As was noted, he
cannot be removed except by
action of Congress and his term
is for 15 years. He cannot be
re-appointed, so there is no
temptation to butter people up
in the hope of keeping the job
indefinitely..
The office of Comptroller Gen
eral was created by Congress in
1921 and is, in effect, an arm
of the legislative branch of the
government. As such, he cannot
investigate the activities of the
Congress, but there are few
other areas over which he does
not have authority. Two of them
are the Central Intelligence
Agency, which opens its books
to nobody, and the $50,000 year
ly expense account received by
the President.
The GAO never has a deficit.
Last year it saved the federal
government about $162.8 mil
lion. It saves $4 for every one
it spends.
Campbell has a staff of about
4,800, including 2,000 profession
al accountants and auditors and
365 attorneys and legal techni
cians. Congressional committees
constantly are calling on Camp
bell for assistance in their inves
tigations, and the other day he
got an appeal for help from
the Senate Committee investi
gating the tangled affairs of
Bobby Baker, former Demo
cratic Secretary to the Senate.
Campbell immediately detach
ed Lorin H. Drennan and Ed
ward T. Hugler, two of his best
men, from their regular jobs
and assigned them to the Sen
ate Committee for the duration
of the investigation. It is doubt
ful if the names of Drennan and
Hugler will be mentioned in the
course of the inquiry. The sena
tors on the committee will ask
the questions, make the
speeches and get their pictures
in the papers. Drennan and
Hugler will do the work.
