Brown Says Kennedy's Death
'Further Sacrifice to Peace'

SACRAMENTO, Calif. (UPI)
Gov. Edmund G. Brown, his
eyes filled with tears, said Fri
day that President Kennedy's
death was "a further sacrifice
that this man has made to
peace and understanding in the
world."
"One of the great American
presidents has died," he said.
Brown sobbed as he prefaced
a short statement, and said he
hoped President Kennedy's "sac
rifice may bring about a lesson
ing of some of the hatreds, not
only in our own country but in
the world."
The governor held a news con
ference in his council chamber
at noon in response to news
men's requests for a statement
on the assassination of the Pres
ident. Offering his personal condol
ences, the governor said he
hoped everyone in California
would offer a prayer. He asked
everyone to go home and can
celed his own appointments for
the rest of the day.
"I don't think it would be fit
ting for any work to be done
today," Brown said. '
Brown was sitting at his
Capitol desk when he heard the
first news of President Ken
nedy's assassination.
Jack Burby, his news secre
tary, tore the news from the
teletype machines of the two
major news agencies installed in
a room nearby.
Brown immediately jumped to
his feet, ran to the room con
taining the machines and read
subsequent reports himself for
the next five minutes.
Burby said the governor then
returned to his office, where he
remained in seclusion under
"deep shock."
Brown's first words were
"Oh, my God."
Later, Burby went into the
governor's office at the request
of newsmen and brought out this
message:
"Just tell them I'm praying."
Within minutes after the first
report, crowds began to gather
at the United Press Internation
al office on the second floor of
the Capitol Building.
"Is it true?" was invariably
their first question.
They stood near the bank of
teletype machines, . not really
believing what they saw. They
saw hope for the President's
lite in every line of copy.
Legislators Shocked ,
Among the first to arrive in
the UPI offce was Assembly
man Charles J. Conrad, R-Sher-man
Oaks, the lower chamber
minority floor leader. He was
visibly shocked.
Lonrad was made up for a
part in a television pilot film be
ing filmed in the Assembly
chamber. He had a handkerchief
around his neck to keep the
makeup off his collar.
"They play rough in Texas,"
he mumbled.
Assembly Speaker Jesse M.
Unruh, D-Inglewood, was at his
home. He had just returned
from a trip to the Far East for
the federal State Department.
His voice shaking with emo
tion Unruh told UPI over the
telephone "I just can't believe
it. I can't talk. I only met Tex
as Gov.- John Connally last
week at a football game."
Douglas Baker, executive sec
retary to Lt. Gov. Glenn M. An
derson, was in the UPI office
when the first flash came. He
dashed down the hall to Ander
son's office.
Anderson Issued a statement
saying, "The fact that our Pres
ident would be shot is perhaps
the greatest tragedy of our life
time. It is a deep personal
shock to me. His death stuns
not only our own country but
tne entire world as well.
School Budget Procedure May
Be More Complicated by Law
The already complicated
school district budget forms and
procedure will be even more
complicated because of the re
vised school budget law, House
Bill 1229, according to County
School Supt. Alf B. Mekvold.
Mekvold presented a sum
mary of the new budget law and
new budget forms to a meeting
of the Jackson County School
Superintendents' Associ a t i o n
last week.
The summary was made after
considerable detailed study of
the new law and conferences
with officials of the state de:
partment of education and the
state tax commission. It is not
yet complete, Mekvold explain

One of the new major changes
is designation of a budget of
ficer, now required in each
school district.
The budget officer is designat
ed by the school board, and will
supervise the preparation of the
budget document. He may be
the superintendent, a certified
public accountant, the clerk, or
someone on the staff. The offi
cer will be directly responsible
to the district superintendent.
Currently, the superintendent
has been considered the budget
officer, Mekvold said.
The new budget forms require
that "estimates of expenditures
shall be prepared by funds and
itemized for personal serv
ices, materials and services,
and capital outlay."
Another section in the law
provides not only for one emer
gency fund, or "general operat
ing contingency fund" for the

observed: "the Navy still
gives you a certificate if you
cross the equator or 180th
meridian by ship. That's the
real way to do it."

ficer or superintendent and shall
be delivered with the budget
document at the first public
meeting.
Explain Budget
The message shall explain the
budget document, outline pro
posed financial policies, des
scribe the important budget fea
tures, explain significant
changes in appropriations and
receipts, and explain major
changes in financial policies.
Also, a preliminary public
meeting or hearing is required
when the budget message is de
livered and the budget docu
ment is submitted by the budget
officer. The budget officer must
nublish a notice in a newspaper
of general circulation at least
eight days prior to me meeting.
A second meeting of the budg
et committee must be held not
less than 10 days after the first
meeting. Then any person pres
ent mav give his views on any
of the budget proposals or pro
nose additions or deletions ot
proposed programs.
