Southern Coalition
Still Under Way
Despite Grumbling

WASHINGTON (UPI) - The
political marriage of conveni
ence known as the Republican
southern Democratic coalition
has not been put asunder, de
spite some public grumbling by
a member of the wedding.
Reports suggesting there may
be a crack in the intormai, oi
partisan alliance of congression
al conservatives arose from a
speech last week by Sen. Rich
ard B. Russell, D-Ga.

Thrifty Hits
Dixie congressmen have had
frequent occasion in the past to
make common cause with
Republicans to oppose liberal
programs.
The Georgia
heaped ridicule on House Re
publican Leader Charles A. Hal
leek, Ind., for helping President
Kennedy extract a compromise
civil rights bill from the House
Judiciary committee.
In what could be construed as
a veiled "turncoat" charge,
Russell pictured Hallcck as
"adorned in the leather shirt
and tasselcd moccasins of the
New Frontier."
Deft Political Punch
Was this notice to Halleck
that the North-South honeymoon
was over? Perhaps, but some
observers interpreted it as
strictly for the consumption of
southern Democrats. Combining
a familiar object of south
ern distaste civil rights leg
islation with a new and omi
nous political threat the Re
publican party it was a deft
and probably elfcctive political
one-two-punch.
The threat posed to southern
Democrats by the GOP was
pointed up by an exultant tele
gram sent Wednesday by Rep.
Edward J. Gurney, R-Fla., to
Florida state Rep. Thomas
Slade, who had announced his
switch from the Democratic to
Republican parties.
"More and more conservative
southern Democrats are realiz
ing the Republican party repre
sents their principles better
than the Democratic party,"
Gurney said. "I hope your
move will motivate other Dem
ocratic office holders in Flori
da and the South to make this
logical change to the Re
publican ranks."
Never Existed
In any case, the Russell
speech could not signal the end
of Republican-southern Demo
cratic cooperation on civil
rights because it never really
existed in that field.
The coalition has operated
successfully in opposition to
many spending and social wel
fare proposals but it has been
the South against the field when
civil rights was the issue.
It is true that some conserva
tive Republican senators have
voted with the South against at
tempts to shut oft debate, but
so have some western Demo
crats. When the showdown votes
on civil rights were counted in
11)57 and I960, Republicans in
both House and Senate were
much closer to united support
ol the bills than the Democrats
In other fields, there is rea
son to believe that the coalition
actually is stronger today than
it was two years ago. The hev-
day of the North-South coalition
was in the last years of the Ei
senhower administration, when
the conservatives stood fast
against the efforts of congres
sional Democrats to pass liber
al programs exceeding the
President's- requests. Federal
aid to education and an in
creased minimum wage were
two proposals that the coalition
stymied.
Wallace Ponders
Being Candidate
In Two Primaries
DALLAS (UPD-Gov. George
Wallace of Alabama, puffing on
a cigar and greeting everybody
in sight, arrived in Dallas Sun
day night and said he might

and New Hampshire primaries.
"I'm not thinking of running
to help Barry Goldwater," Wal
lace said, "but I'm not going to
help the Kennedys either."
"Anybody would be better
than Kennedy," Wallace said.
Excellent Reception
Wallace said he was thinking
about running in the northern
primaries because of "the ex
cellent reception" he had on his
recent speaking trip.
"They weren't just apprecia
tivethey were enthusiastic,"
Wallace said.
Wallace is scheduled to hold
a press conference today and
make a speech at a public af
fairs club lunch.
I think the Kennedys are the
worst thing that has happened
to the nation," he said, "and if
I run, I intend to show the peo
ple the truth."
"We don't want anybody com
ing in from the outside to tell
us how to run our affairs."
Wallace scoffed at foreign
press criticism of racial inci
dents in Alabama and Missis
sippi, saying, "we shouldn't
care what they think, they
should care what we think."
"If India gets rid of her un
touchables," . Wallace said,
"then maybe they can begin
criticizing segregation. We can't
just change our system of in
dividual freedom for the sake
of the Hottentots in Africa."
Will Show Interference
Wallace said a Dallas County
(Selma, Ala.) grand jury inves
tigating the use of a Justice
Department car by the Rev.
Martin Luther King Jr. to
transport him from Birming
ham to Selma "should expose
the Justice Department for
what it is."
"They will show the world
how the federal government is
interfering in our local affairs,"
he said.
He said he did not think any
charges would arise out of the
hearing unless "a Justice De
partment official lies before the
grand jury."

Celebrezze Heard
On Medicare Plan
WASHINGTON (UPI) - The
Kennedy administration re
sumed its fight today for con
gressional approval of a medi
care plan for (he aged bv send
ing ticaun, Education and Wel
fare Secretary Anthony J. Cele
brezze before the House Ways
& Means Committee to defend
the measure.
The bill has been bottled up
in the committee since Its in
troduction. It would establish a
program of hospital and nurs
ing home care (or persons 65
or over to be (inanced through
society security taxes.
Public committee hearings on
the measure will continue until
the day before Thanksgiving
and will serve as the first
medicare battle this year.
Since 1958, opponents have
managed to keep the bill in Uie
rules committee preventing a
House vote.
However, supporters were
hoping they could recruit
enough "yes" votes to forco the
bill from the committee for a
lest on the House floor where
they were confident it would
pass.

Rare Fish Landed
In L. A. Harbor
LOS ANGELES (UPI) - A
rare 10-pound fish known scien
tifically as an Allothunnus Fal
lal (it looks something like Char
lie the Tuna) was landed in a
hait net in Los Angeles Harbor
over the weekend.
Richard McCann, 22-year-old
fisherman from Downey, Calif.,
hauled up the 28 - inch "tunny
fish" which experts say is the
first of its kind ever caught in
the Northern Hemisphere
and the tenth in the world.
The tunny has no scales on
its lower side and very fine
scales on its back.
Portland Rabies Clinic
Inoculates 13,531 Pets
PORTLAND (UPI) -A total
of 13,531 pets were inoculated in
the five-day Greater Portland
rabies clinic.
The clinic was sponsored by
the city, county and state health
departments, veterinarians and
Portland and Multnomah Coun
ty parent-teacher associations.

Multnomah Park
Project Considered
PORTLAND (UPI) A joint
City-Multnomah County study
committee has Initiated an in
vestigation into the feasibility
of developing a 600 acre tract
of woodland in the Tyron Creek
area as a park.
About 414 acres of the pro
posed park are in Multnomah
County with the rest in Clacka
mas County.
A Tyron Creek Park commit
tee has been set up by the Mult
nomah County-City of Portland
Study Committee on Parks and
Recreation to investigate feasi
bility, land ownership, value, ac
cess and other problems of de
veloping the area.
