Peace-and-Prosperity Campaign by Kennedy Could Be Shaky Strategy

peace-and-prospcrity.

"The worm will turn," is i
truism when applied to the real
worm: it would have to, otn
wise it would always be going
in a straight line, and could
never return to its starting
place. But, even in turning it
must exercise some restraint;
too sharp a turn, and continued
circling would bring its head
up against its own rear end; a
disconcerting experience, even
for a worm.
It must have been an earth'
worm that inspired the expres
sion, but it was rather apt, for
wo can use it now in referring
to a very meek person finally
rebelling and turning on his tor
mentor. But applied to a worm,
turning is meaningless.
Mr. and Mrs. Earthworm,
(and they are one and the same,
for every carlhworm is both a
hoy-worm and a girl-worm, and
at the same time), often meet
an obstruction while burrowing.
Pushing along in the gritty
darkness, they run into stone,
a tree root, or some other ob
struction. They must make a
decision, to go over the object,
under it, or around it. Pushing
along, helped by their natural
slipperiness, and the bristle-like
hairs on their underside, they
turn and turn. They eat their
way in the turns and the
straightaways.
' Vertical Mouth
Mighty funny characters, the
earthworms. They have a mouth
that is vertical, and the jaws
work sideways instead of up
and down; a mouth that is ver
tical is unique among animals,
as most are horizontal. The
worm's muscles are of two dis
tinct kinds; those that run
lengthwise of the body, and the
other set that circle the bodv.
The worms can telescope or
tnny can stretch out until they
are only a fraction of their for
mer diameter. This is a great
help in getting in between rocks,
or pushing through moist earth.
You are sadly uninformed if
you believe earthworms are
only good for baiting a fishhook.
Actually earthworms are
mighty important to the bus
iness of agriculture;' in ' fact,
their value is immeasurable.
They make the penetration of
water in to the earth possible,
and easy; they bring vegetable
humus up from the depths to
the surface where the plant
roots can feed on it; the cast
ings of earthworms, . very rich
in nitrogen', enrich the soil, feed
the plants, and make possible
many crops that would fail with
out the help of these lowly, blind
tunnclers in the gritty darkness
of the underworld, Without' the
earthworm, agriculture would
be in a pretty bad way.
Baby Like Adult
In rich, moist soil, made
more rich because of their pres
ence, the earthworms lay the
eggs that will hatch into baby
worms. A Baby worm is exactly
the same as an adult worm,
only smaller. Many worms,
grubs, and maggots, are the
larva stage of insects; these
change their structure and their
hahits, but not the earthworm;
it is always the same; once an
earthworm always an earth-j
worm.
The larva form of many other '
worms turns into a beetle, a;
butterfly, or a fly, but the baby j
angleworm- will only turn out !
to he a larger worm; an angle-j
worm, or more correctly, an'
earthworm.'
Poor things, they have no eyes
but do know whether tho sun
or the moon is shinning over
head, for only at night do they ;
venture up into the upper world
to feed on organic matter. And
at night, as well as day, it
proves the truth of the saying

The Soviet Union's formal
promises have proved before
this to be all too slender reeds
tor leaning. The peace part of
the Democratic campaign
theme will be vulnerable on a
day-to-day basis.
Some wild words or wild ac
tions by Khrushchev might de
stroy the idea that peace
actually prevails and that
President Kennedy should be
paid off for it at the polls. Ken
nedy, of course, is not a help
less captive Of the Russians.
The President is a pretty smart
operator himself.
Discovery of the wrong kind
of missiles in Cuba during the
I960 congressional campaign
could have wrecked Democrat
ic chances. But Kennedy's
strong action did more than
merely to cause the Commu
nists to back down. Kennedy's
actions also proved to be ef
f ;tive vote getters for Demo
cratic congressional candidates.
New Opportunity Possible

Hearing Scheduled On Interim Zone
The Jackson County Court has
scheduled a public hearing re
garding the South Talent interim
zoned area at 8 p.m. Monday,
Dec. 2, in the courthouse audi

signed by 164 persons, had been
submitted to the court last

nance be referred to the voters

The President is well aware of
that. It would not be fair to
him to suggest that Kennedy
proposed tax reduction legisla
tion merely to bolster 1964 re
election prospects. But the
President and his associates
have been plugging the bill as
a measure intended to enable
the United States to avoid a
business slump, further unem
ployment, industrial stagnation
and the like.
Kennedy was telling the tax
cut story to Ohio newspaper
editors last week when they
were White House guests for
lunch. He said the country
would avoid a recession if the
tax bill were enacted. If the
bill is rejected, Kennedy said,
there might be a recession. If
it came, this recession would
hit in the summer of 1964. It

Focus On Tax Bill
So the foundation of Ken
nedy's prosperity plank must
be laid on a tax bill which is

likely to pass in some form
next year. Kennedy's own
words reflect the urgency with
which he needs to get that tax
cut through Congress to pro
tect his re-election interests in
such states as Ohio, Pennsyl
vania, Michigan, Illinois and
Massachusetts. The President
thinks those states would be hit
hardest.
Tax bill or no tax bill, there
are some cracks in Kennedy's
prosperity campaign plank; Un
employment has not responded
to what the Democratic Presi
dent and Democratic Congress
have been able to do about it.
Some 1960 campaign promises
about unemployent remain to
be redeemed.
The jobless and their friends
are likely to doubt the validity
of 1964 prosperity. And the Re
publicans will ask embarras
sing questions.
