NEW YORK (UPI) -The next
year's spending plans of Amen
can business and industry for
new plants and equipment are
very much In economists' minds
at this time of year.
A recent study by McGraw
' Hill puts the capital spending
figure for lm, to go tor new
, plants and equipment, at about
$40.7 billion, or about 4 per cent
mora than 1963. Most of It will
be industrial spending.
The now plant segment of this
planning is of Interest to more
than Just economists looking
for trends. The whys and where
fores of plant building, expan
sion and relocation occupy the
attention of government work
ers, federal, state and munlcl-
ciDal: transportation Interests
have a vital interest in them,
So do road builders, city plan
ners. and potential employes.
The American Trucking Asso
ciation recently released
study of the principal factors
considered bv a company in
ehoosine a site for a plant
based on a mall survey of man-
aaements of 4.100 plams across
the country. Each of the com
panies contacted naa in return
years begun a new business at
a new site, opened a branch
plant, moved an establishment
to a new site, or expanded la
cilitlcs at an existing one.
The study was made possible,
the ATA said, by a grant from
Rockwell-Standard Corp., Corao
polis, Pa. The survey got a sub
stantial return of 36 per cent,
with responses in varying quan
Ity from 22 major groups in the
federal government's standard
Industrial classification.

The first five, according to the
frequency with which they were
mentioned, were:
Proximity to good highways
(71.9 per cent); abundant labor
supply (62.1); availability of
suitable land (61.6); proximity
to markets (58.8);- availability
of rail service (41.1).
The study reported, however,
that among larger firms, "the
transportation factors of high
way and rail came more close
ly into balance the highway
factor falling from first to third
place when responses were
weighted for size, and the rail
factor moving from tilth to
fourth."
Plant location decisions in
some groups were particularly
oriented toward the transporta
tion factor, with both the high
way and rail factors vital, the
survey tound.

scholastic honorary, served as
host for the annual convention
recently, Dr. Elliott MacCrack
en and Dr. Ted Schopf, advis
ors, have announced.
Members were guests at a
dinner given by Dr. and Mrs.
Bill Sampson. Dr. Marshall
Woodell, director of graduate
studies at SOC, talked on
"Search and Seizures" and also
spoke on the protection afforded
by the fourth amendment of the
nation's Constitution.
George Gllman, M e d f o r d,
president ot the honorary, con
ducted a business meeting. Re
ports of activities, plans for the
coming year, and election of
officers composed the agenda.
Officers elected are Phillip
Gray, La Grande, president,
Eastern Oregon college; John
Svicarovlch, Gaston, vice presi
dent, Oregon College of Educa
tion; John Harmon, Medford,
historian and editor, SOC; and
Dr. Bill Sampson, SOC, who is
also an advisor, was elected
executive secretary.
Eastern Oregon college will
be the site of next year's con
ference. .
