In Kentucky

Kentucky is a state that has
moved with comparative case
into racial integration. Not
since 1956, when there was a
flareup at Sturgis and Clay over
school desegregation, has. there
r been a really major controversy
, over the race problem.
The 1963 governor's race, de
cided Tuesday, changed that
tranquil situation somewhat by
the injection as a campaign is
sue of Gov. Bert Combs' execu
tive order banning racial dis
crimination in every business li
censed by the state..
The governor's job, for which
Combs was not eligible for an
other term, was fought for by
Edward Breathitt, a Democrat,
and Louis B. Nunn, a Republi
can. Breathitt was the apparent
winner by a slim majority, i .
Nunn Opposed Order ,
Nunn came out strongly in
opposition to the Combs racial
order and announced as part of
his platform that he would re
scind it if elected.
Breathitt, accusing Nunn of
injecting race into a Kentucky
gubernatorial campaign for the
first time in the 20th century,
said he would leave it up to
the legislature to decide the
fate of the anti-discrimination
order. '
Political observers in Ken
tucky were watching the elec
tion outcome closely as a signal
of undercurrent racial feelings
and the relative current
strength of the Democrats and
Republicans going into the 1964
presidential race. .
Nunn's outspoken opposition
to the Combs' order could
throw heavy Negro vote
strength to the Democratic can
didate in a state that went Re
publican in the 1960 election for
President.
Actually, all the fuss con
cerned an order that has not
gone into effect yet.' Tavern
owners of Louisville have filed
a state court suit not yet
heard claiming they are pri
vate clubs and therefore exempt
from the order.
Awaits Court Decision
Combs, who goes out of of
fice next month, has delayed
implementing his order until
the court case is decided. Thus,
it will be up to the next admin
istration to put the order to any
USBy including in his order all
businesses licensed by the state,
Combs took in just about every
thing, including eating places
which have to obtain State
Health Department licenses.
One Kentucky critic complained
the governor had included every
business except houses, of ill
repute. .
Nunn says he is against the
. order on constitutional and not
racial grounds.
Which ever way the ball fi
nally bounces on the Combs'
order, it means that Kentucky
probably will be airing for
some time to come the gov
ernor's bold step to end legally
most segregation in the state.
