Italy Plunged Into Political Crisis as Cabinet Resigns

Serious Trouble
Ahead Expected
ROME (UPI) - The stop-gap
cabinet ot Premier Giovanni
Leone resigned en masse today,
plunging this North Atlantic
Treaty Organization (NATO)
country back into the political
crisis that has plagued it for
most of the year.
The cabinet, formed after
general elections last April,
rated to resign in a zvnunuic
session, ending its 137 days in
office. The development had
been exDected.
Leone immediately went to
nresent his resienation to Presi
dent Antonio Semi, a Christian
Democrat like himself.
Other Passible Action
Unless they call new elec
tions, the Christian Democrats
appeared to have only two pos
sible courses of action: To form
another ceo!er4eft coalition or
to set op a new government
based on nfht-wmg support.
Either could lead to serious
trouble, with the Communists
the secuod Urges! political
party in the country waiting in
the wings to cash in. The um'
mumsts also might stand to
gain by elections. In April, they
picked up another million votes.
To form a new center - left
under Christian Democratic
Party Leader Aldo Moro prob
ably would mean bowing to the
left-wing Socialists who are op
posed to any nuclear arms m
Europe. It also would mean giv
ing the Socialists cabinet posts,
ending their government opposi
tion which has stretched over
most of their 71-year history in
Italian politics.
Money Leaves Country .
A center-left also could open
the road to numerous economic
problems. During the past
months, the industrialists who
have been mostly responsible
for Italy's tremendous economic
growth have been depositing
lire worth hundreds of millions
of dollars in Swiss banks.
The drain on Italian currency
already has had an effect, and
a new center-left government is
almost certain to increase the
flow unless some definite action
to stop it is taken.
, The flight ot money abroad
Is a result of a steady infla
tionary spiral. Little has been
done to check the trend and the
situation, according to econo
mists, is reaching the critical
point.
The other formula for a polit
ical solution based on right
wing support has been tried
repeatedly over the past years.
Because a number of small
right-wing parties must give
support in order to form a par
liamentary majority, it usually
leads to a short-lived government.

Cigarette Tax
To Be Introduced
SALEM (UPI) -Rep. Morris
Crothcrs, R-Salcm, said today
he would Introduce a 6-cont a
pack cigarette tax bill at the
special legislative session begin
ning next Monday.
Oregon is the only state that
does not tax cigarettes.
Crothers said he would have
money from a cigarette tax this
biennium used to restore basic
school support money. Cigarette
tax revenues would not be car
marked in future bienniums, he
said.

COMMUNISTS MARK END OF HUNGARIAN REVOLT
VIENNA, Austria (I'PD On the seventh anniversary of the
defeat of the Hungarian revolt, the Communists Monday honored
the "martyrs of the counter-revolution of 1956" who died crushing
the uprising, Budapest Radio reported. Throughout the capital, the
broadcast said, wreaths were laid at the graves of fallen soldiers
and civilians, and commemorative tablets in all districts of the
city were honored.
FORMER PRESIDENT OF MEXICO DIES
MEXICO CITY (UPI) Pascual Ortis Rubio, 86, former presi
dent of Mexico, died Monday. Ortit Rubio served as governor of
his native stale of Michoacan before becoming president in 1930,
During his two years in office, a bullet from a would-be assassin
grated his face, leaving a permanent scar, but he was not serf
ously wounded.
CHOLERA TAKES TOLL IN EAST PAKISTAN
DACCA, Pakistan (UPI) About 600 persons have died from
cholera in East Pakistan in the last four weeks, authorities said
today.
ALGERIA SIGNS TRADE PACT WITH RUSSIA
ALGIERS. Algeria (UPI) Algeria Monday night signed a
commercial agreement with the Soviet Union calling for $20 mil
lioa in trade for 1964.
REUTERS CORRESPONDENT DETAINED IN CUBA
HAVANA (UPI) Alan Oiley, a British citiien and correspond
ent for Reuters News Agency, was being held at Cuban military
intelligence headquarters here today for the fifth straight day.
Oxley. the only resident correspondent from an English-speaking
nation, had at last count been arrested 17 times by the G-2. or
military intelligence secret police.
Public Works Bill
Supporters Seek To
Pass Administration
WASHINGTON (UPI)-Some
House members are hoping to
secure passage this year of a
$900 million job-producing pub
lic works bill by adopting new
strategy to bypass the adminis
tration. ,
The legislation is designed to
create jobs by pumping into
economically depressed areas
federal funds for sewage and
water systems, health facilities,
road improvements and other
projects.
Rep. John A. Blatnik, D-
Minn., introduced the measure,
which could continue for an
other year the accelerated pub
lic works program on which
$850 million has been spent
since last year.
' Won't Be Asked
Blatnik, chairman of a public
works subcommittee which is
holding hearings on the bill,
said Kennedy administration of
ficials would not be asked to
testify on it.
This avoids putting the ad
ministration on the spot. Ad
ministration officials might find
it hard to endorse such a large
spending program in view of
their arguments for a tax cut.

agree with the alms of the pub
lic works bill.
Chairman Wilbur Mills. D-
Ark., of the House Ways &
Means Committee, in success
fully steering the administra
tion's tax bill through t h e
House, argued that the govern
ment could not travel "both
roads" in combatting a recession.
Must Do Something
He said it would have to be
done either by heavy federal
spending or through a tax cut.
The implication was that by
adopting the tax rut, Congress
would not have to vote addition
al spending programs.
But Blatnik and several other
House members maintain that
it will take sometime before the
effects of tax reduction are
felt. In the meantime, they con
tend, something must be done
for areas where unemployment
is high and persistent.
Mexican Receives
Penitentiary Term
KLAMATH FALLS (UPI) A
Mexican harvest worker who
pleaded guilty to manslaughter
was sentenced to six years in
the state penitentiary Monday.
Isabel Rodriguiz, 24, of Mer
cedes, Tex., had been charged
in the slaying of another harvest
worker, Richard M. Rodriguiz,
42, of Phoenix, Ariz., Oct. 23.
The body was dumped in an
irrigation canal near the Ore
gon - California border. Rodri
guiz was arrested near Bend the
same day as the slaying.

opened debate on a new docu
ment which would enhance the
authority of bishops to run their
own dioceses. It also would
grant official recognition and
real legislative powers to na
tional conferences of bishops,
such as the U.S. National Cath
olic Welfare Conference.
Liberals Defend Idea
Paul Cardinal Richaud of
Bordeaux, France, led a long
list of Western European liber
als who strongly defended the
idea of national episcopal con
ferences, and argued that the
document should go even fur
ther in freeing bishops from un
due interference by the Roman
Curia.
Today's debate, coming after
a four-day council recess, indi
cated that the new documents
will generate at least as much
controversy as the one on the
church, which fathers discussed
for four weeks previously at
this session.
Cardinal Mclntyre indicated
he was particularly anxious
about the proposal to grant of
ficial recognition and juridical
status to national conferences
of bishops. He said this would
entail dangerous consequences
for the unity of the church.
Cardinal Richaud replied that
there is no question of allowing
national episcopal conferences
to settle questions of faith or
doctrine, but he said they are
far more competent than Vati
can bureaucrats to judge where
adaptations are necessary to lo
cal situations.
Decisions Mentioned
He mentioned decisions on the
use of modern languages in
Catholic worship as an example
of issues that should be left to
national conferences of bishops.
The proposals for a sweeping
decentralization of authority in
the church was contained in a
document which was described
as a "declaration of independ
ence" for bishops.
It asserts that bishops should
be allowed to run their own di
oceses without undue interfer
ence from the Vatican bureauc
racy. The document does not use
quite such blunt language, of

Hatfield To Speak
At Joint Session
SALEM (UPI) -Gov. Mark
Hatfield will appear before the
joint session of the legislature
Monday afternoon to re
commend solutions to the state's
fiscal crisis.
The governor will address the
joint session in the House cham
bers shortly after the special
session is convened at noon.
He will recommend that law
makers open basic school sup
port to allotment control, and
ask for re-enactment of the one
shot speedup of withholding tax
collections.

secretary, said the governor's
address would be about IS min
utes in length.

greater autonomy in routine
administration of their dioceses
than they have had in the past.
