ley Powell has stated he will
announce later this month his
choice for a third Republican
candidate in that state s presi
dential primary.
Powell, considered a powerful
force in state politics despite his
loss in a bid for reelection last
year, said earlier he believed
neither Gov. Nelson A. Rocke
feller of New York nor Sen.
Barry Goldwater, R-Ariz., could
defeat President Kennedy.

are expected to enter the New
Hampshire preference primary
March 10.

"Now that both Goldwater and
Rockefeller have visted New
Hampshire, I intend to make a
telecast to New Hampshire Re

Powell declined to comment,
however, on a newspaper report

Reformer) suggesting that he
favored Gov. Mark Hatfield of
Oregon for the GOP nomination.

State Plans to Sue
For Unclaimed Funds
CORVALLIS (UPI) - The
state of Oregon is planning to
sue race tracks for unclaimed
parimutuel winnings, Rep. Dick
Hoyt, R-Corvallis, said Satur
day. The amount could run into
several hundred thousand dol
lars, Hoyt indicated. He esti
mated about $35,000 a year is
unclaimed by holders of winning
tickets at the horse and dog
races. Track officials have de
nied that any such amount is
involved.

New Plan Offered
In Red Wheat Sale
WASHINGTON (UPI) - The
United States has offered Rus
sia a new formula designed to
break the shipping rate dead
lock on the multi-million dollar
wheat deal, informed sources
said Saturday.
According to the sources, the
Russian delegation is studying
the offer and may have an an
swer this week.
The new guidelines on the
freight rates reportedly involve
a compromise on both sides.
The sources said the new Amer
ican offer was made Friday at
a meeting between the Russian
trade delegation, and officials
of the Agriculture Commerce
and State Department.
Under the proposed freight
rate schedule, the U. S. will set
a so-called .guideline rate for
American vessels of about $18
a ton. In return Russia will
agree to ship about 25 per cent
of the wheat on American ships.
However, if American ship
ping firms were unwilling to
carry the wheat for $18 a ton
or less, Russia would be free
to hire foreign ships.
But the sources said Russia
still would have to carry at
least 25 per cent of the wheat
total in American ships.

Sales Tax Measure
To Be Introduced
In Legislature
SALEM (UPI) - A sales tax
bill that would raise $48 million
the last year of this biennium
will be introduced at the special
session of the legislature, Ren.
Joe Rogers, R - Independence,
has announced.
Rogers called for the sales
tax proposal to be submitted to
the voters at the May 15 pri
mary. He said co-sponsors of the
plan are Sen. Eddie Afcerns, R-
aaiem, ana Kcps. John Dellen
back, R-Medford; Winton Hunt,
R-Woodburn, and Mrs. E. G.
Chuinard, R-Portland.
"If t h c measure were ap
proved by the voters at the Mav
15 Primary, it would become ef
fective July 1, 1964, the begin
ning of the second fiscal year
of the biennium," Rogers said.
The sales tax proposal would
exempt food, seed, fertilizer and
prescription drugs.
Rogers said contemplated cuts
in basic school support, building
programs and other services
and maintenance could be re
stored if the sales tax was
adopted.
The proposal calls for 35 per
cent of the net proceeds to go
for property tax relief, 15 per
cent for income tax reduction,
and the remainder to the gen
eral fund. Rogers said this
would mean about $24 million
for tax reduction and $24 mil
lion additional to the state's
general fund.

fended the overthrown govern
ment of her brother-in-law.

was a "dirty crime and nothing
less than murder."
She spoke at a news confer
ence at the Beverly Wilshire
Hotel before leaving for the

There was little question her
attack was aimed at the United
States government as she said,
No one can seriously believe
in the disclaimers that Ameri
cans had nothing to do with the
present situation in Viet Nam.
Because of this, anything
which would happen to my fam
ily would be an indelible stigma
against the USA," Mme. Nhu
said.
Not Alone
"We do not live alone," she
continued, "the whole world has
its eyes on Viet Nam."
She said "unconditional aids
to the Communists are found
normal," but pointed out that
"efforts from anti-Communist
countries to become real de
mocracies . . . are either ham
pered or ignored . . ."
"Such a cruel injustice and
mistreatment from a powerful
country against a faithful and
honest ally cannot go unno
ticed," she said, "and those who
indulge in it will one day have
to answer for it
Mme. Nhu said she believed
that "justice can be found1' for
the Ngo family which "has done
nothing else than serve their
country and the common cause
loyally."
On the.reported assassination,
she said, "if the news is true,
if really my family has been
treacherously killed with either
the official or unofficial bless
ing of the American govern
ment, I can predict to you all
that, the story of Viet Nam is
only at its beginning."

three traffic deaths and one

Ronald Schwinglc, 28, Salem,
was killed in a one-car accident
on State Highway 233 four miles

died when his jeep plunged off
a logging road into a canyon
near Roseburg.

to estimate its time of arrival

The poison was believed to be
centered 20 miles upstream.
Mayor Henry I. Brown said
the town's three reservoirs had
been filled with a total of 470,000
gallons of water, enough to last
about Vk days under emergency
water restrictions put into effect
earlier. The town normally
keeps about 180,000 gallons of
water in storage, but extra
tanks were filled Saturday night
after tests showed the water
was safe.
Water samples from as close
as Vh miles upstream turned
pink under chemical tests a
danger signal. A heavy dose of
cyanide would turn the chemical-water
mixture bright red.
