WASHINGTON (UPI) - Rep.
Oliver P. Bolton, R-Ohio, urged
President Kennedy today to
"halt misuse of government
power" by cabinet members
who engage in campaign solici
tations. In a letter to the President,
Bolton renewed his attack on
Labor Secretary W. Willard
Wirtz, who the congressman
charged "committed a most
serious breach of public trust"
by seeking campaign donations
from lobbyists and trade asso
ciation representatives for a
dinner honoring Sen. Harrison
A. Williams Jr., D-N. J.
Bolton also told Kennedy that
"friends of Ralph Yarborough"
held a fund-raising dinner at
Austin, Tex. for the Democratic
senator at which Postmaster
General John J. Gronouski was
scheduled to speak last week.
Bolton said letters were sent
to postal employes from "a top
official in the Texas regional
post office urging them to at
tend as an opportunity to pay
tribute to a friend of the post
office department." He referred
to Yarborough.

SEGREGATION EXTENSION URGED
CAPE TOWN, South Africa lPI The Cape Provisional
Council has asked the government to extend racial segrega
tion boundaries a half-mile into the ocean at a number of
seaside resorts.
The boundaries, to be measured from high-water mark,
presumably would prevent all interracial swimming. The
request, reported yesterday, provided that a member of one
race could rescue a member of another race who was in
danger of drowning.

CAPE TOWN, South Africa (UPD The wife of a man who
won 1140,000 in a sweepstakes complained to the Supreme
Court yesterday her husband's character deteriorated In the
seven months since the windfall.
Mrs. Aletta Smith said her husband Basil spent $28,000 in
the first seven months on a lavish scale and "he was seldom
sober."

across northern New England
today. Three Northeastern
states eased drought-imposed
restrictions on the use of wood
lands but North Carolina barred
26 counties to hunters.
Up to one foot of snow fell in
Maine Tuesday and during the
night.
Hurricane Ginny dumped

rain along the New England
coast.
All restrictions on the use of
forests were cancelled in Maine
and Massachusetts. New Hamp
shire's ban was lifted either to
tally or partially in seven coun
ties. North Carolina Gov. Terry
Sanford banned hunting, camp
ing, fishing and trapping in
woodlands of 26 western coun
ties effective today.
While Tuesday's rains eased
the fire threat in parts of the
northeast and along the fringes
of the eastern lakes, most of
the drought area had no relief.

Crash Victim Dies
In Bend Hospital
BEND (UPD - Henrv A.
Bloecher, M, Woodland, Calif.,
who was injured in a vehicle
crash Oct. 9 near LaPine. Ore.,
died Tuesday in St. Charles
Memorial Hospital here.
Police said Bloecher's pickup
truck collided with a Iodine,
truck. Bloecher, who was haul
ing horses, was alone at the
time.

Kennedy carried Pennsylvan
ia by a majority of 116.000 in
1960 and rolled up a 330,000
vote margin in Philadelphia. In
1962, however, Scranton car
ried the state by 480,000 in the
gubernatoral race against
former Philadelphia Mayor
Richardson Dilworth.
Rep. William J. Green Jr.,
D-Pa., boss of the Democratic
party in Philadelphia, has pre
dicted an "impressive victory"
for Tate "in preparation for a
Kennedy victory in 1964."
Wounded Deer Attacks
Woman Near Wonder
WONDER Mrs. Bruce Crane
had a frightening experience
when a buck deer attacked her
recently. Mrs. Crane's dog King
flew to her defense only to be
attacked in turn by the deer.
Mr. Crane was busily ham
mering and did not hear Mrs.
Crane's call for help. Mrs.
Crane had the presence of mind
to remove her jacket and slap
it across the deer's face, which
kept it from mauling King who
is quite old and has no teeth.
Someone must have shot the
deer in the foot, Mrs. Crane
noted, as it was limping quite
badly when she chased it away.
But Rep. William Miller, R
N. Y., Republican national
chairman, has said the GOP
National Committee has given a
great deal of attention to the
Philadelphia situation and add
ed: "I understand we may just
elect a mayor,"
Some observers believe the
elections in the "City of Broth
erly Love" may test the depth
of white voters' resentment over
militant Negro protests on civil
rights issues.
McDermott questioned wheth
er government was going too
far if it interefered with an in
dividual's rights to choose his
neighborhood and schools for
his children. Tate immediately
charged that this was a play
for "white votes" and the Phil
adelphia leader of the National
Association for the Advance
ment of Colored People
(NAACP) accused the GOP con
tender of being "anti-Negro."
